Meeting Minutes- August 29, 2005 - Mayor's Conference Room
7:30 p.m.
Meeting called to order by: City Council President Ron Grooms
Attendees
Councilpersons Sellers, Grooms, Wilson, Perkins, McCauley, Fetz, and Zastawny. Also
in attendance were Clerk Treasurer Peggy Wilder, Chief Deputy Suzy Bass and Deputy
Barb Hollis.
Agenda Approval
Councilperson Perkins made the motion to approve the agenda as presented, seconded by
Councilperson Wilson and passed 6-0.
Council President Grooms reminded the Council that there will be meetings on August
31 and September 1, 2005 at 7:30 p.m.
Council President Grooms asked Chief Bass to review the budgets thus far to assure that
all budgets have been finalized. He said that the budgets have been passed on the first
reading and now is the time to make any adjustments.
At a previous meeting the Council had increased the Vehicle Maintenance budget by
20,000.00 for salaries for the mechanics. Chief Bass informed the Council that the
requested raises are already in the budget. Councilperson Zastawny made the motion to
reduce the salaries in the Vehicle Maintenance budget by $5,000.00 for all 4 mechanics
seconded by Councilperson Wilson passing on a vote of 6-0.
Councilperson McCauley explained the tax levy to the Council and where the City stands
so far with the levy.
Councilperson McCauley said that he would like to revisit the Council Budget
concerning hospitalization on Wednesday August 31, 2005.
Edit Budget
In the Edit Budget, Councilperson McCanley suggested moving the $100,000.00 in
Sanitation Motor Equipment to Streets and Roads within the budget. The motion was
made by Councilpersun Perkins to approve this change second by Councilperson Wilson
passing on a vote of 6-0.
Council President Grooms said that he would like to keep the balance of 1.5 million in
the Edit Budget. He also suggested asking the Administration to submit a plan budget
for capital improvements.
Discussion was held on whether or not to raise the maximum levy to the max. If you stay
under the maximum levy then the state can lower you maximum levy.
Discussion was held on raising the operating budget to make sure we get to our
maximum levy.
Chief Bass reminded the Council that they had yet to put $10,000.00 for safety equipment
into any budget yet.
Council Budget
Council President suggested increasing miscellaneous purchases by $50,000.00 in misc.
capital purchases in the Council Budget. The motion was made by Councilperson
Zastawny to approve this increase second by Councilperson Sellers passing on a vote of
6-0. This will be subject to revue.
Claims
The motion was made by Councilperson Perkins to approve the claims as presented
second Councilperson Fetz passing on a vote of 6-0.
Fire Station
Councilpersons Wilson, Grooms, and Sellers have agreed to meet with the Fire Chief and
Assistant Chief to discuss the need for a new fire station. Councilperson Perkins is not in
favor of 4 fire stations. Councilperson McCauley said that his only concern for a new
fire station is reducing response time. He feels a study needs to be done on where a new
fire station would be located and if there is a need for a 4th station.
Councilperson Perkins informed the Council that he met with two people from the State
Election Board and he was told that the new election laws that went into effect are of
concern. If someone goes into vote and there name is on the voter registration is not
exactly what name appears on their driver's license, then they won't be allowed to vote.
There being no other items of discussion, the motion was made by Councilperson Perkins
