HomeMy WebLinkAbout08-01-2005 Special SessionCOUNCIL PROCEEDINGS OF THE ,COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA Special Meeting August 1, 2005 The Common Council of the City of Jeffersonville, Indiana met in special session in the Mayor's Conference Room in the City-County Building, Jeffersonville, Indiana, at 12:00 Noon on Monday August 1, 2005. Mayor Rob Waiz, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present was City Attorney Les Merkley. The roll was called and those present were; Councilpersons John Perkins, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Phil McCauley. Absent: None Councilperson Perkins made the motion to approve the agenda with the addition of agenda item #13, An Ordinance of Definition, second by Council President Grooms, passing on a vote of 7-0. PUBLIC COMMENT: There was no public comment. AGENDA ITEMS: City Attorney Merkley explained Ordinance No. 2005-OR-37, An Ordinance Replacing Ordinance No. 87-OR-38, An Ordinance To Establish Cumulative Capital Development Fund Within The City Of Jeffersonville. Following extensive discussion, Council President Grooms made the motion to pass Ordinance No. 2005-OR-37 on the second and third readings. Councilperson Fetz expressed concern for the control of the fund. Councilperson McCauley feels the City should get the fund solvent by going to the $.05 rate. Mayor Waiz asked for public comment. No comment was heard. The motion to pass Ordinance No. 2005-OR-37 passed on the second and third readings on a vote of 7-0. City Attorney Merkley next explained Ordinance No. 2005-OR-38, An Ordinance To Establish Cumulative Capital Development Fund Within The City Of Jeffersonville Department of Parks and Recreation. Council President Grooms would like to see a $.01 levy set aside for capital improvements above and beyond the pool lease payment. August 1, 2005 2 Councilperson McCauley would like to have a project or plan before adding a tax. Mayor Waiz reviewed the services provided by the Parks Department. Councilperson Fetz would like to be a part of future planning. Following further discussion, Council President Grooms made the motion to pass Ordinance No. 2005-OR-38 with a three-year phase in to $.05, on the second and third readings, second by Councilperson Sellers. Councilperson McCauley feels the Parks Department does a sensational job and his Vote is no reflection on the Department, he would like to have a project. Mayor Waiz asked for public comment. No public comment was voiced. The motion to pass Ordinance No. 2005-OR-39 failed on a vote of 1-6. Councilpersons Perkins, Zastawny, Fetz, Sellers, Wilson, and McCauley voted in opposition. Councilperson Perkins introduced and explained Ordinance 2005-OR-39, An Ordinance Defining Legal Research Assistant. Councilperson Perkins made the motion to pass Ordinance No. 2005-OR-39 on the first reading, second by Councilperson Sellers, passing on a vote of 7-0.
