COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
June 5, 2006
The Common Council of the City of Jeffersonville, Indiana met in regular session
in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana,
at 7:30 P.M. on Monday June 5, 2006.
Mayor Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the
meeting to order. Also present were City Attorney Les Merkley and Deputy Clerk
Barbara Hollis. Mayor Waiz welcomed all in attendance, asking all those present to stand
as Councilperson Grooms gave the invocation. Mayor Waiz then asked all those present
to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons John Perkins, Ed
Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Phil McCauley, and Ron Grooms.
Absent: None.
Following discussion, Councilperson Perkins made the motion to remove agenda
item #12, and move agenda item #19 to agenda item #12, second by Council President
Wilson, passing on a vote 0£7-0.
Mayor Waiz presented the minutes for consideration by the Council.
Councilperson McCauley made the motion to approve the minutes of April 17, 2006,
(5:30 P.M.) as presented, second by Councilperson Sellers, passing on a vote of 7-0.
Council President Wilson made the motion to approve the minutes o£May 1, 2006 (7:30
P.M.) as presented, second by Councilperson Grooms, passing on a vote of 7-0.
Councilperson McCauley noted the minutes are correct, however he should have stated
$5,000 a month in reference to the health insurance. Council President Wilson made the
motion to approve the minutes of May 15, 2006 (7:30 P.M.) as presented, second by
Councilperson McCauley, passing on a vote of 7-0.
Clerk Treasurer Wilder presented the claim list for consideration by the Council,
explaining three additional claims from City Court. Councilperson Fetz made the motion
to approve the claims and the three additional as presented, second by Conncilperson
Sellers, passing on a vote of 7-0.

PUBLIC COMMENT:
There was no public comment.
AGENDA ITEMS:
Mr. Dustin White, representing Jeffersonville Commission On The Social Status
Of Black Males, appeared before the Council reviewing an updated report (attached) and
requesting an appropriation of $10,000. Councilperson McCauley explained the history
of the commission, saying he supports the plan. Mr. White promised quarterly reports.
Councilperson Zastawny asked if gender problems would be considered: Councilperson
Grooms asked what the funds would be used for. Mr. White noted the funds would be
used for speakers and expenses. Councilperson Sellers would like to see a budget.
Councilperson Grooms asked if there would be other contributions. Mr. White explained
other contributions would be "in kind".
City Court Judge Vickie Carmichael appeared before the Council requesting
additional space on the second floor of the new building for storage. Judge Carmichael
presented a listing of office furniture, courtroom furniture, and filing cabinets, along with
drawings of the space (attached). Mayor Waiz offered to go with Judge Carmichael to
look at the area. Councilperson Perkins stated it is statutory for the Council to provide
space for the Judge. Mayor Waiz said he would meet at the building with Kyle Wilson.
Judge Carmichael voiced ceiling and audiovisual concerns. Judge Carmichael also
suggested selling the court chairs to the County.
City Attorney Les Merkley presented and explained Ordinance No. 2006-OR-29,
An Ordinance Regarding Approval Of A Lease Between The City Of Jeffersonville And
The Jeffersonville Building Corporation. Ms. Sue Beesley, Attorney with Bingham
McHale LLP, further explained the procedures. Mayor Waiz asked for public comment.
No comment was voiced. Councilperson Grooms then made the motion to pass
Ordinance No. 2006-OR-29 on the second and third readings, second by Councilperson
McCauley, passing on a vote of 7-0.
City Attorney Les Merkley asked that the Ordinance Of Additional Appropriation
(General Fund-Department of La,v) be removed as the matter has been taken care of.

Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2006-
OR-30, second by Council President Wilson, passing on avote of 7-0. Council President
Wilson then made the motion to pass Ordinance No. 2006-OR-30 on all three readings,
second by Councilperson McCauley, passing on a vote of 7-0. Mayor Waiz asked for
public comment. No comment was voiced. Councilperson Grooms asked what the
funding will cover and was informed it would cover all but the electric.
Councilperson Perkins presented and explained Ordinance No. 2006-OR-31, An
Ordinance Of Additional Appropriation (Probation User Fund - Furniture).
Councilperson Perkins made the motion to suspend the rules for Ordinance No. 2006-
OR-31, second by Council President Wilson, passing on a vote of 7-0. Mayor Waiz
asked for public comment. No comment was voiced. Councilperson Perkins then made
the motion to pass Ordinance No. 2006-OR-31 on all three readings, second by Council
President Wilson, passing on a vote of 7-0.
City Attorney Les Merkley presented and explained Ordinance No. 2006-OR-32,
Parks Department Ordinance. Mr. Kevin LaGrange, Park Board Member, voiced
financial concerns. He said he has no problem using pool revenue to operate the pool.
He would like to use any excess in other park areas. Clerk Treasurer Wilder said the
revenue must be appropriated and budgeted. Councilperson McCauley noted the last
pool was not maintained properly. There is a need to keep this pool up. Councilperson
McCauley said the key is to have funds available for the pool. At the conclusion of all
discussion, Councilperson Grooms made the motion to pass Ordinance No. 2006-OR-32
on the first reading, second by Councilperson Fetz, passing on a vote of 7-0.
Councilperson Grooms reviewed proposed changes for the third reading of
Ordinance No. 2006-OR-28, An Ordinance Regarding Refuse/Garbage Collection.
Discussion followed regarding 4-plex and 8-plex apartment units. The intent of this
Ordinance is not to punish but to make a neater, healthier community. Councilperson
Grooms made the motion to pass Ordinance No. 2006-OR-28 on the second reading,
second by Councilperson Zastawny, passing on a vote of 7-0.
Councilperson Perkins made the motion to table Ordinance No. 2006-OR-5, A
Ordinance Establishing A Purchase Order System For Funds Originating From The City
General Fund, second by Councilperson Zasta~vny, passing on a vote of 7-0.

