HomeMy WebLinkAbout05-04-98COUNCIL PROCEEDiNGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA MAY 4, 1998 The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:15 P.M. on the 4th day of May, 1998. The meeting was called to order by Mayor Thomas R. Galligan, with Deputy Clerk Barbara Hollis at the desk. Mayor Gailigan welcomed all in attendance, asking ail those present to stand as Coundlperson Williams gave the invocation. Mayor Galligan asked ail those present to join him in the pledge of ailegiance to the flag. The roll was called and those present were Councilpersons John Perkins, Ron Ellis, Barbara Wilson, Andrew Williams III, and Vicky Conlin. Absent: Councilpersons Donna M. Frantz and Peggy Knight Wilder. Mayor Galligan presented the minutes of the meetings of April 6, 1998 and April 20, 1998 for consideration by the Council. Following corrections, Councilperson Perkins made the motion to approve the minutes as corrected, seconded by Councilperson Williams and carried unanimously. Deputy Hollis presented the claim list explaining two additionai claims, for consideration by the Council. The claim to L. D. Rice listed under the Council budget was discussed. Following all discussion, Councilperson Perkins made the motion to table the claim to L. D. Rice in the Council budget, approving all other claims as well as the additional, seconded by Councilperson Ellis, passing unanimously. Mr. Mike Hutt recently listened to a WHAS Radio traffic report that stated Jeffersonville police were in a pursuit in Louisville and asked if this was the truth. Mayor Galligan said this was not true, that perhaps the reporter should have said Jeffersontown. Deputy Mayor Phil McCauley addressed the Council in regard to Ordinance No. 98-OR-31, An Ordinance Amending Certain Portions Of Section 1 of Ordinance No. 97-OR-33 (Department of Redevelopment). Deputy McCauley explained the need for a full-time employee in the Department of Redevelopment by explaining the areas that need attention such as pursuing an enterprise zone for May 4, 1998 Page 2 of 3 downtown Jeffersonville, general communication, tax abatement compliance, the inner-city road project and economic development. The salary would not be paid from City funds, but with PILOT funding from the Housing Authority. Councilperson Perkins questioned if these areas could by pursued by Carroll Gowens or Phil Bates. Deputy McCauley said these two devote their efforts to the Housing Authority. Deputy McCauley did say that Mr. Gowens was a help to him in his first year. Councilperson Perkins made the motion to pass Ordinance No. 98-OR-31 on the first reading, seconded by Council President Conlin, passing unanimously. Ms. Kathy Hailer of the Department of Redevelopment, spoke to the Council in support of Resolution 98-R-13, A Resolution Regarding The Establishment Of The Galvstar Economic Development Area, explaining the procedures followed to this point. Council President Conlin made the motion to pass Resolution No. 98-R-13~ seconded by Councilperson Williams, passing unanimously. Councilperson Williams noted several students from leffersonville High School and Providence High School in the audience, thanking them for attending and inviting them to return Councilperson Wilson reminds all to vote. The Concerts In The Park will start May 15, at 7:30 P.M. with the Jeffersonville High School Band. Councilperson Perkins inquired if there had been any action fixing the retaining wall at Court Avenue and the Cemetery? Mayor Galligan responded by saying Engineer Miller has looked at this and they are now waiting for the rain to stop. Council President Conlin was able to speak at Parkview Junior High School and at Providence recently for Cycle. Mayor Galligan and Council President Conlin will be meeting with Clark County Youth Coalition. It is hoped to start a Youth Advisory Board. If any are interested please get in touch. Mayor Galligan welcomes the students, inviting them to come again. He advises the students to get involved and vote, to know who they are voting for, and to get educated on what is going on. Mayor Gallign expressed a need to look at how much Deputy McCauley makes as he is overworked and underpaid. There is a lot going on and there is a need to keep it going on. It is hoped to settle with the Finns soon. Mayor Galligan received a compliment on one of his department heads. The attempt was made to hire him away by offering him $20,000 more. May 4, 1998 Page 3 of 3 Councilperson Perkins was just handed something that totally stresses him out. This is about the possibility ora methadone clinic on West Market. He asks how much more can downtown Jeff handle? Mayor Galligan understands Councilperson Perkins' concerns and is trying to deal with the situation. He hopes it does not happen. There being no further business to come before the Council, Councilperson Ellis made the motion to adjourn at 7:45 P.M., seconded by Councilperson Perkins, ,assing unanimously.
