Meeting Memorandum - December 5, 2005 - Mayor's Conference Room
5:30 p.m.
The meeting was called to order by Councilperson Wilson.
The roll was called and those members present were Councilpersons Perkins, Wilson,
Sellers, and McCauley. Councilperson Grooms arrived at 6:15 P.M.
The motion was made by Councilperson Perkins to approve the agenda as presented
second by Councilperson Sellers, passing on a vote of 4-0.
Agenda Item 1
Mindy Christian appeared before the Council. She is working on the City's Emergency
Plan through the Mayor's Office. She said that all elected officials, responders, financial
persons, and department heads NIMS (National Incident Management System) Certified.
This is through FEMA and Homeland Security. It is a self-study guide and has a 25-
question test with it. Many City Officials have already taken the test and the Mayor
would like to see Jeffersonville be the 1st City in the State to have all Officials certified.
The test is an open book test and may be done on-line. The deadline for the testing is
October 2006. Once this is done, there will be a press release announcing that we are the
1st City in the State to comply. She said that federal funding could be cut if the entities
do not comply.
The motion was made by Councilperson Perkins to recess at 6:15 second by
Councilperson Sellers and passed 4-0.
The meeting reconvened at 6:25 P.M.
Agenda Item 2
Councilperson McCauley said the Revolving Loan Committee has recommended a ruling
to not approve the loan for Applebys. Councilperson Perkins said he is in favor of the
loan because he thinks small businesses deserve a chance to grow and prosper. He feels
the restaurant is an asset to the City of Jeffersonville. Councilperson McCauley said that
he is going t'o ask the Council to rescind the Ordinance which makes the Revolving Loan
Committee in charge of approving loans. He WantS to get it baCk OUt Of the public ~ye, as
he is uncomfortable making financial information of individuals and business public
record. He feels it should be an executive decision and not a Council decision.
Council President Grooms said that he has ordinances from previous meetings that need
to be si~ned.
Council President Grooms said that the Clerk Treasurer's Office passed out the monthly
financial statements.
There being no s to come before the Board, the meeting adjourned at 6:35
p.m.
