HomeMy WebLinkAbout06-15-98COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA JUNE 15, 1998 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose }Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 15th day of June, 1998. The meeting was called to order by Council President Conlin, with Clerk and Treasurer C. Richard Spencer Jr. at the desk. Council President Conlin welcomed all in attendance, asking all those present to stand as Councilperson Ellis gave the invocation. Council President Conlin asked all those present to join him in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Barbara Wilson, Andrew Williams 1II, and Vicky Conlin. Absent: Councilpersons Peggy Knight Wilder and Donna M. Frantz.. Clerk and Treasurer Spencer presented the claim list for consideration by the Council, explaining additional claims. Following all discussion, Councilperson Perkins made the motion to table the claim for Metzger Electric, approve the other claims as presented as well as the additional, seconded by Councilperson Wilson, passing unanimously. There was no public comment. Councilperson Perkins made the motion to pass Ordinance No. 98-OR-37, An Ordinance Changing The Zoning Map Designation Of A Certain Tract Of Property Located At Middle Road Adjacent To 4508 From Agricultural To I-1 on the third and final reading, seconded by Council President Conlin, passing unanimously. Councilperson Ellis made the motion to pass Ordinance No. 98-OR-38, An Ordinance Changing The Zoning Map Designation Of A Certain Tract Of Property Located At 4508 Middle Road From Agricultural To I-1, on the third and final reading, seconded by Councilperson Perkins, passing unanimously. Council President Conlin made the motion to pass Ordinance No. ~JS-OR-39, An Ordinance Annexing Contiguous Territory By Voluntary Petition, on the third and final reading, seconded by Councilperson Williams, passing unanimously. June 15, 1998 Page 2 of 3 Councilperson Wilson made the motion to pass Ordinance No. 98-OR-40, An Ordinance Creating An Independent Jeffersonville Municipal Purchasing Agency, on the third and final reading, seconded by Council President Conlin, passing unanimously. Councilperson Williams made the motion to pass Ordinance No. 98-OR-36, Storm Drainage, 'Erosion And Sediment Control Ordinance on the third and final reading, seconded by Councilperson Perkins, passing unanimously. Mayor Galligan arrives at the meeting. Councilperson Wilson made the motion to pass Ordinance No. 98-OR-41, An Ordinance Establishing Certain Rules And Policies For The Jeffersonville Board Of Public Works & Safety Purchasing Agency on the third and final reading, seconded by Councilperson Williams, passing unanimously. Attorney Sedwick Galligan presented Ordinance No. 98-OR-42, An Ordinance Requiring Vehicle Loads To Be Secured. Councilperson Ellis stated this is in the interest of the people of Jeffersonville, particularly those on Spring Street and Hamburg Pike. Councilperson Ellis made the motion to pass Ordinance No. 98-OR-42 on the first and second readings, seconded by Council President Conlin, passing unanimously. Attomey Sedwick Galligan introduced Resolution No. 98-OR-43, A Resolution Of The City Of Jeffersonville, Indiana Approving The Transfer Of The Cable Television Franchise. Mr. Bob Lillie, General Manager, Insight Communications, explained the forming of a joint partnership between TCI and Insight. Following discussion, Councilperson Perkins made the motion to table Resolution No. 98-R-19, seconded by Councilperson Ellis, passing unanimously. Mr. Lillie was asked to attend the workshop to be held June 29, 1998 at 6:00 P.M. Attorney Sedwick Galligan presented Ordinance No. 98-OR-43, An Ordinance Amending Certain Portions Of Section 1 Of Ordinance No. 97-OR-33 (Sewage Department). The object in hiring a new employee in the collection office is to prepare for the retirement of one employee at the end of this year and the retirement of the other employee at the end of 1999. At the conclusion of all discussion, Councilperson Perkins made the motion to pass Ordinance No. 98-OR-43 on the first and second readings, seconded by Council President Conlin, passing unanimously. Council President Conlin reminded all of the June 29 workshop at 6:00 P.M. and the July 14, June 15, 1998 Page 3 of 3 1998 meeting. Council President Conlin attended Councilperson Ellis' first sermon this past Sundaym She congratulates Reverend Ellis. Councilpe~son Perkins reminds all of the Family Fest that will be held August 8. He anticipates a good turnout. The same concept as the last two years will be used. Golf teams were kliscussed. Councilperson Ellis apologizes to Councilperson Wilson for not informing her about his sermon. He thanked the Mayor, City Attorney, and other Councilpersons for being there to support him. Councilperson Wilson reminds all of the Concerts In The Park, and that help is needed for Family Fest. Councilperson Williams believes t.he program for a police officer at JeffHigh is a good idea. Mayor Galligan explained the paving work being done on Spring Street. There being no further business to come before the Council, Councilperson Perkins made the motion to adjourn at 7:35 P.M., seconded by Councilperson£11is, passing unanimously. ,.'? MAYOR THOMAS R.
