HomeMy WebLinkAbout10-18-2004 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA October 18, 2004 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:30 P.M. on Monday October 18, 2004. Mayor Rob Waiz, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present was City Attorney Les Merkley. Mayor Waiz welcomed all in attendance, asking all those present to stand as Councilperson Perkins gave the invocation. Mayor Waiz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons John Perkins, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Phil McCauley. Absent: None Councilperson Grooms made the motion to approve the agenda with the moving of agenda item #14 to agenda item #9A, second by Councilperson Perkins, passing on a vote of 7-0. Mayor Waiz presented the minutes of the meeting of October 5, 2004 for approval. Councilperson Wilson made the motion to approve the minutes as presehted, second by Councilperson Fetz, passing on a vote of 7-0. Deputy Clerk Hollis presented the claim list for consideration by the Council, presenting one additional claim. Following discussion, Councilperson Perkins made the motion to approve the claims as presented, seconded by Councilperson Zastawny, passing on a vote of 6-1. Councilperson Grooms voted against passage. PUBLIC COMMENT: Mr. Grant Morton appeared before the Council regarding the proposed sewer rate increase. Mr. Morton does feel the increase of 35% is appropriate. Mr. Morton then referred to a 1990 study done by Proctor, Davis, and Ray, which he feels needs to be looked at. He suggests a regional sewer district on the other side of Port Road. He does have financing concerns. Mayor Waiz will meet with Mr. Morton. October 18, 2004 2 AGENDA ITEMS: Dr. Klaus Boel, Ms. Cathy Graninger, Ms. Michelle Browning Coughlin, and Ms. Bev Knight spoke to the Council about Clark Kids Club. The Club is dealing with childhood obesity. The ~oup explained how this was started saying they wished to make the Council a~vare of who they are and what they are doing. Councilperson Fetz volunteered to be on the committee. City Attorney Les Merkley presented Ordinance No. 2004~OR-46, An Ordinance Amending Portions Of Ordinance No. 98-OR-26 ~stablishing Sewer Rate For The City Of Jeffersonvitle. Councilperson Perkins made the motion to pass Ordinance No. 2005- OR-46 on the second reading, second by Councilperson Sellers, passing on a vote of 6-1. Councilperson Fetz voted against passage. City Attorney Les Merkley presented Ordinance No. 2004-OR-55, Stormwater Illicit Discharge Control Ordinance. Councilperson Sellers made the motion to pass Ordinance No. 2004-OR-55 on the second reading, second by Councilperson Fetz, passing on a vote of 7-0. City Attorney Les Merkley next presented Ordinance No. 2004-OR-56, Construction Site Runoff control Ordinance. Councilperson Perkins made the motion to pass Ordinance No. 2004-OR-56 on the second reading, second by Councilperson Zastawny, passing on a vote of 7-0. City Attorney Les Merkley introduced Ordinance No. 2004-OR-63, An Ordinance Regarding Tap In Fees, explaining this needs to be passed on the first reading, then notices of a public hearing need to be made. Councilperson Perkins made the motion to pass Ordinance No. 2004-OR-63 on the first readings, second by Councilperson Zastawny, passing on a vote of 7-0. The public hearing will be held December 6. Councilperson Grooms explained the proposed increases for those in attendance. Councilperson Perkins presented Ordinance No. 2004-OR-64, An Ordinance Amending Ordinance 2004-OR-53, Fixing Basic Salaries Of Appointed Officers And Employees Of The City of Jeffersonville, Indiana For The Year 2005, explaining this will allow a one time bonus for certification in the Department of Finance. Councilperson 3 October 18, 2004 Perkins then made the motion to pass Ordinance No. 2004-OR-53 on the first reading, second by Councilperson Sellers, passing on the following roll call vote: Ayes: Councilperson Perkins, Fetz, Sellers, Wilson, and McCauley. Nays: Councilpersons Zastawny and Grooms. City Attorney Les Merkley explained Resolution No. 2004-R-31, A Resolution Approving And Ratifying Interlocal Agreement Between The City Of Jeffersonville And The Greater Clark County School Corporation, having to do with Police in schools. Following questions, Councilperson Perkins made the motion to pass Resolution No. 2004-R-31, second by Councilperson Grooms, passing on a vote of 7-0. City Attorney Les Merkley next explained Resolution No. 2004-R-32, A Resolution Approving And Ratifying Interlocal Agreement Between The City Of Jeffersonville, Indiana And The Greater Clark County School Corporation, having to do with a parking lot agreement. Following discussion, Councilperson Perkins made the motion to pass Resolution No. 2004-R-32, second by Councilperson Fetz, passing on a vote of 7-0. CLERK TREASURER COMMENTS: There were no comments. COUNCIL AND MAYOR COMMENTS: Councilperson Perkins is doing a study on take-home cars due to the shortage of funding for gasoline. Councilperson Zastawny is glad the Council is moving forward on increasing tap- in fees. Councilperson Wilson announced Jeffersonville downtown Halloween will be October 25. She is asking for Council volunteers and donations of candy. Councilperson Grooms has talked with Housing Authority Director Carroll Gowens regarding PILOT funds. Director Gowens pays approximately $11,500 to the Department of Redevelopment and will reimburse the Police Department approximately $50,000 by the end of the year for security. Council President McCauley was glad to hear the public comments from Mr. Grant Morton. He believes the Council and the Mayor will be deliberate and funds will not be spent foolish. Council President McCanley noted the last months have been 4 October l 8, 2004 difficult, lie is encouraged by recent years.
