COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
NOVEMBER 15, 1999
The Common Council of the City of Jeffersonville met in regular session in th.
Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana at 7:00 P.M
on the 15th day of November, 1999.
The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasur,
C. Richard Spencer Jr. at the desk. Mayor Galligan welcomed all in attendance, asking all thos
present to stand as Councilperson Ellis gave the invocation. Mayor Galligan asked all thos
present to join him in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons John Perkins, Ron Elli:
Donna M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicl
Conlin.
Absent: None.
Mayor Galligan presented the minutes of the meeting of November 1, 1999
consideration by the Council. Councilperson Wilson made the motion to approve the minutes
presented, seconded by Council President Conlin, passing unanimously.
Clerk and Treasurer Spencer presented the claim list for consideration by the Counc
presenting and explaining three additional claims. It was agreed to donate to the Louisvil
Orchestra with the Mayor's promotion fund paying half and the Council's promotion fu~
paying half. Following all discussion, Council President Conlin made the motion to approve th

claims as well as the additional as presented, seconded by Councilperson Williams passinl
unanimously.
Mr. Ed Zastawny, a candidate for City Council in the past election, congratulated Mr
Rob Waiz, the successful candidate, complimenting him on a good clean race and wishing hin
good luck. Mr. Zastawny is available for any appointments or boards.
Ordinance No. 99-OR-64, An Ordinance Changing The Zoning Map Designation Of ,'
Certain Tract Of Property From R-2 To Planned Unit Development, was presented fo
consideration. Mr. Mike Gillenwater, Attorney representing BWT Development, LLC, appeare,
before the Council to answer any questions. This was discussed at the workshop. There bein
no further questions, Councilperson Perkins made the motion to suspend the rules for Ordinanc
No. 99~OR-64, seconded by Council President Conlin, passing unanimously. Councilperso
Perkins then made the motion to pass Ordinance No. 99-OR-64 on all tbxee readings, seconde
by Council President Conlin, passing unanimously.
Ordinance No. 99-OR~66, An Ordinance Regarding Approval Of A Lease Between Tk
Jeffersonville Redevelopment Commission And The Jeffersonville Redevelopment Authofil
was presented for consideration. Deputy Mayor McCauley distributed fact sheets includi~
infomaation on estimated sources and uses of funds, proposed debt service schedule, with
statement of probable construction cost. Deputy McCauley reviewed the information, answerir
questions. The estimated cost of the project is $3,200,000: The maximum tax rate increa..
would be $.18. As there is $.06 in this year's budget, the net effect would be $.12. The wot
case would be an additional $.05 to $.12 on the tax rate. The project is good for Jeffersonvil
and financially responsible. Councilperson Perkins questions the timing of the presentation of

this ordinance. There will be a different council next year and he feels this council should no
make a decision the next council will have to live with. Councilperson Wilson is concerned th,

Under the current circumstances she cannot vote tonight in favor of the ordinan(
Councilperson Frantz made the motion to pass Ordinance No. 99-OR-66 on the first and secon
readings, seconded by Council President Conlin, passing on the following roll call vote:
Ayes: Councilpersons Conlin, Wilder, Williams, and Frantz.
Nays: Councilpersons Perkins, Ellis, and Wilson.
Attorney Galtigan presented and explained the need for Ordinance No. 99-OR-67, A
Ordinance Transferring Certain Funds Within Same Department (City Attorney). Couuc
President Conlin made the motion to suspend the rules for Ordinance No. 99-OR-67, seconde
by Councilperson Frantz, passing unanimously. Council President Conlin then made the moil(
to pass Ordinance No. 99-OR-67 on all three readings, seconded by. Councilperson William
passing unanimously.
Ordinance No. 99-OR-63, An Ordinance Fixing Basic Salaries Of Elected Officials
The City Of Jeffersonville, Indiana For The Year 2000, was presented for the third and fi~
reading. Council President Conlin is in favor of what was budged for elected officials salari
for 2000, but not in favor of Councilpersons getting an increase. Councilperson Perkins ma
the motion to pass Ordinance No. 99-OR-63 on the third and final reading, seconded
Councilperson Williams, passing on a vote of 6-1. Council President Conlin voted nay.

Ordinance No. 99-OR-68, An Ordinance Transferring Certain Funds Within The Same
Department (Mayor), was presented and explained. Councilperson Perkins made the motion to
suspend the rules for Ordinance No. 99-OR-68, seconded by Councilperson Williams, passing
unanimously. Councilperson Perkins made the motion to pass Ordinance No. 99-OR-68 on ~11
three readings, seconded by Councilperson Williams, passing unanimously.
Councilperson Conlin said there will be one Council meeting in December at 7:00 P.M
on Monday, December 13, 1999. She then read an invitation to an open house at Angle's Desigr
Florist for November 18, 1999.
Councilperson Frantz would like the Clerk and Treasurer's Office to find the funds in th~
budget to pay the employees birthday pay.
Mayor Galligan congratulated all those that were successful in the recent election
commending those that did not win on a nice job. The construction of Woerle Road is in the !as
phase. It is hoped to be open next week for the following. Mayor Galligan explained the reasc:
for the road and the thickness.
Mr. Jeremy Shelling thanked all that voted for voting, thanking Mr. Denny Frantz, hi
opponent for a good race. He asks the winners to remember they represent all residents and m
