Meeting Memorandum - February 27, 2006- Mayor's Conference Room
5:30 p,m.
The meeting was called to order by Council President Barbara Wilson.
Those members present were: Councilpersons Perkins, Sellers, Wilson, McCauley, Fetz,
and Grooms. Councilperson Zastawny arrived at 6:50 P.M.
Also present were Chief Deputy Clerk Suzy Bass and City Attorney Les Merkley.
Office Space
City Judge Vicki Carmichael appeared before the Council to discuss concerns about her
office space. The County wants to charge her too much to stay where they are. She said
that she has no problem going wherever the Council desires, she just needs to know.
After discussion the Council informed Judge Carmichael that she needs to get with the
Mayor and decide where she will be and the Council will fund it.
Riverstage
Parks Board President Kevin Lagrange appeared before the Council to give an update of
the Riverstage. He said that since the last meeting a Riverstage Committee has been
formed. He feels they have a several key players on the committee. They have
communicated with Cox Communication who is interested in having something for
Thunder Over Louisville. Mr. Lagrange said that the barge can't be moved yet, however,
estimates for all remodeling and repairs should be in soon. He said they have $20,000.00
in the budget but that is just to keep the barge afloat. There is $40,000.00 in the Mayor's
Budget for the barge. The committee will meet again on Thursday at 3:00 p.m. The
Council thanked Mr. Lagrange for coming to the meeting and updating them.
Tax Abatement
Barry Cahill discussed with the Council six CFi's that need approval this month. The
motion was made by Councilperson McCauley to approve CF1 forms for Tax Abatement
Requirements for the following six companies: Griffin Powell, Encore, GEA Parts, Roll
Forming, Chemtrusion, and Eagle Steel. The motion was seconded by Councilperson
Zastawny passing on a vote of 7-0. Councilperson McCanley would hke to review the
abatements from last year that are not in compliance with their abatements.
The motion was made by Councilperson McCauley to pass Resolution 2006-R-16, a
Resolution approving Statement of Benefits for Purposes of Property Tax Abatement for
SDI, INC, seconded by Councilperson Sellers and passing on a vote of 7-0. This
resolution overrides 2006-R-14. This resolution changes the annual fee from 15% to
7.5%.
The motion was made by Councilperson McCauley to approve Resolution 2006-R-17, a
Resolution Approving Statement of Benefits for Purposes of Personal Property Tax
Abatement for SD][, INC, seconded by Councilperson Zastawny and passing on a vote of
7-0.
Vicious Animal Ordinance
Michael Wright, Animal COntrol Officer, appeared before the Council with concerns
about the Vicious Animal Ordinance that will come before the Council tonight. He feels
that a lot of issues in the ordinance are covered in other ordinances. He said vicious
animals are treated like any other animal that is picked up. Councilperson Perkins said
that he has no problem with the ordinance being amended to cover all other ordinances at
a later meeting but he plans to introduce the ordinance tonight and hopefully it will pass
on the first reading.
Vacatin~ of an Alley
Dan Christensen appeared before the Council to discuss the vacating of an alley between
Market and Chestnut. The Council asked Mr. Christensen to attend the regular Council
Meeting because a Public Heating was scheduled.
There being no further business to come before the Council, the motion was made by
Councilperson Perkins to adjourn at 6:45 ~.m., second by Councilperson Fetz, passing on
a vote of 7-0. //
