OF JEFFERSONV1LLE, iNDIANA
March 6, 2006
The Common Council of the City of Jeffersonville, Indiana met in regular session
in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana,
at 7:30 P.M. on Monday March 6, 2006.
Mayor Rob Waiz, with Deputy Clerk Treasurer Barbara Hollis at the desk, called
the meeting to order. Also present was City Attorney Les Merkley. Mayor Waiz
welcomed all in attendance, asking all those present to stand as Councilperson Grooms
gave the invocation. Mayor Waiz then asked all those present to join him in the pledge of
allegiance to the flag.
The roll was called and those present were; Councilpersons John Perkins, Ed
Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Phil McCauley, and Ron Grooms.
Absent: None.
Following discussion, Councilperson Perkins made the motion to table agenda
item #10 until the next meeting, table agenda items #17 and #18, and delete agenda item
#10, second by Councilperson Grooms, passing on a vote of 7-0. Councilperson Grooms
explained agenda item #10 was discussed and acted upon earlier.
Mayor Waiz presented the minutes for approval. Council President Wilson made
the motion to approve the minutes of February 6, 2006 5:30 P.M. meeting, second by
Councilperson Fetz, passing on a vote of 7-0. Council President Wilson then made the
motion to approve the minutes of February 27, 5:30 P.M. meeting, second by
Councilperson Perkins, passing on a vote of 7-0.
Deputy Clerk Treasurer Hollis presented the claim list for consideration by the
Council. Councilperson Perkins made the motion to approve the claims as presented,
second by Councilperson McCauley, passing on a vote of 7-0.
PUBLIC COMMENT:
Mr. Charles Meiners appeared before the Council to voice his objection to closing
the alley that is being considered tonight. He believes this is for one person.

Ms. Nancy Meiners appeared before the Council to say she is also against closing
the alley. She is a 15-year resident and has raised her children using the alley.
Mr. Danny Christenson stated he is opposed to closing the alley. He uses the
alley and has no problems. He does not think it is too close.
Ms. Becka Christenson stated she grew up at 611 Chestnut and the alleys are
used.
AGENDA ITEMS:
Councilperson Perkins made the motion to pass Ordinance No. 2006-OR-10, An
Ordinance Granting Petition To Vacate A Public Way In The City Of Jeffersonville, on
the second and third readings, second by Councilperson Sellers, passing on a vote of 7-0.
Councilperson Sellers explained the need for passage of Resolution No. 2006-R-
21, A Resolution To Advertise For Additional Appropriation From The Edit Fund For
Bob Hedge Park. Councilperson Perkins made the motion to pass Resolution No. 2006-
R-21, second by Council President Wilson, passing on a vote of 7-0.
Deputy Clerk Hollis explained Ordinance No. 2006-OR-11, An Ordinance Of
Additional Appropriation (EDIT Fund - City Hall Third Floor Modifications).
Councilperson Perkins noted he intends to ask Redevelopment to cover this cost with TEF
Funds. Following discussion, Councilperson Perkins made the motion to table Ordinance
No. 2006-OR-11 until the first meeting in April, second by Councilperson Zastawny,
passing on a vote of 7-0.
Councilperson Perkins explained Ordinance No. 2006-OR-12, An Ordinance
Granting Petition To Vacate A Public Way In The City Of Jeffersonville Between Maple
& Chestnut. He has driven the alley and feels it is hard to see going in and coming out of
the alley when cars are legally parked~ This is a safety situation. Councilperson Perkins,
saying he has voted on numerous closings of alleys, made the motion to pass Ordinance
No. 2006-OR-12 on the second and third readings, second by Councilperson Sellers.
Councilperson Zastawny asked if there is a way to aesthetically close the alley. Planning
and Zoning Director Hicks explained many ways. Councilperson Grooms, saying he is
familiar with the alley, believes there is no reason to have it closed. Councilperson
McCauley, after driving the alley, was surprised to find it is poorly kept and extremely
narrow. Twice his car was scraped by brush or limbs. He would like to consider leaving

the alley open in some fashion, suggesting one end be blocked. Councilperson Perkins
asked Mayor Waiz to put up yellow poles to eliminate vehicle traffic. Mayor Waiz
agreed. Councilperson Sellers withdrew her second. Councilperson Perkins withdrew his
motion. Councilperson Perkins then made the motion to withdraw Ordinance No. 2006-
OR-12 from future consideration, second by Councilperson Zasta~vny, passing on a vote
of 7-0.
Councilperson Perkins made the motion to pass Ordinance No. 2006-OR-13, An
Ordinance Of Additional Appropriation (General Fund - Building Commission) on the
second and third readings, second by Council President Wilson, passing on a vote of 4-3.
Councilpersons Grooms, Sellers, and Zastawny voted against passage.
CLERK TREASURER COMMENTS:
Deputy Clerk Hollis informed the Council the Budget Order from the Department
Of Local Government Finance is expected soon.
COMMITTEE REPORTS:
Councilperson McCauley reported the Appleby's application for a revolving loan
is being processed.
Councilperson Perkins informed the Council the annexation committee would
meet after hearing from Umbaugh. Councilperson Grooms asked about the claim on the
list and if there is an estimate of future charges. Councilperson Perkins feels the majority
of the expenses have been paid.
COUNCIL AND MAYOR COMMENTS:
Councilperson Grooms would like the Council to consider the creation of a cable
committee for citizen input. Councilperson Perkins feels they cannot do much.
Councilperson McCauley believes legislation is being considered. Councilperson
Grooms is working on an Ordinance regarding trash pick up and sanitation. He hopes to
have this on the next agenda. Councilperson Grooms noted there was $5,000 in the 2005
budget for the Boys and Girls Club and the claim never made the list. He would like the
Council to consider this as well as a $2000 request for a donation for a tennis tournament.
Councilperson Perkins made the motion to hire Mr. Greg Fifer as the City Council
Attorney, not to exceed $2,000 per month, second by Councilperson Sellers.
Councilperson Grooms sees potential conflict with the Council and Annexation.

Councilperson Zastawny asked if Councilperson Perkins sees issues coming.
Councilperson Perkins said he does. The motion passed on a vote of 6-1 with
Councilperson Grooms voting against passage.
Mayor Waiz said MedVenture is moving along and looking good. Mayor Waiz
said Jeffboat had a small fire that was put out by the Je££ersonville Fire Department.
Jefiboat gave the Fire Department a check for $10,000.
