COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
June 8, 1999
The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 8th day of
June, 1999.
The meeting was called to order by Mayor Thomas R. Gatligan, with Deputy Clerk Barbara
Hollis at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as
Councilperson Williams gave the invocation. Mayor Galligan asked all those present to join him in
the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Peggy
Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicki Conlin.
Absent: Councilperson Donna M Frantz.
Deputy Clerk Hollis presented the claim list for consideration by the Council, explaining
additional claims. Street Commissioner Bobby Ervin answered questions regarding a claim for a
truck. Councilperson Perkins asked for clarification on a claim from T.I.F. funds. City Attorney
Sedwick Galligan explained the total is a cumulative total for infrastructure improvements in the
Riverfront T.I.F. district to be paid over a multi-year period. Councilperson Perkins feels the fund
could be used for grant match funding as the sale of the property proceeds should be used to finance
the infrastructure. Following all discussion, Council President Conlin made the motion to approve
the claims as presented as well as the additional, seconded by Councilperson Williams, passing on
vote of 4-2. Councilpersons Perkins and Ellis voted in opposition.
Planning and Zoning Director Jana Ecker appeared before the Council requesting passage c
Ordinance No. 99-OR-31, An ordinance Transferring Certain Funds Within Same departmen'
(Building Commission), and Ordinance No. 99-OR-32, An Ordinance Amending Certain Portions O:
Section 1 Of Ordinance No. 98-OK-47 (Building Commission). Director Ecker explained the neet
for the transfer and the title change as well as the increase. Following all discussion, Counci
President Conlin made the motion to suspend the rules for Ordinances 99-OR-31 and 99-OR-32
seconded by Councilperson Wilder, failing on a vote of 5-1, with Councilperson Perkins voting nay

Council President Conlin then made the motion to pass Ordinances 99-OR-31 and 99-OR-32 on tl~
first and second readings, seconded by Councilperson Williams, passing unanimously.
Street Commissioner Bobby Ervin appeared before the Council to request passage ot
Ordinance ,No. 99-OR-26, An Ordinance Transferring Certain Funds Within Same Departmenl
(Motor Vehicle). Council President Conlin made the motion to take Ordinance No. 99-OR-26 off
the table, seconded by Councilperson Wilder, passing unanimously. Council President Conlin made
the motion to suspend the rules for Ordinance No. 99-OR-26, seconded by Councilpers°n Williams~
passing Unanimously. Councilperson Wilder then made the motion to pass Ordinance No. 99-OR-2~
on all three readings, seconded by Councilperson Wilson, passing unanimously.
Commissioner Ervin then explained the need for passage of Ordinance No. 99-0R-33, Ar
Ordinance Transferring Certain Funds Within Same Department (Sanitation). Councilperson Perkin,,
made the motion to suspend the rules for Ordinance No. 99-OR-33, seconded by Councilpersor
Wilson, passing unardmously. Councilperson Perkins then made the motion to pass Ordinance No
99-OR-33 on all three readings, seconded by Council President Conlin, passing unanimously.
Councilperson Wilder made the motion to pass Ordinance No. 99-OR-27, An Ordinanc{
Transferring Certain Funds Within Same Department (Common Council) on the third and fina
reading, seconded by Councilperson Williams. Councilperson Wilson stated she is not in favor o
taking the money from travel. The motion failed in a vote of 3-2-1. Councilpersons Wilson and Elli:
voted nay with Councilperson Perkins abstaining. Councilperson Perkins made the motion t(
reconsider the motion taking the funds from general promotion, seconded by Councilperson Ellis
failing on a vote 3-2-1. Councilpersons Wilder and Conlin voted nay with Councilperson William:
abstaining. Councilperson Wilder feels there is too much money in travel and there are needs for th~
money in promotion. She feels travel is a special benefit when it is outside the state. There are plent,.
of beneficial programs within the state. Councilperson Williams asked what is the status of hepatiti
B. Attomey Sedwick Galligan explained the tests are $125 and are not covered by insurance. They
is a need to plan for this in the budget for next year.
Council President Conlin asked for an update on Hoke's. Attorney Sedwick Galligan said th.
petition is on her desk. Council President Conlin reviewed the schedule for the Council workshc
for June 24, 1999 at 5:30. There will also be a workshop on July 6, 1999 ~/t 5:30.

Councilperson Ellis met with Mike Stewart of IN American Water regarding water service
to the residents of William Street. The water company will provide engineering, planning,
construction, permits, the restoration of the street surface, set the meters and prepare all documents
at a cost of~$350 per household. They will ask the City for grant of easements and the installation
of one fire hydrant. Councilperson Ellis asks the City to subsidize one half of the cost to each
household. There will be a meeting of the residents on June 18, 1999 at 4:30 P.M. He will prepare
and distribute the notice. Councilperson Ellis asked all to observe a moment of silence in memory
of James Whitten who served as a janitor in the building for many years.
Councilperson Wilder asked for an update on drainage on Perimeter. Mayor Galligan is
getting engineering done now. Several options are being considered.
Councilperson Wilson reported Engineer Miller is getting three quotes for the installation of
a traffic signal at Meadowlark and Allison Lane. As this is a county road a letter has been written to
the County Engineer. This signal is greatly needed. Councilperson Wilson introduced Jacob Cundiff
and his grandmother. Jacob is a member of Boy Scout Troop 351 in Birmingham, Alabama and is
attending the meeting as part of his work on a merit badge.
Mayor Galligan reported there will be a meeting June 10, 1999 at 6:00 P.M. to listen to
concerns regarding the recent shooting incident. He would like to make people aware there are a lot
of young kids that don't have a lot to do. There is a need to provide recreational activities. Mayor
Galligan recently spoke to the Mayor of Fort Wayne where the Parks Departments teaches kids "rest
of life activities". At the end of the course they are given something so they can continue the activity.
All income levels interact. This is a community that needs to be taken care o£ We need people
helping people. The police can only do so much. Park rules are going to be established and posted.
These rules will be enforced. The sad part is, if the recent incident had happened in Claysburg
would not have been noticed. This is sad. The kids in Claysburg are as important as all other

Mr. Bob Cook presented a petition in support of a traffic signal and cross walk at Riddle and
Spring. Council President Conlin explained this was talked about in the workshop earlier. Ms. Nellie
Knowland expressed concem as there are no sidewalks or crosswalks in this location. Mr. Cook said
he found the,general consensus in Claysburg is the City doesn't care. Mayor Galligan explained the
City just got a grant for a community center and it is not tree the City doesn't care. Council President
Conlin said all need to slow driving down. Councilperson Ellis said a crosswalk would help and
suggests looking into making Riddle a one way street. Mr. Cook did meet a drug buyer when he was
in Claysburg obtaining the petition signatures. Mayor Galligan said the police are aware of the
activities and 21 were arrested the other night.
There being no further business to come before the Council, Councilperson Perkins made the
motion to adjourn at 8:20 P.M., seconded by Council President Conlin, passing unanimously.
