OF THE CITY OF JEFFERSONVILLE, INDIANA
June 2, 2004
Mayor Waiz called the meeting to order at 9:30 a.m. and on call of the roll those
members present were: Councilperson Connie Sellers and City Engineer Bob Miller.
Also present were: Wastewater Treatment Director Crawford, Administrator Rich Davis,
Building Commissioner Segraves, Vehicle Maintenance Directo~ Dmry, Street
Commissioner Ellis, Police Chief Ashabranner, Animal Shelter Director Wilder, Planning
and Zoning Director Padgett, Fire Chief Miles, Parks Director Poll, Department of
Redevelopment Interim Director Becker, City Attorney Merkley, and Paralegal Sharon
King.
City Engineer Bob Miller made a motion to approve the minutes of May 19, 2004 as
presented, seconded by Councilperson Sellers and carried unanimously.

OLD BUSINESS
CLOSING WATT STREET FOR JAIL CONSTRUCTION
John Montgomery and Ed Haire appeared before the Board. Mr. Montgomery explained
that the closing of Watt Street for the continued jail construction would create an undue
hards~ on Bucket's Restaurant. The contractor explained that they are not requesting to
close 7 Street. Mayor Waiz requested that Chief Miles perform a site inspection.
Engineer Miller made the motion to approve the placement of the fence no further then
10' out into the street, seconded by Councilperson Sellers and carried unanimously with
the condition that Chi&Miles inspect and approve the placement of the fence. Mayor
Walz also explained that the two-hour parking on Watt at 7th Street would be enfomed.
NEW BUSINESS
STEVE KEMPF AND ROGER LINDSEY, REPRESENTING REALTY E~UITY. LLC
RE STREET CLOSING DEMOLITION
Steve Kempf and Roger Lindsey appeared before the Board. Steve Kempf explained that
they received the demolition permit on May 7, 2004 and notified the Indiana Department
of Environmental Management. Mr. Kempf told the Board that selected demolition is
scheduled to begin June 3, 2004 and that demolition is scheduled to begin on June 7,
2004 and will last approximately 30 days. Fire Chief Miles explained that Central Alarm
must be notified. City Engineer Miller explained that the Police Department must also be
notified. City Engineer Miller made the motion to approve the street closing beginning
June 7, 2004 for thirty days, seconded by Councilperson Sellers and carded unanimously.
HAYWARD BLANTON RE: RESERVED PARKING FOR MEIGS AVENUE
CHURCH OF CHRIST
Hayward Blanton appeared before the Board to request reserved parking in front of the
church and along the 9th Street side of the Meigs Avenue Church of Christ. City Attorney
Merkley recommended that the Board allow two handicapped parking spaces. City
Engineer Miller made the motion to approve two handicapped parking spaces on 9th
Street, seconded by Councilperson Sellers and carried unanimously.
MARY COFFMAN, 1102 E. 9TM STREET, RE: HANDICAP PARKING
No one appeared. Mayor Waiz requested Chief Ashabrarmer prepare a survey and
inspection at 1102 E. 9th Street.
DIANA COOMES RE: TRASH AND ABANDONED VEHICLES AT 1022 E. COURT
AVENUE
Diana Coomes appeared before the Board and explained that there is an excessive
amount of trash and abandoned vehicles at 1022 E. Court Avenue. Building
Commissioner Segraves explained to the Board that a Notice of Violation letter was
mailed to this address and returned unclaimed. Mayor Waiz referred the matter to City
Attorney Merkley to determine the appropriate method of service and requested that
Building Commission Segraves be notified when service is achieved.
CLOSING OF GARDEN COURT
Debbie Mager appeard before the Board and requested the closing of Garden Court
during for their Appreciation Day Event scheduled for July 17, 2004. The rain date is
scheduled for July 24, 2004. The event will be held from 10 am.- 5 pm. Street
Department Director Ellis told the Board that the Street Department would provide the
necessary barricades. Councilperson Sellers made the motion to approve the closing,
seconded by City Engineer Miller and carried unanimously.
COLGATE 5K RUN
A representative from the Colgate Company appeared before the Board requesting a
police escort for the 5K Run they have scheduled for Saturday, June 5, 2004 to raise
money for the Crusade for Children. Chief Ashabranner told the Board that the police
department would provide assistance for the 5K Run.
Mayor Waiz congratulated Plarming and Development Director Padgett on the birth of
his daughter.

Chief Miles requested approval for the promotion of Robbie Jackson from lieutenant to
captain. City Engineer Miller made the motion to approve the promotion of Robbie
Jackson from lieutenant to captain, seconded by Councilperson Sellers and carried
unanimously.
Chief Miles requested a status report on the recent severe weather issues. Mayor Waiz
reported that all the City Department did an excellent job and that the residents of the
City were very pleased with the City's efforts.
Building Commissioner Segraves told the Board that the recent Abandoned Vehicle
Ordinance has been approved by the City Council and published in the newspaper. Mr.
Segraves requested that the City review the tow-in operation so that it will work more
effectively.
Street Department Director Ellis explained to the Board that he is requesting approval of
an Emergency Operations Plan. This Plan would establish an Emergency Response
Assistance Team made up of a member from the following areas: Parks and Recreation,
Construction, Drainage and an Electrical Engineer. Mayor Waiz requested that a list be
prepared to establish the Emergency Response Assistance Team.
City Attorney Merkley announced that there is an Executive Session of the Board of
Public Works Safety Board scheduled for Wednesday, June 9, 2004 at 9:15 A.M.
