HomeMy WebLinkAbout06-21-2004 COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA June 21, 2004 The Common Council of the City of Jeffersonville, Indiana met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:30 P.M. on Monday, June 21, 2004. Mayor Rob Waiz, with Deputy Clerk Treasurer Barbara Hollis at the desk, called the meeting to order. Also present was City Attorney Les Merkley. Mayor Waiz welcomed all in attendance, asking all those present to stand as Reverend Conrad Moore gave the invocation. Mayor Walz then asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were; Councilpersons John Perkins, Ed Zastawny, Keith Fetz, Connie Sellers, Barbara Wilson, Ron Grooms, and Phil McCauley. Absent: None Councilperson Zastawny made the motion to approve the agenda replacing item #15 with Standing Rules second by Council President McCanley, passing on a vote of 7- 0. Deputy Clerk Treasurer Hollis presented the claim list for consideration by the Council. C6uncil President McCauley made the motion to apl~ove the claims as presented, seconded by Councilperson Perkins, passing on a vote of 7-0. PUBLIC COMMENT: Mr. Ron Smith appeared before the Council to call attention to the lack of sewers on Coopers Lane. He feels the residents would pay a premium to get sewers. Mayor Waiz will send someone out to look at the area. Mr. Smith feels that investing in the "boat" is throwing good money after bad. He complimented Councilpersons Perkins, Fetz and all for doing a good job. AGENDA ITEMS: City Court Judge Vicki Carmichael appeared before the Council to request passage of Ordinance No. 2004-OR-35, An Ordinance Amending Ordinance No. 2003- OR-29, Fixing Basic Salaries Of Appointed Officers And Employees Of The City Of February 23, 2004 2 Jef£ersonville, Indiana For The Year 2004. Judge Carmichael explained the need for the changes. Council President McCauley expressed concern that this is not salary ordinance time and something may be started in other departments. Councilperson Perkins noted Judge Carmichael is an elected official and not a department heard. Councilperson Perkins then made the motion to suspend the roles for Ordinance No. 2004-OR-35, second by Councilperson Sellers, passing on a vote of 7-0. Councilperson Perkins next made the motion to pass Ordinance No. 2004-OR-35 on all three readings, second by Councilperson Wilson, passing on a vote of 7-0. Planning and Zoning Director Chris Padgett appeared before the Council to request passage of Ordinance No. 2004-OR-36, An Ordinance Amending The Zoning Code Of The City Of Jeffersonville. Director Padgett explained the passage of this ordinance would put the zoning code in compliance with the ordinance. Councilperson Perkins made the motion to suspend the roles for Ordinance No. 2004-OR-36, second by Councilperson Grooms, passing on a vote of 7-0. Councilperson Perkins then made the motion to pass Ordinance No. 2004-OR-36 on all three readings, second by Councilperson Sellers, passing on a vote of 7-0. Mr. Jason Lopp, Attorney representing Highland Trace LLC, appeared before the Council to request passage of Ordinance No. 2004-OR-30, An Ordinance Vacating An Unimproved Portion Of Reed's Lane, A Public Way In The City Of Jeffersonville, Indiana. Councilperson Perkins made the motion to pass Ordinance N6. 2004-OR-30 on the second and third readings, second by Councilperson Fetz, passing on a vote of 7-0. City Attorney Les Merkley explained the need for passage of Ordinance No. 2004-OR-37, An Ordinance Regarding Approval Of An Amendment To Lease Between The Jeffersonville Redevelopment Authority And The Jeffersonville Redevelopment Commission. Councilperson Zastawny made the motion to suspend the roles for Ordinance No. 2004-OR-30, second by Councilperson Wilson, passing on a vote of 7-0. Councilperson Zastawny then made the motion to pass Ordinance No. 2004-OR-37 on all three readings, second by Councilperson Wilson, passing on a vote of 7-0. Councilperson Grooms explained the need to hire four temporary employees in the Motor Vehicle Department to help this summer with mowing and general cleanup. An amount of $8,000 will need to be transferred. Following all discussion, February 23, 2004 3 Councilperson Grooms made the motion to hire four temporary employees in Motor Vehicle, second by Councilperson Perkins. Mayor Waiz thanked Councilperson Grooms for bring this matter up saying Commission Ellis has made a lot of improvements. The motion passed on a vote of 7-0. Councilperson Zastawny made the motion to adopt a standing rule mandating a semiannual "State of the City Council" address from the Jeffersonville City council, second by Councilperson Sellers, passing on a vote of 7-0. CLERK TREASURER COMMENTS: Deputy Hollis reminded the Council to start thinking about budget meetings. The Council asks that Clerk Treasurer Wilder do the scheduling. COUNCIL AND MAYOR COMMENTS: Councilperson Perkins said the Riverside Drive area needs to have some work done. Mayor Waiz will check this. He would like to look into hiring part time summer help as apart of the budget. Councilperson Zastawny echoes Councilperson Perkins comment about summer help. Councilperson Fetz reminded all of the K-9 demonstration this Thursday at 7:30 P.M. at JeffHigh. Councilperson Wilson said JeffFest went very good. The SIEDC annual meeting will be this week. The biggest concern of the Parks Board is the boat. Councilperson Grooms attended the Nachand Fieldhouse open house saying it was a treat and complimenting Parks Director Rob Poff and his staff. Councilperson Grooms said that the Jeffersonville Housing Authority is doing a survey of the need for a pool in the Spring Hill School area. Their next meeting will be July 6 at the Boys and Girls Club. Appraisals are being done on the 12th Street property. Council President McCauley thanked Mayor Waiz for the Pen-in Lane improvements. Mayor Waiz said the first movie of the Outdoor Movie Series was on the Riverfront last Friday night. The next movie will be July 2 at Colston Park. He appreciates the hard work done by the Jeff Fest committee. The next Mayor's night in February 23, 2004 4 will be July 10 at the Aquatics Center. WAIZ, I~ ~YOR ATTEST: Motion to adopt a standing rule mandating a semiannual "State of the City Council" address from the Jeffersonville City Council Whereas, the Jeffersonville City Council believes it is valuable to effectively communicate to the citizens of Jeffersonville the city's current financial standing, the council's past actions, important ongoing council actions, and anticipated furore council actions; Now, Therefore be it ordained that the city council adopts the following standing rule of a semiannual "State of the City Council" address as follows: The President of the Jeffersonville Common Council in his[~apacity as representative of the City Council shall hereby address the public for the purpose of communicating and addressing the following Rems: 1) The current financial condition of the city 2) Past actions taken by the city council 3) Expected future actions of the city council 4) Any ongoing council actions deemed worthy to spotlight 5) Open questions from any persons present This semiannual address shall take place twice a year. One address shall take place during the month of July and the second shall take place during the month of January. The date, time and location of this "State of the City Council" address shall be advertised to the press and public no less than 48 hours in advance.
