HomeMy WebLinkAbout07-31-2006 SPECIAL JEFFERSONVILLE CITY COUNCIL SPECIAL SESSION Meeting Memorandum - July 31 2006- Mayor's Conference Room 5:00 p.m. Council President Barbara Wilson called the meeting to order. The meeting was called to order at 5:00 p.m. and on call of the roll those members present were: Councilpersons Barbara Wilson, John Perkins, Keith Fetz, Ron Grooms, Phil McCauley, Connie Sellers, and Ed Zastawny. Also present were Clerk Treasurer Peggy Wilder and Chief Deputy Suzy Bass. CITY HALL UPDATE Councilperson Perkins gave an update on City Hall. He said that the elevator company evidently upset the State Elevator Inspector and now they aren't sure when he is returning to inspect it again. He had two of his employees from his boiler company and some guys from Haven House at City Hall Saturday moving furniture up the stairs to the 3rd floor. All the Council's and Clerk Treasurer's furniture is now on the 3rd floor. There are six desks that are damaged and they have been reordered and will be replaced. As of 5:10 p.m. today, the elevator was still not working. Councilperson Fetz thanked Councilperson Perkins for all of his help overseeing things at City Hall and taking care of the furniture for the Council. He is glad that a Building Authority is being established as he feels it is needed now. Councilperson Fetz made the motion to appoint Councilperson Perkins to the Building Authority for a period of three years. There was no second on the motion. Councilperson McCauley said that he feels a Building Authority is needed but there should be an order to how things are done. He has been working with Redevelopment to come to an agreement where City Hall is concerned. He feels that Redevelopment is responsible at this point until a Building Authority is established. Councilperson McCauley is getter closer to an agreement with Redevelopment. Councilperson McCauley would rather the establishment take place during a regular Council meeting. He feels that this meeting was unnecessary. Councilperson Perkins said that he has been to every Redevelopment meeting and he is under the impression that they feel they aren't responsible for any costs over the bond of almost 3 million dollars. Names to be considered for the Authority Board were: John Perkins, Gary Johnson, Grant Morton, Ron Glass, and Sharon Rudd. Councilperson Grooms said that he wants everyone to be proud of being part of such a historic building and whatever problems there has been, he would like to see the City move on from here. More discussion on who owns the building and who is responsible for the building followed. Councilperson McCauley said that the bottom line is that Redevelopment has the deed to the property and the City and Redevelopment needs to work together so that a solution can be reached. Councilperson Zastawny concurred with Councilperson McCauley. The motion was made by Councilperson Zastawny to take no action at this time and revisit it at the next regular Council Meeting. The motion was seconded by Councilperson McCauley and passed on a vote of 7-0. Councilperson Fetz said that he feels that Redevelopment is controlled by the Mayor because he makes the appointments so they are doing what he wants them to do. Councilperson Perkins questioned who would be responsible at this point for paying the utilities and cleaning the building. There being no further business the meeting was adjourned at 5:45 P.M.
