HomeMy WebLinkAbout08-23-2006 SPECIAL Jeffersonville City Council Budget Special Session Meeting Memorandum - August 23, 2006 - Council Conference Room 6:00 P.M. Meeting called to order by: City Council President Barbara Wilson Attendees: Councilpersons Sellers, Grooms, Wilson, Perkins, and McCauley. Absent were Councilpersons Fetz and Zastawny. Also in attendance were Clerk Treasurer Peggy Wilder and ChiefDeputy Suzy Bass. Councilperson McCauley thanked Deputy Bass for putting the budgets in the Excel Format as this makes it much easier for the Council to compare. Capital Expenditures The following items are still in the Capital Expenditure Series: Building Commission - $23,000.00, Vehicle Maintenance - $5,500.00, IT - $4,000.00, Police - $32,500.00, and Fire $40,000.00. The motion was made by Councilperson McCauley to take out the remaining $105,000.00 from the 400 series in the above budgets, seconded by Councilperson Perkins, passing on a vote of 5-0. The motion was made by Councilperson McCauley to put these items totaling $105,000.00 in the EDIT Budget for consideration at a later meeting, seconded by Councilperson Sellers passing on a vote of 4-1, with Councilperson Grooms voting no. Fire Budget The motion was made by Councilperson Perkins to make the following changes in the Fire Budget: #360 - $0.00, #340 - $15,000.00, #342 - $16,000.00, #362 - $17,000.00, and #372 - $12,300.00, seconded by Councilperson McCauley passing on a vote of5-0. Riverstage Discussion was held on the Riverstage and money needed for the Riverstage. After discussion, the motion was made by Councilperson Grooms to move #340 - $7,000.00 in the Mayor's Budget and #403 - $12,000.00 in the Parks Budget into the Riverstage Committee Budget budget, seconded by Councilperson Perkins passing on a vote of 5-0. Councilperson McCauley asked that Councilpersons Sellers, Wilson, and Grooms meet with the Riverstage Committee and inform them ofthis motion to keep all communications open. The Councilpersons will also inform the Parks Board that a Non- reverting Aquatics Budget needs to be done for 2007. Clerk Treasurer Wilder said that she will ask Attorney Scott Lewis to find out about getting the Park Bond outside the levy. BPW Budget The motion was made by Councilperson Grooms to take #363 - $40,000.00 and transfer it into the Major Moves Special Fund, seconded by Councilperson McCauley passing on a vote of 5-0. Police Department Councilperson Sellers said that Chief Monihon said that the SWAT Team only goes out with other entities on drug warrants that are funded by Drug Grants through the Federal Program. IT Budget Councilperson Sellers said that ChiefMonihon suggested putting Officer Kevin Morlan in charge of the cell phones. The motion was made by Councilperson Sellers to move the cell phones into the Council Budget with Officer Morlan in charge of the cell phones, seconded by Councilperson Perkins passing on a vote of 5-0. Councilperson Grooms said that there is no money in the budget for legal fees for annexation. There being no other items of discussion, the motion was made by Councilperson Wilson to ad' urn at 8:35 p.m. second by Councilperson Perkins passing on a vote of 5-0. Attest:
