HomeMy WebLinkAbout12-27-2005 Special SessionJEFFERSONVILLE CITY COUNCIL SPECIAL SESSION Meeting Memorandum - December 27, 2005 - Mayor's Conference Room 5:30 p.m. The meeting was called to order by coUncil President Grooms. Also present were: Clerk Treasurer Peggy Wilder, Chief Deputy Suzy Bass, 1st Deputy Barb Hollis, and City Attorney Les Merkley. Councilperson perkins gave the invocation. Council President Grooms then asked all to join in the pledge of allegiance to the flag. The roll was called and those members present were Councilpersons Perkins, Fetz, Wilson, Sellers, Grooms, and Zastawny. Councilperson McCanley was not present. The motion was made by Councilperson Perkins to approve the agenda as presented second by Councilperson Sellers, passing on a vote of 5-0. Clerk Treasurer Wilder informed the Cguncil that she has a claim for approval but she is not authorizing payment because there'is no change order. The claim is for Gohmann Asphalt. Clerk Treasurer Wilder presented a claim for approval for Martin Luther King project in the amount of $500.00 coming from special projects in the Council budget. The motion was made by Councilperson Perkins to approve that claim and deny the claim for Gohmann Asphalt second by Councilperson Sellers and passed on a vote of 5-0. Public Comment Mr. Charles Reisert spoke to the Council about a potential buyer, Mr. and Mrs. Ash Podhya, for the City's newly acquired hotel. They would like to buy the hotel and renovate it. They assured the Council that they will not have a bar in the hotel mad they would like to give back to the community by putting their money into this project. Councilperson Zastawny asked how much money the City would lose on the project and the amount would be around $100,000.00. Councilperson Perkins has looked at the proposal and thought it looked like a good proposal. They Podhya's are proposing improvements in the amount of $200,000.00. The property would have to be purchased through Redevelopment for $325,000.00. The motion was made by Councilperson Perkins to transfer the property to RedeVelopment seconded by Councilperson Zastawny and passed 6-0. It was noted that the purchase price would be refunded from Jeffersonville Redevelopment back to the EDIT Fund. Council President Ron Grooms presented 2005-OR-73, an Ordinance Fixing Basic Salaries of Elected Officials of the City of Jeffersonville for the year of 2006. The motion was made by Councilperson Zastawny to approve 2005-OR-73 on the 3rd and final reading, seconded by Councilperson Perkins, passing on a vote of 6-0. Clerk Treasurer Peggy Wilder presented 2005-OR-83, an Ordinance of Additional Appropriations. The motion was made by Councilperson Perkins to suspend the rules in hopes of passing the said Ordinance on all three readings, seconded by Councilperson Sellers and passed on a vote of 6-0. The motion was made by Councilperson Perkins to approve 2005-OR-83 on all three readings, second by Councilperson Sellers and passed 6-0. Clerk Treasurer Peggy Wilder presented 2005-OR-84, an Ordinance Determining that the City Executive Shall Not Have the Authority to Veto Zoning Ordinances. The motion was made by Councilperson Perkins to pass 2005-OR-84 on the 1st and 2nd readings, seconded by Councilperson Zastawny. ' Councilperson Perkins said that he talked to Jodi Woods with IACT and she felt that this ordinance was the best course of action. Councilperson Grooms supported the concept of the ordinance but still feels there still should be five votes to override a veto. After further discussion, the role was called and the ordinance passed on a vote of 6-0. Clerk Treasurer Wilder presented 20052OR-85, Transfer Ordinances, for consideration. The motion was made by Councilperson Perkins to suspend the rules in hopes of passing the said Ordinance on all three readings, seconded by Councilperson Sellers and passed on a vote of 6-0. City Attorney Les Merkley presented and read 2005-R-44, a Resolution Endorsing Transfer of the River Falls Mall Motel to the Jeffersonville Redevelopment Commission. The motion was made by Councilperson Fetz to passed 2005-R-44 seconded by Councilperson Sellers and passed on a ~ote of 6-0.
