SAFETY
OF THE CITY OF JEFFERSONVILLE, INDIANA
JANUARY 8, 2001
Mayor Galligan called the meeting to order at 9:30 A.M., and on call of the roll those
members present were: City Engineer Bob Miller, and Councilperson Frantz.
Also present were: Vehicle Maintenance Supervisor Ewton, Building Commissioner
Larry Decker, Safety Director Rodden, Redevelopment Assistant Director Duggins,
Street Commissioner Grant, Asst. Wastewater Treatment Plant Director Wilkey, Planning
and Zoning Director Ecker, WastewaterTreatment Plant Director Traylor, Parks
Superintendent Elliott, Police Chief Pavey, Personnel Director Ellis, Fire Chief Mike
Smith, and Clerk Lynne Mayfield.
BID
Mark Sneve of PEH Engineers opened bids on the Wastewater Treatment Plant Flow
Meter Replacement. Bids were received from Herrick Construction $66,900.00,
Reynolds, Inc. $69,157.00, American Contracting $69,324.00, Mitchell and Stark
Construction Co., $78,000.00, and Graves Plumbing Co., Inc. $79,797.00. The bids will
be presented at the Sewer Board meeting for approval of the selected one.
PARKING PROBLEM
Teresa Summers asked the Board to install"no parking" signs at Apollo America.
Councilperson Frantz made the motion to approve installing some"no parking' signs at
Apollo America, seconded by Engineer Miller and carried unanimously.
CITATION
Building Commissioner Decker told the Board a letter was sent to the owner's of
property at 312 East Market Street regarding the condition of their property. Mrs.
Wathen, one of the owners' told Building Commissioner Decker that chemicals that were
used in the house during a fire had caused an allergic reaction in her and she could no
longer go in the house. They were also dealing with their insurance company. The
property owners want to sell the house as is and have since settled with their insurance
company. Mr. Wathen appeared before the Board and asked for time to get the house
emptied. He said he has several people interested in purchasing the house. Engineer
Miller made the motion to approve giving the Wathen's 120 days to sell the house and at
the end of 150 days the porch must be repaired, seconded by Councilperson Frantz and
carried unanimously.

t-, Councilperson Frantz made the motion to amend the motion above to carry over to the
new owner if the house is sold and the Building Commissioner is to be notified of their
name and address, seconded by Engineer Miller and carried unanimously.
CITATION
Planning and Zoning Director Ecker cited Sean Parks of 810 Pratt Street for junk on his
property such as cars, and open storage. She recommended fining him. Engineer Miller
made the motion to fine Mr. Parks $25.00 per day for one month with a lien on the house
after that time, seconded by Councilperson Frantz and carried unanimously. Mr. Parks
did not appear before the Board.
REQUEST FOR QUALIFICATIONS
Planning and Zoning Director Ecker said she issued a request for qualifications for the
right of way engineering and the environmental engineering to obtain the categorical
exclusion necessary to fulfill the federal requirements to purchase the IWR Property
through the CMAQ grant the City recently received. She received only one response from
Beam, Longest, and Neff Engineer Miller made the motion to approve Beam, Longest,
and Neff to do the right of way engineering and the environmental engineering to obtain
the categorical exclusion necessary to fulfill the federal requirements to purchase the
IWR Property through the CMAQ grant the City recently received, seconded by
Councilperson Frantz and carried unanimously.
There being no further business to come before the Board of Public Works and Safety,
City Engineer Miller made the motion to adjourn at 10:30 A.M., seconded by
Councilperson Frantz, and carried unanimously.

8-04-00 Sent letter regarding City Ordinance No. 150.105,
re-check in 30 days.
8-2000 Call from Mrs. Wathen, chemicals made her sick could not go in
house also is dealing with insurance company (fire damage).
11-17-00 No progress sent letter to get in touch with the Building
Commission office to discuss progress.
11-29-00 Complaint by Mayor's Office
11-20-00 No reply to previous letter, cited to the Board for 1-8-00.
Recommendation
To be in compliance by February 1 , 2001 or a $50.00 fine per day will be
assessed until property is in compliance. At the end of each month a bill for the
30 days will be sent, if not paid in 30 days a lien will be placed on the property for
the month of non-compliance. This will be continuous until property is in total
compliance. Lien is not to exceed the fair market value of property.