Councilperson Fetz presented a Resolution Withdrawing $5,000,000 Taxpayer
Funded Incentives For Development Of Jeffersonville Town Center, noting the Mayor
and the Council have been behind this project. There is concern for deadlines that have
not been met. Councilperson Fetz has had recent conversations from the developer.
Councilperson Fetz then made the motion to table the Ordinance until the first meeting in
July, second by Councilperson Sellers, passing on a vote of 7-0.
CLERK TREASURER COMMENTS:
There were no Clerk Treasurer Comments.
COMMITTEE REPORTS:
Councilperson Perkins reported the annexation project is moving along. The goal
is to have the Ordinance and fiscal plan ready no later than the second July meeting.
Councilperson McCanley with Councilperson Grooms have been looking at
budgets and revenues.
COUNCIL AND MAYOR COMMENTS:
Councilperson McCauley reported the notification process for rescinded
abatements is in process. He urges future funding of One Southern IN.
Councilperson Grooms noted the Solid Waste Board meets this Thursday at 4:00
Nays: None
Councilperson Grooms reminds all of JeffFest on June 10, and reports River Falls
Motel is proceeding. Councilperson Perkins informed the Council of CASI Summer
Camps. The cost of the camp is $75 per child. Councilperson Perkins made the motion
to fund 20 with a $1,500 appropriation from the Special Projects line, second by
Councilperson Fetz, passing on a vote of 7-0. Councilperson Grooms voiced concerns
regarding the special projects policy. Councilperson Perkins next stated he is in his 19th
year on the City Council and he has never had to work under a mandate. Judge Vickie
Carmichael does need the space and he prefers the Council make the decision.
Councilperson Perkins then made the motion to support Judge Carmichael's request.
Mayor Waiz noted space for Judge Can~ichael was approved earlier. Councilperson Fetz
made the second to the motion, which Passed on the following roll call vote:
Ayes: Councilpersons Perkins, Zastawny, Fetz, and Wilson.

Abstain: Councilpersons Sellers, Grooms, and McCauley
Councilperson Zastawny shares in the Town Center frustration with
Councilperson Fetz. He is glad the Resolution was tabled and hopes it does not have to
be revisited.
Councilperson Fetz announced the Ethics Commission will meet on Monday,
June 12, 2006 at 6:00 P.M. Councilperson Fetz acknowledged the recent death of
Clarksville Town Board President John Minta.
Councilperson Sellers said the vicious dog ordinance has been advertised and
would like to know when it becomes effective. City Attorney Merkley will contact her.
Councilperson Sellers said the alley that was torn up has not been repaired. Mayor Waiz
will see to it.
Council President Wilson announced the Concerts In The Park are going well. It
was general consensus that the Council will ride on a fire truck in the July 4th parade.
Mayor Waiz announced KZF Design will have the Big 4 bridge design the next
day at Preservation Station beginning at 6:00 P.M. Mayor Waiz reminded all of the
Concerts In The Park, Riverstage, and Jeff Fest on Saturday and that Friday night is
Southern Indiana night at the River Bats. Mayor Waiz thanked Officer Anderson for his

Educational Vision
and
Action Plan
Adopted
April 20, 2006
State Commission's Objective:
To raise the awareness of our state and other states on the need to focus on education
versus incarceration.
State Commission's Problem Statement:
It is felt that disproportionate retention and drop out rates are a direct consequence of the
majority population of teacher's inability to relate to Black male students, which is also a
major contributor to low graduation rates.
Jeffersonville Commission's Problem Statement:
The Commission believes that the following are contributors to the problem stated:
Low expectations for minority students;
Lack of emphasis on the importance of education;
Lack of parental involvement in the_educational process;
· Lack of community involvement in the educational process;
· Lack of emphasis on the necessity of educational attainment after high school.
The Commission has determined that low educational expectations and lack of parental
and community involvement in the educational process has resulted in the failure of more
that half of the black student population on the ISTEP standardized test and a 48% drop
out rate for black males.
The Jeffersonville Commission has concluded that the implementation of the
following vision is crucial to the alleviation of the problem stated:
Low Expectations · 100% of black males which enter the 9th grade ought to be expected to graduate
with at least a Core 40 Diploma and on exception a Regular Diploma. This goal
should be complimented with after school activities which stress reading
comprehension, math and science;
· Training sessions should be offered to parents of all students regarding the
challenges facing students while matriculating through high school;
· The self-esteem of students should be addressed at all levels of matriculation
through in-school/out of school mentoring;
· Mandatory diversity training should be administered yearly to school
administrators, teachers and parents;
· Increased participation in AP and Honor's curriculum;
· Reduction of student contact with law enforcement;
· This goal is linked to the Community Strategy.
Lack of Parental Involvement
· Parents of Black males should be surveyed to determine their concerns regarding;
the education of their students and to gage interest in the form of participation
that should be suggested to reach the 100% graduation rate goal;
· This goal is linked to the Community Strategy.
