MARCH 5, 2001
Mayor Galligan called the meeting to order at 9:30 a.m. and on call of the roll those
members present were: Director of Parks& Recreation Rick Elliott, substituting for City
Engineer Bob Miller, and Councilperson Denny Frantz.
Also present were: Building Commissioner Larry Decker, Wastewater Treatment Plant
Director Jim Traylor,Animal Shelter Director Cindy Keller, Safety Director Danny
Rodden, Information Technology Administrator Rich Davis, Parks Director, Rick Elliott,
Street Commissioner Marvin Grant, Redevelopment Director David Duggins, Police
Chief Mike Pavey, Fire Chief Mike Smith, Planning and Development Director Jana
Ecker, and Personnel Director Jerralyn Ellis.
Councilperson Frantz made the motion to approve the claims as presented, seconded by
Parks Director Elliott and carried unanimously.
Councilperson Frantz made a motion to approve the payroll as presented, seconded by
Parks Director Elliott and carried unanimously.
OLD BUSINESS
PAVING AND PETROLEUM BIDS
Mayor Galligan advised the Board that there was an advertising error regarding the bids
opened on February 26, 2001. Parks Director Rick Elliott made a motion to reject the
bids opened on February 26, 2001, seconded by Councilperson Frantz and carried
unanimously. The Board will receive Bids on March 26, 2001 meeting.
NEW BUSINESS
COLONIAL PARK LIFT STATION BIDS
Mayor Galligan explained that the bids for the Colonial Park Lift Station would be taken
under advisement and awarded at the March 12, 2001 Sanitary Board Meeting. John
Toombs, Jacobi, Toombs and Lanz announced the following bids: (1) Cornel-Harbison
Excavating, Georgetown-$158,788.45; (2) Excel Excavating, Jeffersonville-$175,694.50,
(3) Sedam Contracting, Hanover-$125,290.00; and(4)Dan Cristiani, Clarksville-
$140,736.24.
DRIVEWAY AT 1606 TALL OAKS DRIVE
Norma Leppert, 1606 Tall Oaks Drive, appeared before the Board and requested repair of
her curb leading into her driveway. Ms. Leppert explained to the Board that she had
incurred $138.00 in repairs for damage to her car as a result of the uneven curb leading
into her driveway. Street Commissioner Grant explained that the City had contracted Ms.
Leppert regarding the repair and she would not allow the concrete in her driveway to be
cut in order to allow for the sloping of the driveway. Mayor Galligan explained the need
to cut the concrete in order to affect the repair and told Ms. Leppert that the City is
willing to pay for one-half of the repairs. Wastewater Treatment Plant Director Traylor is
to contact Ms. Leppert regarding this repair. Ms. Leppert also advised the Board of a
problem with ponding water at 601 Crestview Court and the Mayor stated that Street
Commissioner Grant would look into that problem today.
VENDOR'S PERMIT
Jeff Doll, 3118 River Road, Louisville, KY requested a vendor's permit to sell balloons,
necklaces and other items at Thunder. Councilperson Frantz made the motion to approve
the Vendor Permit, seconded by Parks Director Elliott and carried unanimously. Mayor
Galligan told Mr. Doll to see Redevelopment Director David Duggins regarding the
permit.
PEDDLER'S PERMIT
Charles Elliott, 214 North Front Street, Henryville requested a peddler permit to set
religious literature. Councilperson Frantz made the motion to approve the Vendor
Permit, seconded by Parks Director Elliott and carried unanimously. Mayor Galligan told
Mr. Elliott to see Police Chief Pavey regarding the permit.
RESIDENTIAL PARKING
Linda Barrett, 332 Pearl Street, requested a residential parking sign to be placed in front
of her house at 332 Pearl Street. Parks Director Elliott made the motion to approve the
placement of the residential parking sign at 332 Pearl Street, seconded by Councilperson
Frantz and carried unanimously.
FIRST CHRISTIAN CHURCH
Dave Hardin, First Christian Church, 3209 Middle Road, requested church signs to be
placed at(1) 10th & Spring; (2) Court Avenue East of I-65; and (3) 8th Street near Brisco.
Councilperson Frantz made the motion to approve the placement of the church sign,
seconded by Parks Director Elliott and carried unanimously.

OTHER BUSINESS
Nellie Knowland, 120 Fairview, requested the area in front of her house be checked out
for unsafe skateboarders. Mayor Galligan requested Chief Mike Pavey review this
situation.
There being no further business to come before the Board,the motion was made by
Councilperson Frantz to adjourn at 10:15 a.m., seconded by Parks Director Elliott and
carried unanimously.
