HomeMy WebLinkAbout02-28-2005 WorkshopJeffersonville City Council Workshop Monday,~ 28, 2005 The Common Council of the City of Jeffersonville met in workshop session on Monday February 28, 2005 at 5:30 P.M. in the City County Building Mayor's Conference Room. City Council President Ron Grooms called the meeting to order at 5:35 P.M. Those in attendance were: Councilpersons Grooms, McCauley, Wilson, Zastawny, Sellers, and Perkins. Councilperson Fetz arrived at 5:40 P.M. Also present was Deputy Clerk Barbara Hollis. Mr. Donnie Growe, President, Firefighters Local informed the Council Jeffersonville will be hosting the State Firefighters Convention of 250-300 firefighters. He is asking for a donation to help cover some of the expenses. Following discussion, Councilperson Perkins made the motion to approve a claim in the amount of $500 from the Council Promotion Fund, second by Councilperson McCauley. Mr. Growe was encouraged to ask Mayor Waiz to match this amount from his promotion fund. Council President Grooms opened discussion on the sewer treatment 20 year plan. Mr. Mark Sneeve of Strand and Associates and Mr. Jorge Lanz of Jacobi, Toombs & Lanz were available for questions. Mr. Lanz reviewed alternative #1 and #2. Chemicals vs. UV systems, delivery to each plant, and cost of operations were discussed. A chart of costs (attached) was presented and discussed. Mr. Lanz said these are good numbers. The meetings to be held March 16 and 18 were explained. Council President Grooms asked Mayor Waiz when the Council would be asked to consider the bond Ordinance. Mayor Waiz answered March 7, 2005. Council President Grooms said Tetra Tech has been chosen. Councilperson Perkins said he is not ready to proceed with the bond Ordinance. Councilperson Fetz disagrees, as no money will be approved until the Resolution is passed. Mr. Lanz noted the initial issue is common to both alternatives. Councilperson McCauley is concerned for any delays. Council President Grooms introduced Mr. Grant Morton. Mr. Morton reviewed and presented a letter to each Councilperson (attached). Council President Grooms said he would like to set up a meeting regarding the State Revolving Loan Fund. Councilperson McCauley said the Council needs to look at the SRF for total lower cost, and to see if the City is eligible. City Attorney Merkley will proceed. Councilperson Perkins would like to make comments regarding annexation. Councilperson McCauley made the motion to add annexation to the agenda, second by Councilperson Sellers, passing unanimously. Councilperson Perkins said he is looking at an area East of Allison Lane, North of Middle Road to Highway 62. All in the area but Capital Hills are on City sewers. Annexation needs to be considered before the construction of a new firehouse and the plans for the sewer treatment plant.
