HomeMy WebLinkAbout04-19-99COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL19, 1999 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 19th day of April, 1999. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Tre~ts~i-er C. Richard Spencer Jr. at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Williams gave the invocation. Mayor Galligan asked all those p?esent to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicki Conlin. Absent: Councilperson Donna M. Frantz. Mayor Galligan presented the minutes of the meeting of April 5, 1999 for consideration by the Council. Councilperson Perkins made the motion to approve the minutes as presented, seconded by Councilperson Williams and carried unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council. Following all discussion, Council President Conlin made the motion to approve the ~laims as presented, seconded by Councilperson Williams, passing unanimously. ; : ? Ms. Jenny Griffin and neighbors appeared before the Council to request a traffic: si~nal at Allison Lane and Meadowlark. She thanked Mayor Galligan and Engineer Miller for~ meeting with the group previously. Engineer Miller has received a quote of $52,504 from Metzger Electric for the traffic signal. He has also talked with the County Commissioners who gave the O K. if4themorley is raised. Allison Lane is in the County. The neighbors have been trying to get a light at the intersection for 10 years as this intersection is a safety hazard. The traffic count indicates a need for a light. Councilperson Wilson said the first she was aware of the problem was this spring, nothing has come before the Council. She has been in contact with the Commissioners and they have agreed to pay one halfofa study. They are currently waiting for the results of the study. Engineer Miller has paid a traffic engineer for a study and he has the results. Councilperson Wilson indicated the April 19, 1999 Page 2 of 4 County is looking into a 80/20 grant. Engineer Miller said a 80/20 grant takes 12 years. Councilperson Wilson said she would have asked the Commissioners to attend the meeting if she would have known the neighbors would be attending. Councilperson Perkins made the motion to support a traffic signal at Meadowlark and Allison Lane. Council President Conlin said she will be in Indianapolis on Wednesday and she will ask if there are any funds available. Councilperson Williams feels County money is very unlikely. He suggests looking for funds as it is essential to serve the safety needs of the citizens. There is a need to render more than "lip service". Clerk and Treasurer Spencer explained several ways money could be obtained. Councilperson Ellis is concerned the Council has not been made aware of the problem and now all ora sudden it is a "hot pot". Ms. Griffin said there are two concerns, the new Meijer store and JeffHigh. The need to address the problem has become greater in the last two months. Also, Christ Gospel Church members have been cutting through the subdivision. Ms. Lisa Gill, President of the Block Watch Program, has had a car accident at the intersection. Also, cars are always running the 3-way stop near her home and her daughter has nearly been hit. Ms. Linda Wheeler worked on trying to get a light at the intersection 12 years ago. The situation has become worse. She asks the Council to come on Meadowlark and try to get on Allison Lane. Ms. June Horn said her daughter was in a bad accident at the intersection. Council President Conlin said they will follow up on this. The group is being heard. Councilperson Ellis said the safety of the citizens is the foremost concern and he will support getting the money. He also said this same Council has been here for three years and why have the neighbors not come before this. Councilperson Wilson also wishes she would have known more earlier and she is thrilled they have come before the Council. She also wishes she would have been invited to the meeting as she would have been there. She also will make sure there is follow up. She thanks all for coming. Mayor Galligau will take the petition to the Commissioners. He encourages the neighbors to attend the Commissioners meeting. Engineer Miller denied tiffs is a political issue as he was asked by Donnie Griffin to help. Mr. Griffin said he felt it was the job of the City Engineer to get this done. Coundilperson W'flson said this is fight and the Engineer should bring the problem to the Council for funding. The motion to support a traffic signal at Meadowlark and Allison Lane passed unanimously. Councilperson Perkins made a motion to draft a letter to the Commissioners requesting one half of the funding for the traffic signal at Meadowlark and Allison Lane, seconded by Councilperson Ellis, April 19, 1999 Page 3 of 4 passing unanimously. Mayor Galligan said the light needs to be put in. He will take the letter and petition to the Commissioners. Council President Conlin will attend the meeting and hand carry the letter. Mayor Galligan mentioned there are drainage problems in the area. Mr. Phil McCauley, Deputy Mayor, presented and explained Resolution No. 99-R-16, A Resolution Approving Statement Of Benefits For Purposes Of Property Tax Abatemem (Axmann Conveying Systems, Inc.). Mr. Rene Heck, Vice President explained the company has been in Louisville since 1996 and they are excited to move to Indiana to expand. Deputy McCauley said this is the first employer in this industrial park and he hopes to draw 28 businesses. Following questions, Council President Conlin made the motion to pass Resolution No. 99-R46, seconded by Councilperson Williams, passing unanimously. City Attorney Anne Marie Galligan presented and explained Resolution No. 99-R-17, A Resolution Endorsing The "Traffic Stops Statistics Study Act Of 1998" And The Mayor's Police Advisory Committee. Councilperson Perkins made the motion to pass Resolution No. 99-R-17, seconded by Councilperson Wilson, passing unanimously. Clerk and Treasurer Spencer presented and explained Ordinance No. 99-OR-16, An Ordinance Authorizing The City Of Jeffersonville General Fund To Borrow Funds From The City Of Jeffersonville Sewage Fund. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 99-OR-16, seconded by Council President Conlin, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 99-OR- 16 on all three readings, seconded by Councilperson Wilson, passing unanimously. Council President Conlin presented and explained Ordinance No. 99-OR-17, An Ordinance Amending Section 35.10 Of The Jeffersonville Municipal Code And Establishing A Sick Leave Policy For Injuries In The Line Of Duty. Council President Conlin made a motion to suspend the rules for Ordinance No.99-OR-17, seconded by Councilperson Wilder, passing unanimously. Council President Conlin then made the motion to pass Ordinance No. 99-OR-17 on all three readings, seconded by Councilperson Wilder, passing unanimously. Council President Conlin said the Council is dose to a contract with the F.O.P. The Council will meet for a workshop Monday, April 26 at 5 P.M. She thanks representatives Carter and Broady for their work on the contract. April 19, 1999 Page 4 of 4 Councilperson Ellis has received a request for pot hole repairs on Dutch Lane. Mayor Galligan said they will be fixed tomorrow. C ouncilperson Perkins said the water line stopped at the 300 block of Williams Street and those in the 400 block do not have a water line. Attorney Galligan has talked with IN American Water Company and was told they would install water lines at the property owner's expense. There is a need for a meeting between IN AWC and the residents. Mayor Gatligan said the water company is asking those not on the line if they want to get on. Ms. Nellie Knowland asked if city residents are not entitled to city utilities. Attorney Galligan explained the City does not own the water or the gas utility. Councilperson Ellis received a report of an altercation between a city employee and a down town merchant. He would like to discuss this in executive session. Mayor Galligan does not have a problem with this. There will be a short executive session at the beginning of the workshop on April 26. Mayor Galfigan thanked the Police Department~ Fire Department, Street Department and all that had to work during "Thunder'. They all did an excellent job. Mitch Harland and his son Eric of Boy Scout Troop 1 were acknowledged and thanked for attending the meeting.
