HomeMy WebLinkAbout03-01-99COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA MARCH 1, 1999 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 1 st day of March, 1999. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Mayor CJalligan welcomed all in attendance, asking all those present to stand as Councilperson Ellis gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicki Conlin. Absent: None. Mayor Galligan presented the minutes of the meeting of February 16, 1999 for consideration by the Council. Councilperson Perkins made the motion to approve the minutes as presented, seconded by Councilperson Williams and carried unanimously. Clerk and Treasurer Spencer presented the claim list, explaining additional claims. Council President Conlin made the motion to approve the claims as presented as well as the additional, seconded by Councilperson Wilson, passing unanimously. Mr. Carroll Gowens of the Jeffersonville Housing Authority appeared before the Council to request passage of Resolution No. 99-OR-7, A Resolution Authorizing The Submittal Of A Community Focus Fund Application To The Indiana Department Of Commerce And Addressing Related Matters. Council President Conlin made the motion to pass Resolution No. 99-R-7, seconded by Councilperson Wilder, passing unanimously. Deputy Mayor Phil McCauley appeared before the Council explaining Ordinance No. 99-OR- 12, An Ordinance Approving Lease Between Jeffersonville Redevelopment Commission And Jeffersonville Redevelopment Authority. Following all discussion, Councilperson Perkins made the motion to suspend the rules for Ordinance No. 99-OR-12, seconded by Council President Conlin, March 1, 1999 Page 2 of 4 passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 9%OR-12 on all three readings, seconded by Council President Conlin, passing unanimously. Councilperson Frantz read aloud Resolution No. 99-R-8, A Resolution Requesting Support For The Proposed Jeffersonville Aquatics Center From The Southern Indiana-Clark-Floyd Convention & Tourism Bureau. Councilperson Frantz then made the motion to pass Resolution No. 99-R-8, seconded by Councilperson Williams. Councilperson Perkins stated he is in support of the Center, but will abstain. Councilperson Frantz said she is asking for unanimous support from the Council and she will provide the requested information. At the conclusion of all discussion, the motion to pass Resolution No. 99-R-8 passed on a vote of 6-0-1 with Councilperson Perkins abstaining. Clerk and Treasurer Spencer presented and explained Ordinance No. 99-OR-13, An Ordinance Transferring Certain Funds Within Same Department (Local Roads and Streets). Council President Conlin made the motion to suspend the rules for Ordinance No. 99-OR-13, seconded by Councilperson Wilson, passing unanimously. Council President Conlin then made the motion to pass Ordinance No. 99-OR-13 on alt three readings, seconded by Councilperson Wilson, passing unanimously. Clerk and Treasurer Spencer presented and explained Ordinance No. 99-OR-14, An Ordinance Transferring Certain Funds Within Same Department (Cumulative Capital Development), Councilperson perkins made the motion to suspend the rules for Ordinance No. 99-OR-14, seconded by Council President Conlin, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 99-OR-14 on all three readings, seconded by Councilperson Williams, passing unanimously. Council President Conlin announced the committee will be meeting with the F.O.P the next three afternoons at 4:00 P.M: Also the insurance committee is working to send out proposals for actuarial studies. She hopes to have more information on this by the next meeting. Councilperson Perkins noted the passing of Ms. Darvell Baker whose funeral was this day. She was a community activist that will be missed by all. Councilperson Perkins will be preparing a Resolution for the next meeting regarding IZISAA boys basketball tournaments. He feels the tournament could not be worse. March 1, 1999 Page 3 of 4 Councilperson Ellis asked Mayor Galligan if anything has been done regarding the closing of National Avenue. Mayor Galligan said the Housing Authority is against closing the street. There are other options and all need to get together and go there and look at the options. Council President Conlin would like the residents to know they are in favor of doing something to help. Councilperson Wilder attended the recent Carl Casper Auto Show and visited the Jeffersonville Police Car that was in the show. The car is incredible and looks outstanding. She feels it was an excellent idea and said it was really nice. Mayor Galligan said this car is used for public relations and is driven by Officer Deeringer. He then told of a recent problem at his home when his mailbox was hit and Officer Deeringer arrived and caught the driver. He and all in the department do a good job. Councilperson Wilder suggests entering a fire truck in the show next year. Councilperson Wilson reminds all the Concerts In The Park will begin the second week in May starting with the Jeffersonville High School Band. She would appreciate any suggests for the program. All are welcome to attend. Councilperson Wilson reported a street light ofit at 830 West Larkspur. Other areas needing attention were noted. Councilperson Williams noted the paint spray tent at ACBL is almost complete. This will eliminate the over spray problem. He recommends a tour of ACBL. Councilperson Frantz asked Mayor Galligan if there is anything new on the Hoke's problem. Mayor Galligan will check on this. Councilperson Frantz thanks alt for their support and help with the Aquatics Center, especially Phil, Vicki, and Peggy. There will be a Council workshop at 5:15 before the next Council meeting. Mayor Galligan explained Attorney Sedwick Galligan did not attend this meeting as her daughter was selected to sing the National Anthem at the basketball sectional game at Scottsburg this evening. She has an excellent voice. Mayor Galligan announced Building Commissioner Decker will be taking a test this week so that he can review plans locally. This will expedite building and be a big plus for the Building Commission Department. Mayor Galligan realizes there are a lot of pot holes and he is trying to do the best he can. There will be some reconstruction in some areas when the weather is better. He asks all to be patient awhile. Mayor Galligan announced that March 12 will be a day when students from the Options Program will be participating in a program with the City. These are students that need a helping hand and encouragement. All are trying to get youth involved March 1, 1999 Page 4 of 4 in government and trying to encourage kids in many positive areas. Council President Conlin noted several Greater Clark School Corporation personnel who have worked very hard on the Options Day. Mayor Galligan noted Ken and Betty Ogden saying they have done an excellent job at the Animal Sheker. They have made a major contribution to the community and he cannot say enough. They are very appreciated.
