HomeMy WebLinkAbout09-19-2005 Special SessionCOUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA September 19, 2005 The Common Council of the City of Jeffersonville, Indiana met in special session in the Mayor's Conference Room in the City-County Building, Jeffersonville, Indiana, at 7:30 P.M. on Monday, September 19, 2005. Mayor Rob Waiz, with Clerk Treasurer Wilder at the desk, called the meeting to order. Also present was Chief Deputy Suzy Bass. The roll was called and those present were: Councilpersons John Perkins, Barbara Wilson, Connie Sellers, Ron Grooms, Ed Zastawny, Keith Fetz, and Phil McCauley. Councilperson McCauley made the motion to approve the agenda as presented second by Councilperson Sellers, passing on a vote of 7-0. AGENDA ITEMS: Bob Zickler, representing Fire Service Risk Management, appeared before the Council regarding the Fire Station Study need. Mr. Zickler presented a flow chart, attached, to the Council and discussed the different things he will investigate during the study. After discussion the motion was made by Councilperson Zastawny to hire Mr. Zickler for the study, second by Councilperson Sellers passing on a vote of 7-0. Redevelopment Director Barry Cahill appeared before the Council to review the current tax abatements. He presented the Council with a spreadsheet of companies that currently have tax abatements with the City. Some of the abatements are not in compliance. After more discussion the motion was made by Councilperson McCauley to approve the spreadsheet with the exception of the following 10 companies: Roll Forming, Scansteel, Nova Tube, BADD, Chemtrusion (2), GEA Parts, Griffin Powell Vogt Valve, Kintec, Seatply, and PGP Corp Voss Clark. The motion was second by Councilperson Perkins, passing on a vote of 7-0. The Council suggested using Umbaugh to do a study of the current abatements that the City now has in effect. August 17, 2005 2 Street Commissioner Ron Ellis discussed with the Council the trash collection policy. He feels there are two main problems with the collection process. One problem being that businesses need a uniform policy and the other main problem is the large items that are picked up. He feels there needs to be a fee for this. Council President Grooms and Councilperson Wilson will meet with Commissioner Ellis to create an ordinance to address these problems. Councilperson Fetz suggested using one truck to pick up the large items. After more discussion, the motion was made by Councilperson Wilson to create a committee of herself and Council President Grooms to address these problems, second by Councilperson Sellers passing on a vote of 7-0. Police Chief John Monihon and Assistant Chief Mark Lovan appeared before the Council to discuss the take home car policy. Chief Monihon feels that the take home cars is a good program. He gave the Council a proposed revision of the Police take-home vehicle policy. The policy suggests charging officers $40.00 per month or the equivalent amount of 18 gallons of fuel, whichever is greater, for officers who take their vehicles home outside the designated city limits. Furthermore, any officer who uses his police vehicle to work approved overtime details not funded by the City, will be required to pay the fee. Councilperson Perkins feels this is a step in the right direction. Councilperson McCauley would be in favor of compensation for personal use, especially outside Jeff Township. Councilperson Perkins said that he will hold off on his ordinance. All Councilpersons commended Chief Monihon for his work on this program.
