COUNCIL PROCEEDINGS OF THE
COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
November 6, 2006
The Common Council ofthe City of Jeffersonville, Indiana met in regular session
in Room 101, City Hall, 500 Quartermaster Court, Jeffersonville, Indiana, at 7:30 P.M.
on Monday, November 6, 2006.
Mayor Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the
meeting to order. Also present were City Attorney Les Merkley and Deputy Clerk
Barbara Hollis. Mayor Waiz welcomed all in attendance, asking all those present to stand
as Councilperson Grooms gave the invocation. Mayor Waiz then asked all those present
to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons John Perkins, Ed
Zastawny, Keith Fetz, Barbara Wilson, Phil McCauley, and Ron Grooms.
Absent: Councilperson Connie Sellers.
Following discussion, Councilperson Perkins made the motion to add 8B Council
Comments, 9B Barbara Anderson, and l5A Sex Offender Ordinance, to the agenda,
second by Councilperson McCauley, passing on a vote of 6-0.
Clerk Treasurer Wilder presented the claim list for consideration by the Council.
Councilperson Perkins made the motion to approve the claims as presented, second by
Council President Wilson, passing on a vote of 6-0.
PUBLIC COMMENT:
Mr. Dustin White appeared before the Council to gIve an update on the
Commission On Social Status Of Black Males. There has been a meeting with Greater
Clark County School Counselors and campus tours are planned. Mr. White thanked the
Council for their continuing support.
Mr. Bruce Herdt said he read a comment by Councilperson Perkins and agrees
with him regarding destination points. The riverfront is one destination. There is a need
for viable retail business. There is a need to make Jeffersonville a destination point,
suggesting a business czar. He also suggests establishing small grants. More effort is
needed.

Mr. R. Summers believes the annexation numbers are nebulous, commenting
again on the accounting firm. He feels the statements are vague and hazy. The poverty
level is 12.2%.
COUNCIL COMMENTS:
Councilperson Grooms appreciates Mr. Herdt's interest. Jeffersonville is making
a lot of strides in downtown redevelopment. Council President Wilson agrees.
Councilperson Perkins said the Council listened to a presentation from the Buxton
Group regarding development at their 5:30 P.M. workshop. Councilperson Perkins noted
Greater Clark County Schools are considering passage of a $155 million bond issue.
This will have a negative impact on cities and town. He suggests those that are
concerned about property taxes contact the school board.
DEPARTMENT HEAD REPORTS:
Human Resource Director Kim Calabro introduced Mr. Larry Linn of Neace
Lukens Insurance and Ms. Sandy Halsted of Humana. Mr. Lynn gave an interim report
on the self-funded health insurance explaining, so far so good. Claims have been what
are expected. April 1 is the anniversary date. Mr. Lynn suggests changing the
anniversary date to January 1. Mr. Lynn explained a plan cost exhibit (attached). Ms.
Halsted presented and explained a health assessment program with a 24-hour nurse line.
Councilperson McCauley said, as liaison with Human Resources, he has been working on
budget concerns and timing. Councilperson Perkins has a problem with hearing on
November 6 that the plan will be renewed on January 1. He is concerned for the bid or
quote process. Councilperson McCauley explained this is an opportunity to not have a
cost increase. Councilperson Grooms questions decreases. Mr. Lynn explained
discounts vary. Ms. Halsted said the health assessments are confidential. Mr. Lynn will
avail himself to any City official.
AGENDA ITMS:
Ms. Barbara Anderson, Executive Director of Haven House, informed the Council
of a fundraiser event to be held December 1, 2006 at 300 Spring requesting a $5,000
sponsorship from the City. Ms. Anderson explained creative fundraising programs.
Councilperson Perkins commented more money is spent on animals than on the
homeless. He feels the request for $5,000 is minuscule. Councilperson Perkins made the

