HomeMy WebLinkAbout06-05-2006 SpecialJEFFERSONVILLE CITY COUNCIL SPECIAL SESSION Meeting Memorandum - June 5, 2006- Mayor's Conference Room 5:30 p.m. Council President Barbara Wilson called the meeting to order. The meeting was called to order at 5:30 p.m. and on call of the roll those members present were: Councilpersons Barbara Wilson, John Perkins, Keith Fetz, Ron Grooms, Phil McCauley and Connie Sellers. Councilperson Ed Zastawny was absent. Also present were Mayor Rob Waiz, City Attorney Les Merkley, and Deputy Clerk Treasurer Barbara Hollis. Refuse/Garbage Collection Councilperson Perkins questioned the number of units used to define smaller apartment units. Mayor Waiz said apartment units have to get a dumpster. Street Commissioner Ellis explained the City is currently picking up some dumpsters. Councilperson Ed Zastawny arrived at 5:45 P.M. Commissioner Ellis explained with the small force it is hard to get CDL drivers. Councilperson McCauley asked how the proposed Ordinance changes would affect his department. Commissioner Ellis feels there would be no change. Councilperson Grooms feels the ordinance needs more thought. Commissioner Ellis suggests that page 5, #33 be changed to "appliances only as scheduled". He also questions on page 6 who the permit authority would be. Item 17 should show the liability of the Board of Public Works, not the Street Commissioner. Private road waivers were discussed as was how and when fees should be paid. Councilperson Fetz suggests selling a tag. Dumpster, tree and limb fees were discussed. Councilperson Grooms stated the purpose was for review. He will ask for passage on the second reading and make changes. Councilperson McCauley suggests apartments up to a 12-plex be required to have a dumpster and the City will pick up. Councilperson Grooms will work on this. Police Radios Councilperson Fetz has been talking with the Fire Department regarding their radio system. Councilperson Grooms said the office of Congressman Sodrel suggested using Federal money. Councilperson Fetz said the radio tower was built with Federal money. Ken Ellis Center Bids Mayor Waiz explained the $103,000 shortfall of funding the lowest bid for the Ken Ellis Center. Grant administrator Jill Saegesser explained 3 options. Councilperson McCauley said the building does get a lot of use. Kyle Wilson from The Estopinal Group explained the fear of rebidding with increases in cost of materials. At the conclusion of all discussion, Councilperson Perkins made the motion to pass Resolution No. 2006-R- 34, A Resolution To Advertise For An Additional Appropriation (EDIT Fund - Ken Ellis Center), second by Council President Wilson, passing on a vote of 7-0. Redevelopment Director Barry Cahill said the City is eligible for two CDBG grants, asking for suggestions. Several suggestions were discussed. Recess: 6:40 P.M. Meeting called back to order 7:05 P.M. Purchase Order Ordinance. Councilperson Perkins said he is still working on the Purchase Order Ordinance. Councilperson Grooms feels $100 is too low. He is also concerned it pertains to the General Fund only. City Attorney Merkley said he has sample Ordinances. It was suggested the Ordinance include all funds and the $100 be raised to $250. City Attorney Merkley suggested the Council get a legal opinion. Street Light Ordinance Council Attorney Jack Vissing suggested changes in the street light ordinance. He will look at Clarksville's. The name of the energy company will be eliminated. Specifics of light standards will be pulled out. Councilperson Perkins made the motion to pass Ordinance No. 2006-OR-25 on the second reading with the removal of the third to last paragraph, and removal of the energy company name, second by Councilperson Sellers, passing on a vote of 7-0. Annexation Councilperson Perkins has talked with Attorney Greg Fifer and Umbaugh. The aim is to have the fiscal study ready for the second meeting in July.
