HomeMy WebLinkAbout07-14-98COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE ~ITY OF JEFFERSONVILLE, INDIANA JULY 14, 1998 The Common Council of the City of Jeffersonvilte met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 14th day of July, t998. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Mayor Galligan welcomed all in attendance, asking all those present to stand as Councilperson Ellis gave the invocation. Mayor Galligan asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Donna M. Frantz, Peggy Knight Wilder, Barbara Wilson, Andrew Williams IH, and Vicky Conlin. Absent: None. Mayor Galligan presented the minutes of the meetings of June 8, and June 15, 1998 for consideration by the Council. Councilperson Ellis made the motion to approve the minutes as presented, seconded by Councilperson Wilson and carried unanimously. Clerk and Treasurer Spencer presented the claim list for consideration by the Council, explaining additional claims. Following all discussion, Councilperson Perkins made the motion to approve the claims as presented as well as the additional, seconded by Councilperson Williams, passing unanimously. Mr. Charles K. White questioned one of the presented claims. Mr. White also expressed concern for children working in the intersections collecting for charities. Mayor Galligan is concerned also and stated collections in the intersections will probably not be allowed in the future. Ms. Phyllis Lowe, speaking for some of the residents on Lynndale Drive, said they want to know of any meetings regarding Haven House. She is also concerned for the speed limit on Lynndale. Mayor Galligan feels Ms. Lowe is speaking of the purchase ora motel to be used for the homeless and explained he does not think there will be a problem. If money was made available to Ms. Anderson to purchase the motel there would be no way to stop her as that is free trade. If the July 14, 1998 Page 2 of 4 City would be asked to endorse a grant application that would come before the Council. Ms. Lowe also questioned the change of Lyrmdale Drive to Avenue. Mayor Galligan said there has not been a change made by the City. Mr. Alan Applegate, Attorney representing Fountain Crest LLC, appeared before the Council to request passage of Ordinance No. 98-OR-44, An Ordinance Changing The Zoning Map Designation OrA Certain Tract Of Property Located In The 4400-4500 Block Of Hamburg Pike From B-1 To R-2. Attorney Applegate explained 14 duplex units will be constructed. The Plan Commission gave a favorable recommendation to the rezoning. Following all discussion, Councilperson Perkins made the motion to pass Ordinance No. 98-OR-44 on the first and second readings, seconded by Councilperson Frantz, passing unanimously. Attorney Sedwick Galligan presented Ordinance No. 98-OR-43, An Ordinance Amending Certain Portions Of Section 2 Of Ordinance No. 97-OR-33 (Sewage Department) for the third and final reading. This additional employee has been recommended by Manager Bob Goldman. Discussion followed regarding when the two current employees of the collection office will be retiring. Mayor Gall/gan explained when the two current employees retire one will be hired. At the conclusion of all discussion, Councilperson Frantz made the motion to pass Ordinance No. 98-OR-43 on the third and final reading, seconded by Councilperson Williams, passing unanimously. Attorney Sedwick Gall/gan presented and explained Ordinance No. 98-OR-45, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 97-OR-33 (Sewage Department). Following all discussion, Councilperson Perkins made the motion to pass Ordinance No. 98-OR-45 on the first and second readings, seconded by Council President Conlin, passing unanimously. Attorney Sedwick Galligan presented Ordinance No. 98-OR-46, An Ordinance Authorizing Thelssuance Of Not To Exceed $1,800,000 Aggregate Principal Amount Of Variable Rate Demand Economic Development Revenue Bonds, Series 1998 (Scansteel Service Center, Inc. Project) Of the City Of Jeffersonville, Indiana, explaining the City will have no liability. Councilperson Perkins made the motion to suspend the roles for Ordinance No. 98-OR-46, seconded by Council President Conlin, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 98-OR-46 on all three readings, seconded by Council President Conlin, passing unanimously. Ordinance No. 98-OR-47, An Ordinance Fixing Basic Salaries Of Appointed Officers And July 14, 1998 Page 3 of 4 Employees Of The City Of Jeffersonville, Indiana For The Year 1999 was presented. Following discussion, Councilperson Perkins made the motion to suspend the rules for Ordinance No. 98-OR- 47, seconded by Council President Conlin, passing unanimously. Councilperson Perkins then made the motion to pass Ordinance No. 98-OR-47 on all three readings, seconded by Council President Conlin, passing unanimously. Mayor Galligan referred to a request from Street Con~nissioner Bobby Ervin for an additional appropriation for overtime. This request is due to the snow storm and the amount of storm damage this spring. Councilperson Perkins noted most citizens have more occasion to call the street department than the police or fire. This department has improved over the years. CouncilpersOn Perkins made the motion to pass Resolution No. 98-R~20, A Resolution To Advertise For An Additional Appropriation (Motor Vehicle), seconded by Councilperson Ellis, passing unanimously. Com~cil President Conlin noted there will be a public heating on Campaign Finance Reform tomorrow at 6:00 P.M. at Wall Street Church. The Council will hold budget workshops on August 10, 11, and 13 at 6:00 P.M. and August 17 at 5:00 P.M. She thanks the Clerk Treasurer's Office for their work on the salary ordinance. Councilperson Perkins announced plans for the Family Fest to be held August 8 are progressing. He reviewed several of the groups that will be participating. Councilperson Ellis asked the press to give some publicity to the tarp ordinance. Input is needed from owners and operators. Councilperson Wilson reminded all of the Windjammer concert this Friday at 7:00 P.M. on the Riverfront. Councilperson Wilson also spoke of the scheduled activities for JeffFest. Councilperson Williams is looking for an acoustical guitarist for the JeffFest. Mayor Galligan praised two police officers for their recent work. Officer Grimes stopped a robbery at Kingfish and apprehended the suspect following a chase. Officer Carter stopped a car full of stolen property which led to the recovery of additional stolen merchandise. Agroup of detectives from Columbia, Missouri traveled to Jeffersonville this past weekend to apprehend a suspect. They were totally impressed with the cooperation of the Jeffersonville detectives and were very complimentary. All departments of the City deserve compliments. Mayor Galligan noted New Albany is going to a credit card system for vehicles to track gasoline usage. Jeffersonville has been July 14, 1998 Page 4 of 4 doing this in-house. A lot of good things are being done. Councilperson Ellis would like to commend Jim Urban, Mike Ewton, and the Fire Department for their participation in Repair Affair. Mayor Galligan stated work will begin next week on Highway 62. There will be some inconvenience during construction which will last 4 to 5 months. A letter has been prepared allowing for properly submitted claims drawn on the Animal Shelter Building Fund to be paid weekly. He asks the Council to sign this. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 8:00 P.M., seconded by Councilperson Ellis, passing unanimously.