motion to send this request to the finance committee, second by Council President
Wilson, passing on a vote of 6-0.
Clerk Treasurer Peggy Wilder presented and explained Ordinance No. 2006-0R-
5, An Ordinance Establishing A Purchase Order System For The General Fund Of The
City Of Jeffersonville. There is a need for input from the Finance Committee and
Department Heads. No action was taken.
City Attorney Les Merkley explained the need for passage of Ordinance No.
2006-0R-6l, An Ordinance Of Additional Appropriation (General Fund-Vehicle
Maintenance). Councilperson Perkins made the motion to pass Ordinance No. 2006-0R-
61 on the second and third readings, second by Councilperson Fetz, passing on a vote of
6-0.
Clerk Treasurer Peggy Wilder explained the need for passage of Ordinance No.
2006-0R-62 An Ordinance Of Additional Appropriation (EDIT Fund-Police Radio
Systems). Councilperson Perkins made the motion to pass Ordinance No. 2006-0R-62
on the second and third readings, second by Councilperson Fetz, passing on a vote of 6-0.
Clerk Treasurer Peggy Wilder explained the need for passage of Ordinance No.
2006-0R-64, An Ordinance Of Additional Appropriation (EDIT Fund-Sidewalks).
Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2006-
OR-64, second by Councilperson Zastawny, passing on a vote of 6-0. Councilperson
Zastawny then made the motion to pass Ordinance No. 2006-0R-65 on all three readings,
second by Councilperson Perkins, passing on a vote of 6-0.

2006-0R-65, An Ordinance Of Additional Appropriation (EDIT Fund-Floodwall Art).
Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2006-
OR-65, second by Councilperson Fetz, passing on a vote of 6-0. Councilperson Grooms
made the motion to pass Ordinance No. 2006-0R-65 on all three readings, second by
Councilperson Zastawny, passing on a vote of 6-0.
Clerk Treasurer Peggy Wilder explained the need for passage of Ordinance No.
2006-0R-66, An Ordinance Of Additional Appropriation (EDIT Fund-Garbage Truck
Lease). Councilperson Perkins made the motion to suspend the rules for Ordinance No.
2006-0R-66, second by Councilperson Grooms, passing on a vote of 6-0. Councilperson

Perkins then made the motion to pass Ordinance No. 2006-0R-66 on all three readings,
second by Councilperson Grooms, passing on a vote of 6-0.
Councilperson Fetz presented Ordinance Banning Convicted Sex Offenders From
Public Property Owned By The City Of Jeffersonville And/Or The City's Subdivisions,
asking the Council to review and give input. Louisville now has a strict Ordinance and
there is a concern there may be an influx to Southern Indiana.
CLERK TREASURER COMMENTS:
Clerk Treasurer Peggy Wilder notified the Council that the Laserfiche system
should be ready to go on line soon. She will be asking that all documents be filed
electronically in the future.
COMMITTEE REPORTS AND COUNCIL AND MAYOR COMMENTS:
Councilperson McCauley gave an update on the Building Authority. The lease is
being written for January 1, 2007. The committee is active and handling things very
well. This will be a well-run building. Councilperson McCauley noted the open house
was great. He commends Councilperson Fetz and Clerk Treasurer Wilder for the work
put into the Ordinance presented tonight.
Councilperson Grooms suggests the main door be unlocked for the meetings.
Mayor Waiz said the police can make it active. Councilperson Grooms says "thank you"
for the open house. It was well attended. There is a lot of pride in the building and it is a
tremendous asset. Councilperson Grooms reminded the Mayor of the request for police
attendance at each meeting. Councilperson Grooms asked about the audiovisual system
for this room. Clerk Treasurer Wilder said the recording system is in place.
Councilperson Grooms expressed concern about the checking of employee eligibility for
the health insurance. Clerk Treasurer Wilder assured Councilperson Grooms this is done
on a regular basis.
Councilperson Perkins said there were about 10,000 participants in Halloween
Downtown. It was overwhelming. The crowd was orderly. All did a fantastic job.
Councilperson Zastawny asked Clerk Treasurer Wilder if she had received the
health insurance information she had requested. Clerk Treasurer Wilder has not received
it all but should be on the way. Councilperson Zastawny then asked Councilperson
McCauley about the website for calculating taxes. Councilperson McCauley is working

on this and he should have information at the next meeting. Councilperson Zastawny is
looking forward to the 5K run this Saturday. Councilperson Zastawny says, "Don't
forget to vote".
Councilperson Fetz urges all to attend the school board meeting. They are
considering a bond issue that could be the largest in State history. This is a much larger
issue than the proposed annexation. Councilperson Fetz told of an incident on Seminole
Drive at which the City provided mutual aid.
Council President Wilson reminded all of the Downtown Merchants Open House
on Thursday. The lights are up. The Jeff Fest committee has had their first meeting.
Restrooms are being worked on for the Concerts In The Park. Council President Wilson
urges all to vote.
Mayor Waiz said the Building Authority met today and would like to be informed
of any problems. Mayor Waiz thanks all who worked on the open house and Halloween
Downtown. Mayor Waiz also says vote.
