HomeMy WebLinkAbout05-02-2005COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA May 2, 2005 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-CountY Building, Jeffersonville, Indiana, at 7'30 P.M. on Monday May 2, 2005. Mayor Rob Waiz, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order. Also present were City Attorney Les Merkley, and Deputy Clerk Barbara Hollis. Mayor Waiz welcomed all in attendance, aski;.ng all those present to stand as Councilperson Sellers invited John Talbot, Pastor of Eastside Christian Church to give the invocation. Mayor Waiz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons John Perkins, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Phil McCauley. Absent' None Council President Grooms made the motion to approve the agenda with tlhe addition of agenda item #14A Resolution indicating interest in purchasing property and agenda item #14B, ResolutiOn indicating interest in purchasing property, and to table agenda item #10, second by Councilperson Perkins, passing on a vote of 7-0. Mayor Waiz presented the minutes of the meeting of April 18, 2005 for approval. Councilperson Wilson made the motion to approve the minutes as presented, second by Councilperson Sellers, passing on a vote of 7-0. Clerk Treasurer Wilder presented the claim list for consideration by the Council. Councilperson McCauley made the motion to approve the claims as presented, seconded by Council President Grooms passing on a Vote of 7-0. PUBLIC COMMENT' ' Firefighter Don Growe appeared before the Council to thank the Council for their donation to the convention being held in Jeffersonville. Firefighter Growe provided agendas to the Council inviting them to participate. May 2, 2005 DEPARTMENT HEAD REpoRTS' There were no department head reports. AGENDA ITEMS' Clerk Treasurer Wilder presented and explained Ordinance No. 2005-OR-20 An Ordinance Of Additional Appropriation (E.D.I.T.). Councilperson Perkins made the motion to suspend the roles for Ordinance No. 2005-OR-20, second by Councilperson Fetz, passing on a vote of 7-0. Councilperson Perkins then made the motion to pass Ordinance No. 2005-OR-20 in the amount of $500,000.00 on all three readings, second by C°uncilperson Zastawny, passing on a vote of 7-0. Councilperson McCauley explained the need for passage of Resolution No. 2005- R-15, Resolution Amending 2004-R-38 Resolution Adopting The 2004 FOP Contract. Councilperson McCauley explained the change was agreed upon during negotiations, however it was not included in the final contract. Councilperson McCauley made the motion to pass Resolution No. 2004-R-15, second by 'Councilperson Zastawny, passing on a vote of 7-0. Councilperson McCauley next explained the need for passage of Resolution No. 2005-R-16, Resolution Amending 2004-R-40 Resolution Adopting The 2004 Agreement Between The City of Jeffersonville and Jeffersonville Firefighters I.A.F.F. Local 558. Councilperson McCauley made the motion to pass Resolution No. 2005-R-16, second by Councilperson Sellers, passing on a vote of 7-0. Attorney Merkley explained the need for passage of Ordinance No. 2005-OR-21, An Ordinance Amending 50.15 Of The Jeffersonville Municipal Code. Councilperson Perkins made the motion to suspend the roles for Ordinance No. 2005-OR-21, second by Councilperson Fetz, passing on a vote of 7-0. Councilperson Perkins then made the motion to pass Ordinance No. 2005-OR-21 on all three readings, second by Councilperson Sellers, passing on a vote of 7-0. Resolution No. 2005-R-17, Resolution Indicating Interest In Purchasing Property (America Place) was presented for consideration. Councilperson McCauley explained this resolution does not bind the City to purchase. Councilperson Perkins made the motion to pass Resolution No. 2005-R-17, second by Councilperson Wilson, passing on a vote of 7-0. May 2, 2005 Resolution No. 2005-R-18, Resolution Indicating Interest In PurchaSing Property (behind Scott Funeral Home) was presented for consideration. Councilperson Perkins made the motion to pass Resolution No. 2005-R-18, second by Councilperson Zastawny, passing on a vote of 7-0. CLERK TREASURER COMMENTS' There were no further Clerk Treasurer comments. COMMITTEE REPORTS: Councilperson Zastawny said Councilperson McCauley attended a TIF meeting he was not able to attend. The hope is to have a report by the end of June. Council President Grooms said he appreciates the effort of this committee. COUNCIL AND MAYOR COMMENTS' Councilperson Wilson announced the Concerts week in May. She invites all to come. In The Park will being the third Councilperson Perkins said the Redevelopment Committee is working on improving some buildings on Spring Street. Some progress is being made. They are also working on some of the properties on l0th Street. There is continued interest in the property immediately West of the Quadrangle. Councilpers0n Zastawny would like to see the Council consider the use of EDIT money for sidewalks in the Charlestown Pike corridor. Councilperson Sellers announced the Animal Shelter Golf Scramble and the sale of raffle tickets. She also announced this Thursday at noon in Warder Park will be a National Day Of Prayer event. Councilperson McCauley asks that a meeting be called to review tax abatement compliance. Council President Grooms announced a workshop for May 12 at 5'00 P.M. in the Mayor's Conference Room. On the agenda will be Clark Memorial, Umbaugh, and Ice Miller. There will be a workshop May 16 at 5'30 P.M. with the Animal Shelter contract on the agenda. Mayor Waiz expressed his appreciation to all who attended this meeting. May 2, 2005 As there was no further business to adjourned 7'56 P.M.
