Meeting Memorandum - August 11, 2005 - Mayor's Conference Room
7:30 p.m.
Meeting called to order by: City Council President Ron Grooms
Attendees:
Councilpersons Sellers, Grooms, Wilson, Perkins, McCauley, and Zastawny. Also in
attendance were Clerk Treasurer Peggy Wilder, 1st Deputy Barb Hollis, and Chief Deputy
Suzy Bass.
Agenda Approval:
The motion was made by Councilperson Zastawny to approve the agenda, including Fire,
Police, Motor Vehicle, Vehicle Maintenance and the Clerk Treasurer's budget seconded
by Councilperson McCauley and passing on a vote of 6-0.
Fire Budget:
Chief Miles and Asst Chief Decker appeared before the Council to answer concerns
regarding changes in their proposed 2006 budget. Chief Miles explained that the increase
of $80,000.00 in the overtime is for the accrued benefits payout to the four employees
who will be retiring next yr. Asst. Chief Decker said that this would be the worse case
scenario. The motion was made by Councilperson Zastawny to put the $80,000.00 in a
separate line titled "Accrued Benefits" and keep overtime at $85,000.00 second by
Councilperson Perkins passing on a vote 6-0.
The Council questioned the $29,200.00 put in for Relief Drivers. They cut it back to
$16,425.00 the previous night but want to know what the increase was for. Chief Miles
will go over these figures again and let Council President Grooms know what the final
figure should be.
Councilperson Grooms told the Chief that the cuts that were made the previous evening
will be revisited before the final budget approval.
Police Budget:
Chief Ashabranner explained to the Council that the figure he has in his budget for
Records Clerk includes the Full-time and part-time Records Clerk and the Secretary.
After discussion the motion was made by Councilperson Wilson to approve the following
line items: Records Clerk 116 $31,986.00; Secretary 119 $31,986.00; Part Time
Clerical $11,974.00; Longevity 195 $17,000.00. The motion was second by
Councilperson Perkins passing on a vote of 6-0. This represents the 3% raises.
Chief Ashabranner asked the Council to change his clerical part time to a full-time
position. The motion was made by Councilperson Perkins to revisit this request before
the budgets are finalized second by Councilperson McCauley passing on a vote of 6-0.
Chief Ashabranner asked if there is any consideration in the future for any additional
police officers. Council President Grooms said that at this time there are no officers
added. There was talk about ways to cut back on fuel usage without jeopardizing the
safety of the citizens. Councilperson McCauley suggested that the Chief consider doing a
study to figure the mileage of each car used for personal use and work use.
Motor Vehicle:
Stephanie Miller and Street Commissioner Ron Ellis appeared before the Council to
discuss their budget. Commissioner Ellis requested moving the following positions from
his budget because they don't work for him: Engineer Miller is being paid from
Supervisor position, The Electrical Engineer and the Asst. Electrical Engineer work for
Bob Miller. The motion was made by Councilperson Perkins to move Bob Miller from
Motor Vehicle Budget and ADA Budget and pay his total salary from Sewage Engineer
position and also to move Mike Lanham from Engineer Laborer and into Sewage Budget
second by Councilperson Wilson, passing on a vote of 6 ~).
The motion was made by Councilperson McCauley to move the Electrical Engineer and
the Electrical Asst from the Motor Vehicle budget into the Engineer budget, second by
Councilperson Zastawny, passing on a 6-0 vote.
Discussion was held on moving the Safety Director's part time salary into a separate line
item. The motion was made by Councilperson Sellers to make a line item for Safety
Director at a salary of 19,500.00 and changing the overtime amount to $25,000.00 second
by Councilperson Perkins and passed on a vote of 6-0.
Councilperson Perkins made the motion to approve the budget as presented after making
the 3% increase adjustments with salaries, perf and social security, second by
Councilperson McCauley and passed on a vote of 6-0.
Councilperson Perkins complimented Commissioner Ellis on a cleaning project in the
downtown area that had been purchased by the Urban Enterprise Commission. They
were called and responded quickly and did a good job cleaning up the property.
Vehicle Maintenance:
Director Dmry said that Robert Stites is being paid from Vehicle Maint 118 and actually
works for Motor Vehicle so he should be moved into Motor Vehicle 116. The motion
was made by Councilperson Wilson to approve this change second by Councilperson
Perkins, passing on a vote of 6-0.
Director Drury asked the Council to increase his Mechanics' pay more than the 3% to get
them more in line with what mechanics make. He is afraid that the City will lose some
good mechanics if they are not compensated more. Councilperson Grooms asked Mr.
Drury to get these figures to the Clerk Treasurer's Office so that they can get them
entered and to the Council before the next meeting.
Council President Grooms reminded the Council that they will be meeting Monday
August 15, 2005 at 6:30 for an Executive Session and 7:30 for a regular meeting. They
will also be meeting on Aug 16, 17, & 18 for budget workshops.
Tuesday August 16, 2005, the Council will look at the budgets from the Clerk Treasurer,
Vehicle Maintenance, Sanitation, City Attorney, LR&S and Personnel.
Councilperson Grooms said that he will talk to Alan Morris about his claims and
performance.
There being no other items of discussion, the motion was made by Councilperson Wilson
to adjourn at 10:25 p.m. second by Councilp~son Perkins passing on a vote of 6-0.
