HomeMy WebLinkAbout08-31-2005 Special SessionJeffersonville City Council Special Session Meeting Minutes- August 31, 2005- Mayor's Conference Room 7:30 p.m. Meeting called to order by: City Council President Ron Grooms Attendees Councilpersons Sellers, Grooms, Wilson, Perkins, and McCanley. Councilperson Fetz and Zastawny were absent. Also in attendance were Chief Deputy Suzy Bass and Deputy Barb Hollis. Council President Grooms asked all present to take a moment to pray for all the victims of Hurricane Katrina. Agenda Approval Councilperson Perkins asked to amend the agenda adding Item A about 10th and Walnut and A1 will be budget process. Councilperson Perkins made the motion to approve the agenda with this amendment, seconded by Councilperson Sellers and passed 4-0. Public Hearing Council President Grooms announced that this was the Second public hearing on thc budgets. l0th and Walnut Councilpersun Perkins said that the Plan Commission unanimously passed on to the City Council their favorable recommendation for the rezuning of the property that is being bought by Brian Chinn. All variances have also been approved. The problem with this is that Thornton also appeared before the Boards and they are ready to start with their process of building anew store and gas station. This will include the demolition of Al's Liquors and the 24 hr food mart. They are on the fast track. We can't legally pass the rezunlng ordinance, according to the City Attorney, until the next regular Council meeting which is September 12, 2005. It can't be done at a special meeting. He feels this will put them in a bind. He would like to pass a resolution stating the City's intent to rezone this property. This may enable them to close on this property so they can proceed as soon as possible. Councilperson Perkins will have the resolution ready for the meeting on September 1, 2005 and invite the builders to attend the meeting. Budget Process Council President Grooms said that this budget process session has been the longest in his memory. There will be another meeting on September 1, 2005 and September 6, 2005. Deputy Bass informed the Council that she researched the question from Councilperson Perkins regarding the EDIT Budget. She talked with Clerk Treasurer Michael Griffin, from Highland IN, and he informed her that the EDIT money can be used for any legal purpose. It is still recommended that the plan be amended because this issue has not been changed. Council Budget Councilperson McCauley discussed with the Council the health insurance report received from Deputy Bass. He feels that the 2.3 million dollars that he originally suggested putting into the health insurance line item is too much. Councilperson Perkins suggested putting the money in a line in the Council budget so the Council will have control over the money. The motion was made by Councilperson Perkins to move 300,000.00 from the hospitalization line into #369 Special Projects, making thc total amount $312,170.00 second by Councilperson Wilson passing on a vote of 4-0. EDIT Budget After discussion, the motion was made by Councilperson Sellers to move $147,280.00 from the Equipment and Leases in the Edit Budget back into each department, second by Councilperson Wilson passing on a vote of 4-0. Council President Grooms will discuss the EDIT budget with the Mayor the following evening. Police Department The motion was made by Councilperson Sellers to approve adding $25,600.00 to the 300 series for SWAT Team Equipment in the Police Department Budget second by Councilperson Perkins passing on a vote of 4-0. Personnel The motion was made by Councilperson Sellers to add $10,000.00 for Safety Equipment and Training in the Personnel Budget second by Councilperson Perkins passing on a vete of 4-0. Fire Station More discussion was held on the need for a study for a new fire station. Councilperson McCauley feels the study needs to be objective. He feels until the annexation is done, how do we know where we need the fire station located. D~scuss~on continued where th~s location should be. Council President Grooms said he is thinking of a fire station and not necessarily a 4th station. The new station needs to be coordinated with the annexation. EDIT Budget Councilperson McCauley suggested pu~ting $25,000.00 into the EDIT Budget for a fire station study. The motion was made by Councilperson McCauley to approve this request second by Councilperson Sellers passing on a vote of 4-0. Discussion was held oM take home cars and whether or Mot something needs to be dome to modify or regulate this policy. Councilperson McCauley was not sure whether the Police and Fire contracts will need to be amended. Chief Bass sa~d that she plans to travel to Franklin IN and meet with the Clerk Treasurer about her e×p¢fience with the DS and obligations for taxing take home vehicles. Council President Grooms told the Council that there is a mediation session September 13, 2005 regarding l0th and Spfng property at Ltv Sorme's office in New Albany. There being no other items of discussion, the motion was made by Councilperson Perkins to adjourn seconded by Councilperson Sellers and passed 4-0.
