Joan Garrett is presentl employed as a Probation Assistant. Ms. Garrett now qualifies to take the Probation Officer' examination. I intend to change her position to that of Probation Officer. This would result in corresponding salary increase to $26,291.80, which is the minimum salary level for a probatio: officer with 0-1 years of experience according to the Indiana Judicial Center guidelines. Ms. Garrett's current salary is $22,770.00. The $3,521.80 difference willbe transferred fi:or the non-reverting fund into the salary line item for Ms. Garrett. Thus, there is no request for Cit General Funds or Probation User Fee Funds. I am enclosing for you a copy of the state guideline and my calculation of the salary. L tC, ENTER To: All Judges and Chief Probation Officers From: Jane Seigel, Executive Director Jenny Bauer, Staff Attorney Re: Probation Officer Minimum Salary Schedule Date: October 31, 2001 As a result of the recent Probation Officers Salary Survey it has come to our attention that some departments are inadvertently not following the Minimum Salary Schedule. The survey showed that some departments are paying at the 1997 minimum salary level. The Minimum Salary Schedule guidelines provide that in the years following the implementation of the schedule each county is to increase the schedule by either (I) the pementage increase, (2) the specific dollar amount, (3) combination of 1 and 2, or (4) average increase based on salary classifications approved for the majority of county employees. Each county is responsible for ensuring that the schedule is updated every year based on the county increase. For example, in 1997 the minimum salary for a probation officer with 0-1 year of experience was $21,138. If the county increase was 3% for 1998, then the minimum salary would be $21,772.14 in 1998. If the county increase for 1999 was 3%, then the minimum salary would be $22,425.30 for 1999. If the increase was 3% for 2000, the minimum salary for 2000 would be $23,098.06. Finally, if the increase for 2001 was 3%, the minimum salary would be $23,791.00. In this example, the minimum salary for a probation officer with 0-1 year of experience increased by a total of $2,653.00 from 1997 to 2001. We would like to encourage each of you to review your probation department's salaries to ensure that the salaries are compliant with the current salary schedule and guidelines. This salary schedule is based upon years of experience. Tharefore, as a prObatiOn officer's experience increases his or her salary shall incr"ase on the atmiversary date of employment. For example, if a probation officer begins working on May 15, then on May 15 of the following year, hisdher salary shall increase to the next level, In other words, the anniversary date of that l~'son being hired is the dat~ that his/h~r salary shall increase for ye*ar 0-1 to year 1-2 and so on. 4, The salary schedule shall be effaclive beginning January I, 1997 for full-time probation officers. 5. Salaries for cxperianced probation officers and/or officers having ex~nsive training, or special skills which will be utilized in their duties or resPOnsibilities as a probation officer should be greater than the minimum salaries providexl in the schedule. 6. Service as a full-time court apPOinted probation officer in Indiana within the past ten years shall be counted for purposes of the minimum salary schedule. 7. There shall be a Chief Probation Officer in each probation department. In addition, there may be an Assistant Chief Probation Officer in those pmbatlon department* having a total of nine probation officers or more. In addition, there may be a Supervisor Probation Officer.for each eight probation officers in those probation departments having sixteen or more pwbation officers. 8, In those counties having only one probation officer the salary oftlmt probation officer in each of the first three years of service shall be $1,200.00 more than the salary provided in the salary schedule for a probation officer and shall be $2,000.00 more in each year following.. 9. Salary increases necessary to implement this salary schedule need not exceed 15% of the previous years salary of the probation officer. However, salazy increases shall not be less than 15% until the salary for that probation officer position is in compliance with the salary schedule, 'Adopted June 14, 1996
