COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
May 16, 2005
The Common Council of the City of Jeffersonville, Indiana met in regular session
in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana,
at 7:30 P.M. on Monday May 16, 2005.
Mayor Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the
meeting to order. Also present were City Attorney Les Merkley, and Deputy Clerk
Barbara Hollis. Mayor Waiz welcomed all in attendance, asking all those present to stand
as Ms. Patty Simmons gave the invocation. Mayor Waiz then asked all' those present to
join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons John Perkins, Ed
Zastawny, Keith Fetz, Barbara Wilson, Ron Grooms, and Phil McCauley. Absent: Councilperson Connie Sellers.
Councilperson Perkins made the motion to approve the agenda with the deletion
of agenda items #10, #11, and #13, second by Councilperson Fetz, passing on a vote of 6-
0.
Mayor Waiz presented the minutes of the meeting of May 2, 2005, and the special
session of May 2, 2005 for approval. Councilperson Wilson made the motion to approve
the minutes of the special session of May 2, 2005 as presented, second by Council
President Grooms, passing on'a vote of 6-0. Councilperson Wilson then made the motion
to approve the minutes of the meeting of May 2, 2005 as presented, second by Council
President Grooms, passing on a vote of 6-0.
Clerk Treasurer Wilder presented the claim list with an additional claim payable
to the The Estopinal Group from the EDIT fund for consideration by the Council.
Councilperson Perkins made the motion to approve the claims with the additional as
presented, seconded by Councilperson McCauley. There followed discussion of an
appraisal payment on the list. Following all discussion the motion to pass the claims
passed on a vote of 6-0.

PUBLIC COMMENT:
There was no public comment.
DEPARTMENT HEAD REPORTS:
There were no department head reports.
AGENDA ITEMS:
Ms. Beverly Knight, Youth Commission Director, introduced Ms. Patty Simmons,
Mr. Ron Breediove, and Mr. Bob Taylor, members of the Waterfront Entertainment
Conunittee. Ms. Simmons gave a review of the shows, Mr. Breedlove the theatre
productions, and Mr. Taylor the music shows. There are a total of 21 shows scheduled
for June and July. Ms. Knight explained the group is seeking donations and asks for help
from the Council. She noted Ms. Simmons has personally donated $10,000.
City Attorney Les Merkley presented and explained Ordinance No. 2005-OR-21,
Ordinance Approving The 2005 Interlocal Animal Shelter Agreement. Councilperson
Perkins made the motion to pass Ordinance No. 2005-OR-21 on the first reading.
Councilperson McCauley stated there is a need to get this done. It has been difficult to
get other units of government to "buy in" to this. It is hoped this brings about serious
dialogue, saying he feels this will take leadership from Mayor Waiz. Councilperson
Perkins suggests the Animal Shelter budget be a part of the discussion. Following all
discussion the motion to pass Ordinance No. 2005-OR-21 on the first reading passed on a
motion of 6-0
City Attorney Les Merkley next presented Ordinance No. 2005-OR-22, An
Ordinance Authorizing The Issuance Of Sewage Works Revenue Bonds For The Purpose
Of Providing Funds To Pay The Cost Of Certain Additions, Extensions And
Improvements To The Municipal Sewage Works Of Said City. Councilperson McCauley
made the motion to amend Ordinance No. 2005-OR-22 by replacing $24 Million with
$6.5 Million through out, second by Council President Grooms, passing on a vote of 6-0.
Councilperson MeCauley then made the motion to pass Ordinance 2005-OR-22, as
amended on the first reading, second by Councilperson Wilson, passing on a vote of 6-0.
CLERK TREASURER COMMENTS:
There were no Clerk Treasurer comments.

COMMITTEE REPORTS:
Councilperson McCauley reported the TIF committee is making substantial
progress and he is pleased it is going well. The outlook is positive.
Council President Grooms reported the Solid Waste Board is beginning the
process to evaluate the future of recycling. He asks for comments.
COUNCIL AND MAYOR COMMENTS:
Councilperson Wilson has provided the Council with the Parks Department claim
list and minutes.
Conncilperson Perkins has talked with four department heads regarding
annexation and received realistic comments. Plans for annexation are progressing. Fire
Chief Miles and Assistant Chief Decker have more realistic plans for an additional
firehouse. Councilperson Perkins said the City's share of the $94,326.45 cost to install a
traffic signal at JeffHigh is $6,000.
Councilperson Zastawny feels the workshop was productive and he appreciates
the Administration and the Council working together.
Conncilperson McCauley noted Jeffersonville lost a good citizen recently with the
death of Dick Inman. Mr. Inman was an outstanding citizen. Conncilperson McCauley
was impressed with the presentation by Director Bev Knight and company, saying this is
what makes a community better. The Council needs to find a way to assist with fund
raising. Councilperson McCauley received a call from a representative of the Remnant
Trust. They have a video on fund raising. He would like to show it to the Council.
Council President Grooms said he has seen the video and it really makes him
proud to have the Remnant Trust in the City. He has received a letter from Street
Commissioner Ron Ellis stating his interest in hiring temporary employees for the
summer season. He is concerned for the money. They are running short in the utilities
budget. Council President Grooms listened to a program on WAVG in which
Councilperson Fetz participated. Council President Grooms congratulated Councilperson
Fetz saying he did well. Council President Grooms reminds all of the Taste Of Jeff this

President Grooms reminds the Budget Committee of Councilpersons Fetz, Wilson, and
Perkins it is time to "start the engines". Councilperson Perkins asked to be replaced on

this Committee. Council President Grooms appointed Councilp~son Sellers to the
Budget Committee. Council President Grooms reminded the Council the retreat is
scheduled for this Saturday. Pictures will be taken first. Council President Grooms feels
a donation to the River Stage needs to be addressed, suggesting $1,000. There was a
consensus for this amount. The Council will hold a workshop at 5:30 on Monday, June
6. Council President Grooms made a motion to donate $1,000 to River Stage from the
Council Special Projects line, second by Councilperson Perkins, passing on a vote of 6-0.
Councilperson Grooms felt the workshop went very well.
Mayor Waiz also reminded all of the Taste Of Jeff, saying he hoped to see all
there. Wednesday, May 18 will be Mayor's Night~ ~,I. in the Meadows.

The City of Jeffersonville is proud to announce the groundbreaking debut of the RiverStage at the terrace
lawn. The Waterfi'ont Entertainment Committee has released the 2005 Summer Schedule. The nine week
season will feature eighteen scheduled performances, including Andrew Lloyd Weber's "Joseph and the
Amazing Technicolor Dreamcoat", the professionally choreographed "Spirit over the Water" and "Rockin
Country Nights".
These performances will feature professional entertainers as well as allow city residents the opportunity to
perform and participate. Because of this diverse make up of talent, these shows will appeal to all age
groups and interests.
The City is fortunate to have many entertainers, directors, technicians, dancers, choreographers and artists
to volunteer time and talent to this event. We are asking that you take this opportunity to give financial
support to this historical event that will continue to be a part of Jeffersonville for generations.
Please take this time to review the attached Levels of Financial Contribution and decide which one is
appropriate for you. Because of the level of interest generated by this event, the Entertainment Committee
forecasts an extremely successful season. Don't miss out on this opportunity to show your support of the
Arts and your commitment to your community.
