HomeMy WebLinkAbout01-04-99COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JANUARY 4, 1999 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 4th day of January, 1999. The meeting was called to order by Council President Vicky Conlin, with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Council President Conlin welcomed all in attendance, asking all those present to stand as Councilperson Williams gave the invocation. Council President Conlin asked all those present to join her in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Donna M. Frantz, Barbara Wilson, Andrew Williams III, and Vicky Conlin. Absent: Councilpersons Ellis and Wilder. Council President Conlin presented the minutes of the meetings of December 15, 1998 and December 21, 1998 for consideration by the Council. Councilperson Wilson made the motion to approve the minutes as presented, seconded by Councilperson Williams and carded unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council, explaining two additional claims. Following all discussion, Councilperson Perkins made the motion to approve the claims as presented as well as the additional, seconded by Council President Cop, lin, passing unanimously. City Attorney Sedwick Galligan presented Resolution No. 99-R-1, A Resolution For Commuter Rail Service OrtThe 1-65 Corridor for consideration by the Council. Mr. David Coyte noted New Albany and Clarksville have passed similar resolutions. Following discussion, Councilperson Perkins made the motion to pass Resolution No. 99-R- 1, seconded by Councilperson Frantzl passing unanimously. Councilperson Peggy Knight Wilder arrives at 7:10 P.M. Attorney Sedwick Galligan presented and explained Ordinance No. 99-OR-1, An Ordinance Of Additional Appropriation (Building Commission). Building Commissioner Decker was present to answer questions. This was discussed during budget workshops. Councilperson Perkins made the January 4, 1999 Page 2 of 3 motion to suspend the rules for Ordinance No. 99-OR-1, seconded by Councilperson Frantz and carried unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 99-OR-1 on all three readings, seconded by Councilperson Frantz, passing unanimously. Attorney Sedwick Galligan presented and explained Resolution No. 99-R-2, A Resolution Fixing Regular Times To Conduct Common Council Meetings. Councilperson Perkins made the motion to pass Resolution No. 99~R-2, seconded by Councilperson Williams, passing unanimously. Attorney Sedwick Galligan presented and explained Resolution No. 99-R-3, A Resolution Designating Newspaper For Publication Of Notice. Mr. Charles K. White questioned why the Courier Journal is not designated. Attorney Sedwick Galligan explained it is not published in Clark County, Indiana. Meeting notices are sent to the Evening News, Courier Joumai, and Business First. Council coverage by the Courier Journal was discussed. Councilperson Perkins made the motion to pass Resolution No. 99-R-3, seconded by Councilperson Williams, passing unanimously. Clerk and Treasurer Spencer explained Resolution No. 99-R-4, A Resolution Authorizing The Investment Of Temporarily Dormant Funds. Councilperson Perkins asked how much interest had been earned in 1998. Clerk and Treasurer Spencer replied all numbers are not yet complete, however the interest earned should be over $300,000. These numbers will be available for the next meeting. Councilperson Perkins made the motion to pass Resolution No. 99-R-4, seconded by Councilperson Wilson, passing unanimously. Ordinance No. 99~OR-2, An Ordinance Of Additional Appropriation (Probation User Fund) was presented and explained. Councilperson Perkins made the motion to suspend the rules for Ordinance No. 99-OR-2, seconded by Councilperson Williams, and carded unanimously. Councilperson Perkins then.made the motion to pass Ordinance No. 99-OR-2 on all three readings, seconded by Councilperson Wilson, passing unanimously. Councilperson Perkins said he is happy to start his 16~ year on the Council and is proud to say he has never missed a regular or special meeting. He is looking forward to another year and he does enjoy it. Councilperson Williams noted the recent passing of Ms. Mary Goode. Ms. Goode was an activist for the disabled and will be missed as she made a tremendous impact. Council President Conlin has received calls regarding the conditions of the streets in the January 4, 1999 Page 3 of 3 subdivisions during this storm and cold weather. Attorney Sedwick Galligan explained the chemicals will not work with the temperatures as low as they have been and it has been almost impossible to clear the streets. Council President Conlin asks all to remember the Mayor in their prayers, as he is ill with pneumonia. Mr. Charles K. White said the people of Jeffersonville should be glad to have the street department they have. They are doing a good job and any that complain should call him. Mr. Charles White said the street department trucks were in his subdivision and are there under all types of conditions. Them being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 7:26 P.M., seconded by Councilperson Frantz, passing unanimously. MAYOR THOMAS R.
