OF THE CITY OF JEFFERSONVILLE, INDIANA
APRIL 9, 2001
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those members present
Were: City Engineer Miller and Parks Superintendent Elliott sitting in for Councilperson
Denny Frantz.
Also present were: Maintenance Foreman Mike Ewton, Safety Director Rodden, Planning and
Zoning Director Jana Ecker, Administrator Rich Davis, Building Commissioner Bill Gavin,
Wastewater Treatment Director Traylor, Parks Director Rick Elliott, Police Chief Mike Pavey,
Redevelopment Asst. Director Duggins, Personnel Director Ellis, Fire Chief Mike Smith, Asst.
Wastewater Treatment Dir. Wilkey, and Clerk Lynne Mayfield.
City Engineer Miller made the motion to approve the payroll as presented, seconded by Parks
Superintendent Elliott and carried unanimously.
City Engineer Miller made the motion to approve the minutes of 3-26-01 and 4-2-01, seconded by
1 Parks Superintendent Elliott and carried unanimously.
THUNDER ROAD CLOSURES
Police Chief Pavey presented to the Board a list of road closures in coordination with the Kentucky Derby'.
Festival and Thunder Over Louisville for approval.
Friday, April 20, 2001 at 6:00 p.m.- 100 Block of Pearl Street (Vendor Booth setup).
Saturday, April 21, 2001 at 7:00 a.m.- Market St. exit ramp from I-65 South (exit 0)
Court Ave. exit ramp from I-65 North (exit 0)
Riverside Dr. from Jeffboat West to the city limits
Market St.from Mulberry St. West to the city limits
Southern Indiana Ave. from W. Court Ave. South to Riverside Dr.
Missouri Ave. from Clark Blvd. South to Market Street
The River Bank area from Jeffboat West to Kennedy Bridge
Riverpointe Plaza from Market St. South to Riverside Drive
The alleys on the North and South side of the floodwall
From Mulberry St. west to the city limits or end of alley._
The alley on the South side of floodwall from Jeffboat West to
Mulberry Street.
engineer Miller made the motion to approve the road closures, seconded by Parks Superintendent Elliott and

There being no further business to come before the Board the motion was made by Engineer Miller
to adjourn at 10:00 a . seconded by Councilperson Frantz and carried unanimously.

In coordination with the Kentucky Derby Festival and "Thunder
Over Louisville" , the following streets are requested closed.
On Friday, April 20, 2001 at 6 :00 pm

#1 100 Block of Pearl Street (Vendor Booth Setup)
On Saturday, April 21, 2001 at 7 :00 am.
#1 The Market Street exit ramp from I-ES South (Exit 0)
#2 The Court Avenue exit ramp from I-65 North (Exit 0)
#3 Riverside Drive from Jeffboat West to the City Limits .
` "' #4 Market Street from Mulberry St West to the City Limits .
45 Southern Indiana Avenue from W. Court Ave South to Riverside
Drive.
#6 Missouri Avenue from Clark Blvd South to Market Street .
#7 The River bank area from Jeffboat West to Kennedy Bridge .
48 RiverPointe Plaza from Market St South to Riverside Drive.
#9 The Alleys on the North and South side of the floodwall
from Mulberry Street West to the City Limits or end of
alley
#10 The Alley on the South side of floodwall from Jeffboat
West to Mulberry Street .
e All of the above mentioned residential streets will be open to
residents and their personal vehicles until 5 : 00 pm with the
exception of Riverside Drive . Streets will be reopended at the
discretion of the Chief of Police, depending upon traffic
congestion and the safety of pedestrians in the area. All streets
are projected to be opened by 12 : 00 midnight . (Approximate)
The I-65 exit ramp (Exit 0) for North and Southbound traffic
will be closed by the Indiana State Police at 7 : 00 am on Saturday,
April 21, 2001 . Only Greyhound Buses will be allowed to exit from
I-65 southbound at exit 0 .

The following streets are requested to be considered "No
Parking Zones" on Saturday, April 21, 2001 from 7 : 00 am until 12 : 00
midnight .
#1 Riverside Drive from Jeffboat West to the City Limits .
#2 Market Street from Mulberry St West to the City Limits .
#3 Southern Indiana Avenue from Riverside Dr North to West
Court Ave .
#4 Missouri Avenue from Market St North to Clark Blvd.
#5 RiverPointe Plaza from Market St South to Riverside Drive.
#6 The River bank area from Jeffboat West to Kennedy Bridge.
#7 The City Parking lot between Market Street and Riverside
Drive under the Kennedy Bridge .
#8 The City Parking lot located on the South side of Riverside
Drive next to the Kennedy Bridge.
As in the past events such as this, we are requesting that no
• alcoholic beverages be allowed on city property. This would include
city streets, city owned parking lots and the river bank area
located in the "Event Area" . Also, we are requesting that no
animals be brought into the "Event Area" or allowed on city
property with the exception being for medical reasons . In addition,
we are requesting that no Recreational Vehicles be allowed to park
in the event area and that there will be no open flames, tents,
portable buildings, skateboards or bicycles allowed. Also, we are
requesting that no Golf carts other than those used by Police, EMS
and the Derby Festival Committee be allowed in the "Event Area" . We
feel that these restrictions are in the best interest of the public
and are for the protection and safety of all persons attending.

The "Thunder Over Louisville, 2001" will be held on Saturday,
April 21, 2001 . We will be closing down the "Event Area" at 7 : 00 am
until 12 : 00 midnight . (approximately) . If possible, I 'm requesting
your assistance in placing the 2 "Display Boards" at the following
locations on the day of "Thunder"
(1) On Market Street, underneath the Kennedy Bridge, at the
entrance to the Handicap Lot . Please have the message board
facing the westbound Market Street traffic . On the message
board, please have it read "HANDICAP PARKING < " .
(2) On West Court Ave, near N.Shore Drive, please have the
message board facing the westbound W. Court Avenue traffic .
On the message board, please have it read "NO ENTRY WITHOUT
PASS" . (if possible) .
I would like to have these signs on location by 7 : 00 am,
Saturday, April 21st . At 5: 00 pm, the "Event Area" will be closed
to all traffic and the message boards can be picked up .
I appreciate your assistance with this matter. I commend you on
all your help that you have given us in the past with these special
events . If you have any questions, please feel free to call me at
