Meeting Memorandum - February 6, 2006- Mayor's Conference Room
5:30 p.m.
The meeting was called to order by Council President Barbara Wilson.
Those members present were: Councilpersons Perkins, Sellers, Wilson, Zastawny,
McCauley, Fetz, and Grooms.
Also present were Clerk Treasurer Peggy Wilder and Chief Deputy Clerk Suzy Bass.
The motion was made by Councilperson Grooms to amend the agenda to add the
following items: Larry Wilder on Legal Matters, Tax Abatements, and Traffic Signals at
Veterans Parkway and Whoerle Rd, seconded by Councilperson Sellers and passed on a
vote of 7-0.
Riverstage
Park Superintendent Rob Poff, along with the Parks Board Members, appeared before the
Council concerning the Riverstage. After much discussion, the motion was made by
Councilperson Perkins to table 2006-R-5, second by Councilperson Sellers passing on a
vote of 7-0.
Office Space
Clerk Treasurer Wilder presented 2006-R-9, a Resolution concerning the changes to the
office space at the new City Building. The motion was made by Councilperson Perkins
to pass 2006-R-9, seconded by Councilperson Sellers, passing on a vote of 6-1.
Councilperson Grooms voted no because he feels this is a Redevelopment issue.
Grant Agreement
Kathy Hailer, Redevelopment Department, asked the Council to sign an agreement
between IACT and the City of Jeffersonville. The agreement was concerning a
$30,000.00 grant that the City received from IACT to help spur revitalization downtown.
The City will have no matching fund obligations for this grant. This agreement
authorizes the Mayor to execute the Grant Agreement on behalf of the City.
Traffic Lights on Veterans Parkway
Bob Miller, City Engineer, told the Council that the traffic and street lights are ready to
be let out for bid at Veterans Parkway and Whorle Rd. He thinks the lights will cost
between $95,000.00- $100,000.00. The motion was made by Councilperson Sellers to
bid out the building of the lights, second by Councilperson McCauley, passing on a vote
of 7-0.
TIF and Tax Abatements
Councilperson McCauley informed that Council that he has been working with Barry
Cahill on Revenue and balances for TIF. He said the original figures received from the
Auditor's Office were incorrect, so they can not give any accurate information until they
receive the correct figures from the Auditor's Office. Discussion was held on the amount
of fees charged on abatements given to new and existing businesses. Councilperson
McCauley suggested a sliding scale so not to run anyone away.
Motion for Hearing
Council Attorney Larry Wilder presented for signatures a 'Motion for Hearing on Motion
to Intervene by Jeffersonville City Council. Councilperson Grooms made the motion to
approve the request, seconded by Councilperson Sellers passing on a vote of 7-0.
There being no further business to come before the Council, the motion was made by
Councilperson Perkins to adjourn at 7:29 p.m., second by Councilperson Fetz, passing on
