HomeMy WebLinkAbout12-06-99COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA DECEMBER 6, 1999 The Common Council of the City of Jeffersonville met in special session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 6:10 P.M. on the 6th day ot December, 1999. The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara Hollis at the desk. Mayor Galtigan welcomed all in attendance, asking all those present to stand as Councilperson Williams gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Donna M. Frantz, Peggy Knight Wilder, Andrew Williams III, and Vicki Conlin. Absent: Councilpersons John Perkins, Ron Ellis, and Barbara Wilson. Mayor Galligan presented the minutes of the meeting of November 15, 1999 for consideration by the Council. Councilperson Wilder made the motion to approve the minutes as presented. seconded by Councilperson Williams and carried unanimously. Deputy Clerk Hollis presented the claim list for consideration by the Council, explaining on. additional claim. Following all discussion, Council President Conlin made the motion to approve the claims as presented as well as the additional, seconded by Councilperson Williams, passing unanimously. Mr. Jim Gutting, Bond Counsel, appeared before the Council explaining the need to pass Ordinance No. 99-OR-69, An Ordinance To Amend Ordinance No. 98-OR-75 Concerning The Construction Of Additions And Improvements To The Sewage Works Of The City Of Jeffersonville: Authorizing The Issuance Of Sewage Works Revenue Bonds, For Such Purpose; Addressing Othe~ Matters Connected Therewith, Including The Issuance Of Notes In Anticipation Of Bonds: An~ Repealing Ordinances Inconsistent Herewith. The Ordinance brings the language in confonnanc~ with the State Revolving Loan Fund. The original Ordinance was passed in July, 1998. The interesl rate remains at 2.9%. Councilperson Williams made the motion to pass Ordinance No. 99-OR-6~c on the first and second readings, seconded by Councilperson Wilder, passing unanimously. December 6, 1999 Page 2 of 4 Mr. Gutting next explained Resolution No. 99-R-34, A Resolution Declaring An Official Intent To Reimburse Expenditures. Council President Conlin made the motion to pass Resolution No. 99-R-34, seconded by Councilperson Williams, passing unanimously. Mayor Galligan said the last sewer rate increase was set to support a 15.5 million dollar bond issue. Last December 6.445 million was issued and the current issue is for 3.39 million. These issues are being done in steps to save interest. Councilperson Perkins arrives at 6:20 P.M. Attorney Anne Marie Galligan presented and explained Ordinance No. 99-OR-70, An Ordinance Transferring Certain Funds Within Same Department. Councilperson Wilder made the motion to suspend the rules for Ordinance No. 99-OR-70, seconded by Councilperson Frantz, pasting unanimously. Councilperson Wilder then made the motion to pass Ordinance No. 99-OR-70 seconded by Councilperson Frantz, passing unanimously. Ordinance No. 99-OR-71, An Ordinance Transferring Certain Funds Witlxin Same Departmen (Probation User Fund) and Ordinance No. 99-OR~72, An Ordinance Transferring Certain Funds Within Same Department (City Court)'were presented and explained. Council President Conlin made the motion to suspend the rules for Ordinance No. 99-OR-71 and Ordinance No. 99-OR-72 seconded by Councilperson Williams, passing unanimously. Council President Conlin then made th, motion to pass Ordinance No. 99-OR-71 and Ordinance No. 99-OR-72 on all three readings, seconded by Councilperson Williams, passing unanimously. Ordinance No. 99-OR-73, An Ordinance Transferring Certain Funds Within Same Departmenl (Common Council) was presented for passage. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 99-OR-73, seconded by Councilperson Williams, failing on a vote of 4-1 with Council President Conlin voting nay. Councilperson Perkins then made the motion to pas., Ordinance No. 99-OR-73 on the first and second readings, seconded by Councilperson Williams pasting on a vote of 4-1. Council President Conlin voted against passage. -~ Deputy Clerk Hollis explained the need for passage of Ordinance No. 99-OR-74, A Ordinance Transferring Certain Funds Within Same Department (Clerk and Treasurer). Counci President Conlin made the motion to suspend the rules for Ordinance No. 99-OR-74, seconded b3 Councilperson Frantz, passing unanimously. Council President Conlin then made the motion to pas~ December 6, 1999 Page 3 of 4 Ordinance No. 99-OR-74 on alt three readings, seconded by Councilperson Frantz, passing unanimously. Councilperson Ellis arrives at 6:30 P.M. Mayor Gailigan presented Ordinance No 99-OR-75, An Ordinance Transferring Certain Funds Within Same Department (Mayor). The transferred funds will be used to buy computers for use by kids in a drag prevention program. Councilperson Perkins questions if this is an appropriate fund for the expenditure. Following ail discussion, Councilperson. Perkins made the motion to suspend the rules for Ordinance 99-OR-75, seconded by Councilperson Williams. Councilperson Perkins made the motion to pass Ordinance No. 99-OR-75 on all three readings, seconded by Councilperson Williams, passing unanimously. Councilperson Ellis apologized for arriving late. He stated he has no idea what passed but said he probably would have voted against some. Councilperson Perkins asked if the current bond issue funds would all be used for 8~ Street and Graham Street. Mayor Galligan replied yes. Councilperson Perkins asked if the claims for Grant Trucking were payable to a relative o£Marvin Grant, and if the work was bid. Mayor Gailigan explained Marvin Grant's sonis Grant Trucking. The trucks are leased by the hour. Councilperson Perkins asked who is responsible for hiring the trucking. Mayor Galligan said that would probabl) be Marvin-Grant. Councilperson Perkins questioned if this maybe a conflict of interest. Mayox Galligan said several different companies are used, however Grant's son is helping with the paving and training. This is a win win situation. Councilperson Perkins then questioned the purchase of 48 golf balls. Mayor Galligan responded these ball have City of Jeffersonville on one side and Mayo~ Tom Gailigan on the other and are used for promotion. Councilperson Perkins noticed ar advertisement for the Magin Luther Fdng Jr. concert that appeared had been done by Mayor Gailigan He felt it would have been better to say City of Jeffersonville, or People of Jeffersonville. He feek, donations are good, but feels the City should get credit as taxpayer money is used. Mayor Gailigan said "Amtrak is coming". The first two weeks are booked up and a car hac to be added. The train will be available for public viewing and a celebration will be held. The detaih areunsumatlhistime~ L & I has been good to work with. The opening ofWoerle Road was hek last week. Street lights are to come. Councilperson Ellis has been asked how much the road cos December 6, 1999 Page 4 of 4 the City. Mayor Galligan answered approximately $300,000. The reason the City built the road was to make k wider, so there could be a I00 foot right of way, and to make it 2 feet thick. The road has been designed to intersect with the innercity road. It is hoped in the future to extend to Highway 62 and Utica Pike. The road fits in the master plan. Council President Conlin has had two calls of thanks fi.om residents of Augusta Drive. Councilperson Wilder commends the donation of property for the road by Mr. and Mrs. Woerle. The Woefle's care about the community as evidenced by the donation of property for the youth soccer field. This is a valuable piece of property. Councilperson Ellis has been asked about the water meters being read monthly. Mayor Galligan said this is supposed to be started. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 6:45 P.M., seconded by Council President Conlin, passing unanimously. CLE T ^submR .29 -
