HomeMy WebLinkAbout08-16-99COUNCIL PROCEEDINGS OF THE C_,O_ _MMON COUNC~ OF T_HZ CITY OF JEFFERSONVILLE, INDIANA AUGUST 16, 1999 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, JefFersonville, Indiana, at 7:00 P.M. on the 16th day of August, 1999. The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara Hollis at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Williams gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins Ron Ellis Donna M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicki Conlin. Absent: None. Mayor Galligan presented the minutes of the meeting of August 2, 1999 for consideration by the Council. Councilperson Wilson made the motion to approve the minutes as presented, seconded by Councilperson Williams and carried unanimously. Deputy Hollis presented the claim list for consideration by the Council, explaining additional claims. Council President Conlin suggested paying the claim for the City match due the Department of Redevelopment from the Cumulative Capital Development Fund. Following all discussion, Councilperson Perkins made the motion to approve the claims as presented as well as the additional, seconded by Councilperson Williams, passing unanimously. City' Attorney Anne Marie Galligan explained the need to pass Ordinance No. 99-OR-50, An Ordinance Transferring Certain Funds Within Same Department (City Attorney). Councilperson Perkins made the motion to suspend the rules for Ordinance No. 99-OR-50, seconded by Council President Conlin, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 99-OR-50 on all three readings, seconded by Couq)it ,~[e$i~r[} C~li.n., passing unanimously. August 16, 1999 Page 2 of 3 Deputy Mayor Phil McCauley said several workshops have been held regarding Ordinance No. 99-OR-49, An Ordinance Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of Jeffersonville, Indiana For The Year 2000. Councilperson Frantz requests the Vehicle Maintenance, Personnel, Park, and Animal Shelter Department Head salaries be set at $34,518 the same as the Motor Vehicle Department Head. Council President Conlin asked Deputy McCauley if the salary is passed by ordinance could it be reduced in the budget. Deputy McCauley said this is true subject to the salaries for Police and Fire as they are by contract. Council President Conlin made the motion to pass Ordinance 99-OR-49, including the amendments requested by Councilperson Frantz, on the first and second reading, seconded by Councilperson Williams. Further discussion followed. The vote to pass Ordinance No. 99-OR-49, as amended, passed on the first and second reading by the following roll call vote: Ayes: Councilpersons Conlin, Wilder, Williams, and Frantz. Nays: Councilpersons Perkins, Ellis, and Wilson. Councilperson Wilson stated her vote reflected her concem for the large increases in some areas. Council President Conlin said the third reading for Ordinance No. 99-OR~49 will be Wednesday, August 18, 1999 at 4:30 P.M. in the Mayor's Conference Room. She asks any that have questions to contact Deputy Mayor McCauley or the Clerk Treasurer's Office prior to the meeting. Ms. Kathy Hailer, explained the area, the benefits, and some of the businesses affected by Resolution No. 99-R-26, A Resolution Authorizing Submittal Of The Urban Enterprise Zone Application To The Indiana Department Of Commerce And Addressing Related Matters. Ms. Hailer explained the make up of the Board saying a memo will be sent to Councilpersons regarding the appointments. Deputy McCautey explained the huge amount of work and expense related to this will be picked up by the Department of Redevelopment. This is important to the future of downtown and is very exciting. Councilperson Perkins made the motion to pass Resolution No. 99-R-26, seconded by Council President Conlin, passing unanimously. Council President Conlin said budget workshops will be held August 23, 24, 25, and 26, 1999 at 5:30 each day. August 16, 1999 Page 3 of 3 Councilperson Ellis explained his vote on the salary ordinance is his way of being mindful of tax increase to taxpayers, and for the salaries of those good employees at the lower end versus those making more. Council President Conlin hoped all were looking at the taxpayers point. The City has very good people working for the City and she does not want to lose them. Councilperson Frantz stated even if employees were given longevity, none would get the $7,000 given to the majors in the police and fire departments. She is not against the police contract but would like to see all city employees given more. Following all comments, and there being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 7:40 P.M., seconded by Council President Conlin, passing unanimously.
