City Council President Phil McCauiey called the meeting to order at 6:15 P.M. on
Monday October 18, 2004, in the Mayor's Conference Room.
Those in attendance were: Councilpersons Sellers, Grooms, McCauley, Wilson, and
Perkins. Also present were Mayor Rob Waiz, City Attorney Les Merkley, and Deputy
Clerk Ba, bara Hollis.
Council President McCauley reviewed the proposed police contract saying it is
essentially the same With the following notations. The contract will be for four years;
salary increases of 3%, year one, 3% year two, 4% year three, and 4% year four,
administrative rank changes involving no money, health insurance employee share to be
15% of actuarially anticipated cost (retirees 60-40), drug co-pay as discussed at budget
time, 20% in year 2 with a cap of $200. There is also a plan for buyif~g back unused sick
days beyond the maximum. The final copy will be presented to the City Attorney to
look over.
Councilperson Fetz arrived during the presentation.
Police Chief Ashabranner gave the highlights of an lnterlocat agreement to provide police
at the middle schools. The City Will receive $32,000 (75% of salary plus benefits) for 7
months of service. No new hims are anticipated at this time. Chief Ashabranner
reviewed a proposed plan to conserve on gasoline. The Police Department has procured
$200,000 worth of surveillance equipment from the federal government free of charge. If
this is kept for two years it may be sold. The department has also received 11 M-16's.
The substation is open; A grant has been received for a Dictaphone.
Mayor Waiz introduced discussion on proposed increases in tap-in fees. Mr. Mike
Harmless representing Crowe, Chizek for Mr. John Skomp, Mr. Jorge Lanz representing
Jacobi, Toombs, and Lanz, and Mr. Mark Sneeve, representing PEH Engineers were in
attendance. Attorney Merkley reviewed the Ordinance amending tap fees, explaining the
procedure to implement increases.
Councilperson Zastawny arrives.
All agreed to hear the second reading of the sewer rate ordinance.
Mayor Waiz introduced Mr. Charles D. "Chad" McCormick of FMSM Engineers who
spoke to the Council regarding the illicit Stormwater discharge and construction rtmoff
ordinances. These ordinances need t~ be in place by November 3,200.
A workshop to interview for Council attorney will be November 1, 2004 at 6:00 P.M.
Councilperson Perkins is working on an idea for an Interlocal agreement for sewer
service for the area between Jeffersonville and Charlestown.
Mayor Waiz said the application for a tech park has been completed.
As there were no other items of discussion, the meeting was adjourned at 7:30 p.m.
