Common Council Workshop
Monday, May 2, 2005
The Common COUncil of the City of Jeffersonville met in workshop session on Monday
May 2, 2005, in the City County Building Mayor's Conference Room. City Council
President Ron Grooms called the meeting to order at 5:42 P.M.
Those in attendance were' Councilpersons Grooms, McCauley, Wilson, Sellers, and
Perkins. Councilperson Zastawny arrived at 5:48 P.M., with Councilperson Fetz arriving
at 5'50 P.M. City Attorney Merkley arrived at 5'55. Also present were City Council1
Attorney Allen Morris, and Deputy Clerk Barbara Hollis.
Councilperson Perkins made the motion to approve the agenda as presented, second by
Councilperson Wilson, passing on a vote of 5-0.
Vacation of Proper .ty For Clark Memorial Hospital
Ms. Rachelle Cummins, Mr. Pat Thompson, and Mr. H°rlander were in attendanCe t°
represent Clark Memorial. Ms. Cummins explained the request, presenting a map. Tlqte
lease for the billboard on the property could not be located by the City or Outdoor
Systems. Clark Memorial would like to have it removed. Ms. Cummins reviewed the
appraisal. The appraisal is for $430,000. Mr. Horlander stated the plans for the comer
would add to the environment of the hospital and the community with the continuation of
a Boulevard and the need to redirect traffic to the hospital. He would appreciate the
Council's consideration. Attorney Merkley stated the Board of Public Works can convey
this property to the hospital as it is frOm one government entity to another government
entity. Councilperson Perkins feels it is not fiscally prudent to give away $430,000. · ....
Attorney Morris will mn a title search. Councilperson Perkins would like to know h0'w
much the City has in the property including clean up. Councilperson McCauley is
surprised by the appraisal. He does feel it is an excellent use' of the property' asking if the
hospital would consider some form of consideration. Ms. Cummins said she would have
to take the suggestion back to the hospital board. Councilperson Sellers feels the
property may become more valuable in the future, suggesting the City allow the hospital
to use the property. Councilperson Grooms suggested a lease. Ms. Cummins has
liability concerns. Councilperson McCauley asked how much the hospital is planning on
spending on the property. Mr. Horlander guesses between $20,000 and $25,000.
Councilperson Perkins made the motion to table the request asking Attorney Morris to
mn the title, second by Councilperson Sellers. Councilperson McCauley asked tlhe
hospital to consider some form of compensation or a lease. The motion passed on a vote
of 6-1. Councilperson Grooms voted nay.

Ordinance to Spend EDIT
Mayor Waiz requests the following expenditures of EDIT funds for 2005'

Council President Grooms would like to add $54,000 for sidewalks on Hamburg Pike to
the YMCA. Councilperson Wilson asked about the sidewalks promised on Pen'in Lane.
Mayor Waiz said he feels 'the sidewalks to the Y need to be done. Councilperson
Zastawny said sidewalks are needed in the Thomas Jefferson School- Charlestown Pike
area. Following discussion Councilperson Perkins said he would offer a motion to
approve $450,000 at the regular meeting. Council President Grooms asked Mayor Waiz
if there would be more requests in the next three months. Councilperson McCauley
senses anxiety regarding the cost of the Town Center and Med Venture projects
suggesting a workshop. There will be a workshop Thursday, May 12 with
representatives of Ice Miller and Umbaugh to discuss financing for the sewer project, the
Town Center, and Med Venture.
Discussion regarding TIF claims followed. There is a need to determine a proper
procedure. Councilperson Zastawny feels Redevelopment should be a part of the
process. Attorneys Morris and Merkley will research and give guidance. Councilperson
McCauley said all need to understand what is going on in the TIF's.
Discussion Regarding Land Purchase
Attorney Merkley explained the prOCedure for land purchase and the areas being
considered for the City Garage .and the drainage project. The Resolutions on the agenda
were discussed.
General Discussion
Councilperson Fetz has received a legislative summary and calls attention to SB100
regarding the use of CAGIT and EDIT funds. Additional liquor licenses have been
approved for Jeffersonville.
There followed general discussion regarding relocating the City Garage.
will also check into the Army Reserve building.

Attorney Merkley will have the Animal Shelter Agreement on the agenda for the May 16
workshop.
