HomeMy WebLinkAbout04-05-99COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, iNDIANA APRIL5,1999 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 5th day ot April, 1999. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Williams gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicki Coniin. Absent: None. Mayor Galligan presented the minutes of the meeting of March 15, 1999 for consideration by the Council. Council President Conlin made the motion to approve the minutes as presented seconded by Councilperson Williams and carried unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council explaining additional claims. Following all discussion, Councilperson Wilson made the motion tc approve the claims as presented as well as the additional, seconded by Council President Conlin passing unanimously. Ms. Billy Sue Smith read a Youth Report of The Mayors' Police Advisory Committee. SN then asked that letters in support of the "Driving While Black" bill be forwarded to elected representatives. Mayor Galligan said a good discussion was held and he feels this is a good way to keep all informed. Council President Conlin suggested a letter from the Council be written. Councilperson Wilder asked City Attorney Sedwick Galligan to prepare a Resolution for the next meeting. Mr. Jeff Snelling, Third District Council Candidate, asked if the Louise Street repairs are complete or if it would be finished and when. He has been walking the street and some residents have April 5, 1999 Page 2 of 4 indicated they are not happy with the project. Councilperson Wilder indicated she also had walked the area and found some of the residents thrilled with the street. Mr. Snelling invited any Council members to walk with him in this area and on Center. Mayor Galligan said the residents were told the project would take awhile. Drainage is a lot better. There is more to do. More paving will be done aboUt July. This delay will allow for settling. Mayor Galligan feels a majority of the residents are tickled. Deputy Mayor Phil McCauley presented and explained Resolution No. 99~R-13, A Resolution Confirming The Designation Of A Certain Area Of The City Of Jeffersonville, Indiana As An "Economic Revitalization Area". Councilperson Perkins asked if any companies have asked specifically about tax abatements. Deputy McCauley answered yes, explaining some that had. Mayor Gailigan asked for any public comment on Resolution No. 99-R- 13. There being no public comment, Councilperson Frantz made the motion to pass Resolution No. 99-R-13, seconded by Councilperson Williams, passing unanimously. Deputy McCauley presented and explained Resolution No. 99-R-14, A Resolution Confirming The Designation Of A Certain Area Of The City Of Jeffersonville, Indiana As An "Economic Revitalization Area". Counci!President Conlin made the motion to pass Resolution No. 99-R-14, seconded by Councilperson Williams. Mayor Galligan asked for public comment. A question was raiSed regarding jobs. Deputy McCauley explained the jobs will be very significant. There being no further comment, the motion to pass Resolution No. 99-R-14 paSsed unanimously. Ms. Kathy Hailer, of the Department of Redevelopment explained the modifications containe, in Resolution No. 99-R-15, A Resolution Of The Common Council Of The City Of Jeffersonville Indiana, Authorizing A Major Modification To The CFF Application T° The Indiana Department Ot Commerce And Addressing Related Matters. There will be a public hearing for comment the next day at 4:30 P.M. Councilperson Perkins made the motion to pass Resolution No. 99-R-15, seconded by Council President Conlin, passing unanimously. This is a part of the 10 year road and street plan. Mr. Ken Abbott, Attorney representing Billy Ashabraner and Donna Ashabraner, explained the intended use for the property at 2209 Dutch Lane contained in OrdinanCe No. 99-OR-15, An Ordinance Changing The Zoning Map Designation Of A Certain Tract Of Property Located At 2209 Dutch Lane, Jeffersonville, Indiana From R-2 To B-3. This request received a favorable April 5, 1999 Page 3 of recommendation from the Plan Commission. No complaints have been received. This is in accor with the master plan. Following all discussion, Councilperson Ellis made the motion to suspend the rules for Ordinance No. 99-OR-15, seconded by Councilperson Wilson, passing unanimously. Councilperson Ellis then made the motion to pass Ordinance No. 99-OR-15 on all three readings, seconded by Council President Conlin, passing unanimously. Council President Conlin thanked the youth group for attending the meeting this evening as well as the F.O.P. She has talked with Deputy McCauley regarding the negotiations for the F.O.P. contract and has been told progress is being made. Deputy McCauley said negotiations are progressing very well with trust and confidence. He feels there will be a proposal by the next Council meeting. Council President Coniin would like to schedule a workshop to include discussion of the situation with Hoke's and Evergreen Circle. Mr. Calvin Hoke, son of Mr. Hoke approached the Council to say they have been working on the situation and would like to know what needs to be done. Mr. Hoke was told any car not being worked on needs to be moved and the lot needs to be paved. He was told he cannot store vehicles on the lot. Mayor Galligan told Mr. Hoke he needs to make an appointment with the City Attorney and to bring an attorney. There will be a Council workshop Monday, April 12, 1999 at 5:00 P.M. Councilperson Wilson said she has been contacted by residents of McArthur who feel there will be increased traffic cutting through Eastgate Subdivision when the Meijer Store opens. She has asked the Board of Public Works and Safety for a traffic counter. She has also been looking into the traffic problem at Meadowlark and Allison Lane. The residents feel the new light on Allison Lane at the Meijer entrance will make the situation worse. Councilperson Wilson has talked with the Commissioners who are looking into a 80/20 grant. The residents would like a signal Meadowlark and Alison Lane. Councilperson Wilder inquired when Meijer will open. She was told April 20, 1999. Councilperson Wilder has information on a Education Seminar at Jeffersonville High School April 10. She has received positive feedback on the Augusta Drive paving. Councilperson Ellis has received comments from residents that have garbage pick up and solid waste pick up on different days. Council President Conlin will be me~ilqg ~w~ '~t,h $]3arola Marra and Bobby Ervin on this. Councilperson Ellis is concerned residents of the 400 block of William Street April 5, 1999 Page 4 of 4 do not have water and gas lines. He is also concerned the new strip of asphalt on Spring Street has not lasted three months. Mayor Galligan explained the asphalt was temporary for the winter and will be taken out and the street paved. This will be taken care of in the next several days. Councilperson Perkins is concerned about the condition of 8~ Street following the work by the water company. Mayor Galligan said 8~ Street will be milled and paved curb to curb. Councilperson Perkins then inquired about the sewer lines for Holmans Lane. Mayor Galligan explained the design work is being done now. This should he done in the next 60 to 90 days. It will then take 30 days for the permit. Councilperson Wilson wishes to thank Mr. Grant Morten for his many hours of work on the drainage Board. Mr. Morten has walked the 5~ District inspecting the drainage problems. He will be taking this information to the Drainage Board. The Drainage Board members receive no pay. She thanks Mr. Morten and all those on the Drainage Board. Mayor Galligan spoke of the problems involved with paving Sportsman Drive. The problem is with the residents driveways. There is a need to take out the curbs. The cost is being looked at now. The first r, ound of paving is being done now. More will be done in June or July. He asks for any requests. Several areas were mentioned. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 8:05 P.M., seconded by ~on E~~ously.
