JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION
Meeting Memorandum - Monday, December 4, 2006 - 5:30 P.M.
City Hall 3rd Floor Council Conference Room
Council President Barbara Wilson called the meeting to order at 5:30 P.M., and on call of
the roll those members present were: Councilpersons John Perkins, Connie Sellers,
Barbara Wilson, Ron Grooms, and Phil McCauley. Also present was Deputy Clerk
Treasurer Barbara Hollis.
Councilperson Perkins made the motion to approve the agenda with the addition of 8A,
Override of 2006-0R-5 Veto, second by Councilperson Grooms, passing on a vote of 5-
O.
Sewer Board Appointment
Councilperson Grooms made the motion to appoint William (Bill) Saegesser to the Sewer
Board, second by Councilperson Sellers. The Sewer Board has recommended Mr.
Saegesser. Councilperson Grooms questioned the appointing authority. The Council's
appointment to this Board has resigned; therefore the Council is appointing the
replacement. Councilperson McCauley noted all parties have agreed to this appointment.
The motion passed on a vote of 5-0
Major Moves
Councilperson Sellers has talked with Police Chief Monihon regarding the intended use
of the Major Moves money. The use will be for computers and signage. Councilperson
Sellers agrees signage is needed; she questions why this should not be paid for along with
the other signage. Councilperson Perkins agrees signage should be paid from other
funds. Councilperson Grooms asked if the final agreement has been reached regarding
all building payments. Following all discussion, Councilperson Perkins made the motion
to allow 10% (18,770.00) of Major Moves money be allocated to the Police Department,
second by Councilperson Sellers, passing on a vote of 5-0.
Railroad Tracks
Planning and Zoning Director Chester Hicks presented a map and estimate of cost for the
City of Jeffersonville Wheels and Heels Trail Concept Plan. An October 2005 fee simple
interest appraisal is $3.2 Million. A master plan consultant has been selected.
Councilperson Sellers feels there may be opposition from some residents. Director Hicks
noted the need for title search. Council person Sellers said some residents are concerned
for privacy and control. Councilperson Grooms asked if the City wants to acquire the
property. Director Hicks noted most of the property is not residential. This would be a

worthwhile project. City Council Attorney Greg Fifer said the City should find out what
type of title the railroad holds. This process should be started. Director Hicks noted the
lack of coordination has held this project up. Councilperson Grooms suggested
contacting Congressmen and Senators. Councilperson Grooms made the motion to
authorize Attorney Fifer to investigate the cost of a title search, second by Councilperson
Perkins, passing on a vote of 5-0. Councilperson McCauley said this is a tremendous
project.
10th and Spring
Redevelopment Director Barry Cahill reminded the Council of the agreement with Clark
Memorial Hospital to market the property at lOth and Spring. Director Cahill request the
City deed the property to the Department of Redevelopment. Councilperson Perkins
wants to make sure the money from the sale comes back to the City. Director Cahill said
that it would, minus any expenses. He believes an offer will be received next week.
Councilperson Perkins made the motion to allow the deed for the property at lOth and
Spring be deeded to the Department of Redevelopment as long as the net proceeds from
the sale come back to the City to a fund to be decided on later, second by Councilperson
McCauley, passing on a vote of 5-0.
Veto Override
Councilperson Perkins noted the Mayor's veto of Ordinance No. 2006-0R-5, An
Ordinance Establishing A Purchase Order System For The General Fund Of The City Of
Jeffersonville. Councilperson McCauley noted the intent was to have the Clerk Treasurer
be the Fiscal Agent. Attorney Fifer has drafted an Ordinance for consideration noting the
difference in agent vs. agency. He recommends the Council override the veto and
consider the draft presented. Mayor Waiz arrived at 6:25 P.M. Councilperson Perkins
made the motion to override the veto of Ordinance No. 2006-0R-5, second by
Councilperson McCauley, passing on a vote of 5-0. Attorney Fifer feels all are trying to
get to the same place. Councilperson McCauley said the intent is not to take over any
executive powers, only fiscal.
Buxton Group
Councilperson Perkins noted the need for commercial recruitment. The City has been
successful with industrial recruitment. The fee of $60,000 has been suggested. There is
a need to do more than has been done to attract commercial development. Mayor Waiz
suggests the Department of Redevelopment hear the presentation from the Buxton Group.
One Southern Indiana should also be included
City Court
Mayor Waiz noted now is a prime opportunity to abolish City Court and would like to
have this discussed. Councilperson McCauley noted there are people intending to attend
the regular meeting regarding this subject.

The motion was made by Councilperson Perkins to adjourn at 6:35 P.M., seconded by
Councilperson Sellers, passing on a vote of 5-0.

Reconstruct Hamburg Pike as a 2 lane road from Dutch Ln. to Charlestown-New Albany Pike including sight distance correction, widening road to required 1
Reconstruct Dutch Ln. as a 2 lane road with turn lanes at major intersections (llth & 12th Streets) from 10th St. to Hamburg Pike.
Reconstruct 8th St. as a 2 lane road from Spring St. to Perrin Ln. The project consists of removal of existing pavement, shoulders, curb, gutter & sidewalk.
Reconstruct Perrin Ln. as a 2 lane road from Utica Pike to 8th St.
