JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION
Meeting Memorandum - Monday, October 23,2006 - 5:30 P.M.
City Hall 3rd Floor Council Conference Room
Council President Barbara Wilson called the meeting to order at 5:30 P.M., and"on call of
the Toll those members present were: Councilpersons John Perkins, Keith Fetz, Connie
Sellers, Barbara Wilson, Ron Grooms, and Phil McCauley. Also present were Clerk
Treasurer Peggy Wilder and Deputy Clerk Treasurer Barbara Hollis.
Councilperson Fetz made the motion to approve the agenda, second by Councilperson
Sellers, passing on a vote of 6-0.
Request for Abatement
Redevelopment Director Barry Cahill presented a resolution approving statement of
benefits for purposes of property tax abatement for Cylicron Engineered Cylinders, Inc.,
introducing Mr. Spencer Harmon, Attorney and 1. Michael Grinnan. Mr. Grinnan
explained the history ofthe company and what they do;
Councilperson Zastawny arrived at 5 :40 P.M.
Councilperson McCauley said the Council has been proactive in Economic Development.
He is happy to see them here. There are benefits existing for the property.
Councilperson McCauley gave a history of working with V ogt Valve. Payments are
behind. More revenue was anticipated in that TIF district. Councilperson Perkins said
he is leaning against approval at this time. Councilperson Grooms would prefer to have
time to look this over. Attorney Harmon explained the business would be retained and
expanded. Mr. Grinnan said the company was purchased six years ago and received no
benefits to retain jobs. He asks that this be looked at more seriously. Councilperson
Perkins made the motion to table the request, second by Councilperson McCauley.
Councilperson Grooms stated it is only fair they be given more time. The motion to table
passed on a vote of7-0.
Health Insurance
Ms. Diane Swank introduced Ms. Sally Stephens, RN, of Spectrum Health Systems. Ms.
Stephens explained the history of the company, distributed and explained materials, and
answered questions. Ms. Swank does not have a quarterly update for the Council as the
Clerk Treasurer has been deleted from the list to receive claims experience. Clerk
Treasurer Wilder stressed the importance of receiving information. She will have to stop
paying claims if she does not" have supporting documentation. Councilperson Perkins
made the motion to request that Mayor Waiz immediately request from Humana that
Clerk Treasurer Wilder receive information, second by Councilperson Fetz. City
Attorney Merkley said the Clerk Treasurer should have the financial information. The
.
motion passed on a vote of 7-0. Council President Wilson will write a letter to Mayor
Waiz.
City Pride
Ms. Peggy Duffy reported the City Pride committee has reviewed option for the "hole out
front". She presented a fountain with a price tag of $16,100. City Pride has $9,500
committed. She is requesting $7,000 from the Council. It was suggested there being
seating around the fountain. Councilperson Grooms made the motion to approve $7,000.
from EDIT for the fountain presented, second by Councilperson Sellers, passing on a
vote of7-0.
Fire Department Air Packs
Fire Department Assistant Chief Tony Decker explained the need for air packs. There
will be an increase in price after the first of the year. There remains $24,987 in EDIT for
the firehouse study. Councilperson Perkins made the motion to allow the use of EDIT
firehouse study funds for air packs, second by Councilperson Seller, passing on a vote of
7-0.
Flood Wall Art
Councilperson McCauley presented and reviewed a report on the EDIT fund.
Councilperson Grooms reviewed the request for funding of the Flood Wall art project.
Following discussion, CouncilpersonGrooms made the motion to allow $20,000, second
by Councilperson Perkins, passing on a vote of7-0.
