OF JEFFERSONVILLE, INDIANA
OCTOBER 199 1998
The Common Council of the City of Jeffersonville met in regular session in the Multi-PurPose
Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:10 P.M. on the 19th day of
October, 1998.
The meeting was called to order by Mayor Thomas R. Gailigan, with Clerk and Treasurer C.
Richard Spencer Jr. at the desk. Mayor Galligan welcomed all in attendance, asking ail those present
to stand as Councilperson Ellis gave the invocation. Mayor Gailigan asked all those present to join
him'in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna
M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams III, and Vicky Conlin.
Absent: None.
Mayor Galligan presented the minutes of the meeting of October 5, 1998 for consideration
by the Council. Councilperson Ellis made the motion to approve the minutes as presented, seconded
by Councilperson Wilson and carried unanimously.
Clerk and Treasurer Spencer presented the claim list for consideration by the Council.
Following ail discussion, Councilperson Perkins made the motion to approve the claims as presented,
seconded by Council President Conlin, passing unanimously.
Mr. Charles K. White commented on Councilperson Perkins questions on A T & T long
distance. Mr. White said there is a need to watch your phone bills.
Ms. Kathy Haller, Department of Redevelopment Consultant, presented Resolution No. 95-R-
31, A Resolution Regarding The Establishment Of The Keystone Industriai Park Economic
Development Area, stating passage would be the finai action. Redevelopment Director Phil
McCauley commented on traffic flow, saying bids have been let for the bridge. The number of new
jobs was discussed. Following all discussion, Council President Conlin made the motion to pass
Resolution No. 98-R-31, seconded by Councilperson Frantz, passing unanimously.
Attorney Sedwick Gailigan presented Ordinance No. 98-OR-66, An Ordinance Of Additional
Appropriation (General Fund-Building Commission) which has been advertised for a public hearing.

Attorney Sedwick Galligan said the amount requested is a high estimate. Councilperson Wilder made
the motion to suspend the roles for Ordinance No. 98-OR-66, seconded by Councilperson Williams,
passing unanimously. Councilperson Wilder then made the motion to pass Ordinance No. 98-OR-66
on all three readings, seconded by Councilperson Williams. There being no comments, Ordinance
No. 98-OR-66 passed unanimously.
Attorney Sedwick Galligan presented Ordinance No. 98-OR-67, An Ordinance Transferring
Certain Funds Within Same Department (Fire Department). Fire Chief Mike Smith explained the need
for the transfers is to purchase a replacement truck. Councilperson Perkins made the motion to pass
Ordinance No. 98-OR-67 on the first and second readings. Councilperson Ellis stated he did drive
the truck at normal speed and will support passage on the first and second readings. He will go on
a higher speed ride before the next meeting. Chief Smith invited all to visit at any time. The motion
to pass Ordinance No. 98-OR-67 passed unanimously on the first and second readings.
Council President Conlin thanked the Jeffersonville High School students at the meeting for
attending.
Councilperson Perkins questioned the digging in Warder Park. Mayor Galligan explained the
digging is for a drain line. Councilperson Perkins has received calls of concern about an above-
ground pool on Center Street. Councilperson Wilson has called the Building Commissioner regarding
this same situation and was told a letter has been written.
Councilperson Ellis received a call from Mrs. Mathews inquiring when the work would be
done in her area. Mayor Galligan said it would be done in the next seven days.
Councilperson Wilder says thanks for the Hamburg Pike - New Albany Charlestown Pike
intersection work. It has made an incredible difference.
Councilperson Wilson inquired about the resurfacing on Poppy Place. Mayor Galligan
answered it would get done this year. Councilperson Wilson reminds all of Halloween Downtown
this coming Monday night. Trick or treat night will be Saturday, October 31.
Councilperson Williams has been asked about the truck for the Street Commissioner. He feels
a standard half ton would be appropriate. Council President Conlin said tarps are needed before a
new truck. Mayor Galligan said one of the anSwers to the question of how can the City enforce the
tarp ordinance if City tracks don't have tarps, is the City cleans up their own mess. Mayor Galligan

also stated there is going to be a police shiR commander meeting on this subject.
Councilperson Frantz said the neighbors of Hoke's have been complaining for I0 years and
she had been griping about it as long as she has been on the Council. The Building Commissioner
has been there and is doing the best he can. Attorney Sedwick Galligan explained what has happened
in the past when the case was taken to court. Discussion continued. Councilperson Frantz asked
if the nuisance ordinance is going to be amended regarding the number of police calls. Councilperson
Perkins would also like to amend the abandoned or unlicensed vehicles on public or private property
ordinance.
Mayor Galligan would like all to go out and look at the new animal shelter as it is under roof
now. This is a real nice facility. They are getting ready to run the sewer line and pave the parking
lot. This is going to be a first-class shelter. Mayor Galligan reported on workshops he attended at
the recent Indiana Association of Cities and Towns Conference. One of the areas discussed was
limiting annexation. One of the problems is that cities do not stress their case to legislatures.
Annexation was discussed. Councilperson Wilder feels there are a lot of areas in the annexed areas
that need to have work done before any new areas are annexed. Mayor Gailigan spoke before the
Tax Commission about double taxation. Another point discussed was the consideration of capping
the levy increase to the cost of living. He did speak against this. Funding for the inner city road was
also discussed. Mayor Galligan said 8t~ Street will be repaved.
There being no further business to come before the Council, Councilperson Perkins made the
motion to adjourn at 8:10 P.M., seconded by Councilperson Ellis, passing unanimously.
