MINUTES OF THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF JEFFERSONVILLE, INDIANA JANUARY 2, 2001 Engineer Miller sat in for Mayor Galligan and called the meeting to order at 10:00 A.M., and on call of the roll those members present were: Personnel Director Ellis, and Councilperson Frantz. Also present were: Building Commissioner Larry Decker, Vehicle Maintenance Foreman Mike Ewton, Safety Director Rodden, Redevelopment Assistant Director Duggins, City Attorney Galligan, Asst. Wastewater Sewage Director Wilkey, Street Commissioner Grant, Parks Superintendent Elliott, Police Chief Pavey, Fire Chief Mike Smith, and Clerk Lynne Mayfield. Councilperson Frantz made the motion to approve the payroll as presented, seconded by Personnel Director Ellis and carried unanimously. ! DENTAL INSURANCE The City's health insurance agent of record, Edward Culpepper Cooper, appeared before the Board to recommend that the City begin self-insuring it's employee dental plan. He recommends having Companion Life administer the self-insurance dental plan. Mr. Cooper said he has looked at the City's dental claims history, and based upon the information he gathered, the City could save $25, 163.70 per year by switching to self- funded dental insurance while leaving the employee benefits exactly the same. Councilperson Frantz made the motion to approve switching from Metropolitan Life to Companion Life effective February 1, 2001, seconded by Personnel Director Ellis and carried unanimously. Mr. Cooper asked the Board to approve a claim pre-paying the first month's administration cost for the Companion dental self-insurance. Councilperson Frantz made the motion to approve the claim, seconded by Personnel Director Ellis and carried unanimously. I 340 PEARL STREET Building Commissioner Decker told the Board that the building at 340 Pearl Street (Indiana Hotel) was damaged due to an accident on 12-8-00. Mr. Decker recommended two options.(see attached Ex.A) Option 1 is to remove the building due to many code violations. Option 2 states what will be required in order to repair and restore the building. The owner, Mr. Coots said he is waiting to hear from his insurance company. Councilperson Frantz made the motion to approve the two options and 60 days for Mr. Coots to select Option 1 or 2 and to notify Building Commissioner Decker of his choice, seconded by Personnel Director Ellis and carried unanimously. GRADER LEASE City Attorney Galligan asked the Board to approve a one year lease on a motor grader at $1,687.06 per month. Councilperson Frantz made the motion to approve the lease, seconded by Personnel Director Ellis and carried unanimously. There being no further business to come before the Board of Public Works and Safety, City Engineer Miller made the motion to adjourn at 10:45 A.M., seconded by FT Councilperson Frantz and carried unanimously. RECOMMENDATIONS Option I Remove building due to the following: 1. Fire Hazard 2. Nuisance 3. Maintenance 4. Health 5. Work of fire restoration of 1997 was marginal at best and not done according to 675 IAC 12-6 (Design Release) 6. ADA Requirements 7. Present damage by auto 8. Unfit dwelling local code Option II Repair and Restore Building • 1 . Damage due to 12-8-00 accident to be repaired and restore under 675 IAC 12-6 (Design Release) 2. Since one of the electrical services has been severely damage the service to be brought up to NEC 230 code (one service per building) 3. Since the damage from the fire on February 1997 was not done to the the 675 IAC 12-6, a complete evaluation and recommendation of restoring that section back to code by a register design professional including but not limited to the following: a) Complete egress system corridors. Corridor doors, egress windows, headroom and stairway b) Electric c) Toilets d) Structural e) Plumbing f) HVAC g) ADA requirements 4. All local building codes to be in compliance
