COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
DECEMBER 21, 1998
The Common Council of the City of Jeffersonville met in the Mayor's Conference Room in
the City-County Building, Jeffersonville, Indiana, at 5:00 P.M. on the 21st day of December, 1998.
The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara
Hollis at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as
Councilperson Williams gave the invocation. Mayor Galligan asked all those present to join him in
the pledge of allegiance to the flag.
The roll was called and those present were Couneilpersons John Perkins, Ron Ellis, Donna
M. Frantz, Barbara Wilson, Andrew Williams III, and Vicky Conlin.
Absent: Councilperson Peggy Knight Wilder.
Mayor Galligan presented Ordinance No. 98-OR-83, An Ordinance Changing The Zoning
Map Designation Of A Certain Tract Of Property Located At 4717 Watson-Sellersburg Road From
R-1 To B-3 for the third and final reading. Councilperson Perkins made the motion to pass
Ordinance No. 98-OR-83 on the third and final reading, seconded by Council President Conlin,
passing unanimously
Council President Conlin made the motion to pass Ordinance No. 98-OR-91, An Ordinance
Transferring Certain Funds Within Same Department (Local Roads & Streets) on the third and final
reading, seconded by Councilperson Frantz, passing unanimously.
Council President Conlin made the motion to pass Ordinance No. 98-OR-92, An Ordinance
Transferring Certain Funds Within Same Department (Vehicle Maintenance) on the third and final
reading, seconded by Councilperson Williams, passing unanimously.
Councilperson Wilson made the motion to pass Ordinance No. 98-OR-93, An Ordinance
Transferring Certain Funds Within Same Department (Common Council) on the third and final
reading, seconded by Councilperson Perkins, passing unanimously.
Councilperson Perkins made the motion to pass Ordinance No. 98-OR-94, An Ordinance
Transferring Certain Funds Within The Same Department (Building Commission) on the third and
final reading, seconded by Council President Conlin, passing unanimously.

Councilperson Perkins made the motion to pass Ordinance No. 98-OR-95, An Ordinance
Transferring Certain Funds Within The Same Department (Mayor) on the third and final reading,
seconded by Councilperson Williams, passing unanimously.
Councilperson Frantz made the motion to pass Ordinance No. 98-OR-96, An Ordinance
Transferring Certain Funds Within Same Department (Local Roads and Streets) on the third and final
reading, seconded by Councilperson Williams, passing unanimously.
Councilperson Frantz made the motion to pass Ordinance No. 98-OR-97, An Ordinance
Transferring Certain Funds Within Same Department (Personnel) on the third and final reading,
seconded by Council President Conlin, passing unanimously.
Councilperson Frantz made the motion to pass Ordinance No. 98-OR-98, An Ordinance
Transferring Funds Within Same Department (Police Department) on the third and final reading,
seconded by Council President Conlin, passing unanimously.
Councilperson Perkins made the motion to pass Ordinance No. 98-OR-99, An Ordinance
Redefining Health Insurance Benefits For Retirees Of The City Of Jeffersonville on the third and final
reading, seconded by CouncilpersonEllis. City of Jeffersonville Agent ofRecord Keith McGraw
presented and explained several charts regarding the status of the insurance fund for 1996, 1997, and
1998. The City contribution and the employee contribution have remained flat while the numbers of
participants have increased. Council President Conlin spoke with previous Agent of Record Cooper
and she would like to study this further. Agent McGraw stated the day could come when there would
be more retirees on the plan than active employees. The question of raising the employee
contribution was discussed. Attorney Sedwick Galligan stated Clarksville pays $200 per month
toward the retirees premiums. Councilperson Perkins looks at this as deferred compensation for
those that retire from the City. Deputy Mayor McCauley suggests, if looking at a deferred
compensation plan, to look into a plan where costs could be predicted. General discussion followed.
The vote to pass Ordinance No. 98-OR-99 was tied at 3-3, with Councilperson Conlin, Williams, and
Frantz voting nay. Mayor Galligan voted nay with the motion to pass Ordinance No. 98-OR-99
failing. Mayor Galligan would like to take the time to study this and do it correctly. Council
President Conlin would like to have a committee to work on this. The committee will include
Councilpersons Conlin and Perkins, Firefighters Carter and Decker, and Patrolman Gavin.

Mayor Galligan presented a claim for a track in the amount of $24,647 that would replace the
truck currently driven by John Lewis. Councilperson Conlin asked if there would be funds left to buy
the tarps for the trucks. Mayor Galligan answered yes. Council President Conlin made the motion
to approve the claim, seconded by Councilperson Williams, passing on a vote of 5-1, with
Councilperson Ellis voting nay.
Attorney Sedwick Galligan presented and explained Resolution No. 98-R-35,~A Resolution
Requesting Adjustments To The City Of Jeffersonville 1999 Budget. Mayor Galligan has received
a copy of a letter signed by three councilpersons, requesting the general fund budget be reduced by
$300,000. The request for the hydrant billing to be included on the water bills has not been approved.
Councilperson Perkins wants to make sure the amount paid for fire hydrants is removed from the
general fund if taxpayers are paying for the hydrants. Councilperson Frantz stated it was discussed
in workshop to use these funds, if available, for the proposed aquatic center. Mayor Galligan said
all need to be on the same page. Following all discussion, Council President Conlin made the motion
to pass Resolution No. 98-R-35~seconded by Councilperson Williams, passing unanimously.
There being no further business to come before the Council, Councilperson Perkins made the
motion to adjourn at 6:25 P.M, seconded by Councilperson Ellis, passing unanimously.

According to it's authors in Congress, Medicare
was designed to be "fiscally responsible."
Members of Congress and government actuaries
attempted to project both cost and revenues into
the future.
In 1965, the House Ways and Means Committee
reported that" Congress has very carefully
considered the cost aspects of the proposed
insurance system and very strongly believes that
the new insurance program should be developed
on a conservative basis."
Initial cost projections proved to be wildly
wrong. For example, federal actuaries projected
that a hospital stay would cost $155 per day in
1985 and that Medicare cost would reach $12
billion by 1990. Instead, the cost of a hospital
stay reached $600 per day in 1985, and
Medicare cost reached $107 billion by 1990.,
