HomeMy WebLinkAbout1970-OR-28 ORDINANCE NO. 70-01t-28 An Ordinance Approving the Co~t?~.cti~n and Leasing of Industrial Faczlitzes Dy the Jeffersonville Economic Development Co~mission WHEREAS, heretofore , on November 2, 1970, the Common Council of the City of Jeffersonville, Indiana, passed a Resolution, numbered "70-R-19", approving certain findings made by the Jeffersonville Eco- nomic Development Commission, thereby authorizing said Commission to enter into preliminary negotiations with prospective industrial, commercial and/or recreational enterprises, for the purpose of con- structing and leasing of facilities to such enterprises, and, WHEREAS, the Jeffersonville Economic Development Commission has heretofore submitted reports of its negotiations with National Service Industries, Inc., and its subsidiary corporation, Atlantic Envelope Company, together with its estimates of desired public services, number of jobs to be made available, amount of payroll and such other data set forth in the Acts of the Indiana General Assembly of 1965, Ch. 402, Secs~ 12 and 13, page 1255, to the Greater Clark County School Corpora- tion on November 10, 1970, and to the Clark County Plan Commission on November 11, 1970, each having jurisdiction over the area in which such proposed facility would be built, and, WHEREAS, the Greater Clark County School Corporation and the Clark County Plan Co~m~ission have each formulated their written comments con- cerning such estimates and proposals, generally stating that such pro- posed facility would not interfere with the general business of said Greater Clark County School Corporation and the Clark County Plan Com- mission, and submitted the same to the Clerk of the City of Jefferson- ville on December 7, 1970, and, WHEREAS, the aforesaid report of the Jeffersonville Economic Development Commission, and the written cormnents of the Greater Clark County School Corporation and the Clark country Plan Commission having each this day been submitted to this Common Council by the Clerk, copies of which are attached hereto and made a part hereof, and being fully advised in the premises, NOW, THEREFORE, BE IT ORDAINED by the Common Council of the City of Jeffersonville, Indiana, that the proposed project of the Jefferson- ville Economic Development Commission to construct and lease an indus- trial facility to National Service Industries, Inc., and/or its sub- sidiary, Atlantic Envelope Company, be, and the same hereby is, approved; and that said Commission be, and it hereby is, authorized to enter into a preliminary agreement with National Service Industries, Inc., and/or its subsidiary corporation, Atlantic Envelope Company, in the nature of a conditional commitment to enter into a lease and to do such other acts and things as provided by the Acts of the Indiana General Assembly of 1965, Ch. 402, Sec. 1 et seq., entitled "Municipal Economic Develop- ment Act of 1965". This ordinance shall be in full force and effect from and after its passage and approval by the Common Council. Braun Clerk of City of Jeffersonville City-County Building Jeffersonville, Indiana This is to advise that the Jeffersonville Economic Development Commission submitted its report of negotiations with National Service Industries, Inc., and its subsidiary, Atlantic Envelope Company, a copy of which is attached hereto, to the Board of Directors of Greater Clark County School Corporation, at a regular meeting held on November 10, 1970, pursuant to provisions of the Acts of the Indiana General Assembly of 1965, Chapter 402, Sec. 13, page 1255 (Burns' Statutes 48-8713). Upon reviewing said report, and being sufficiently advised concerning the same, it is the opinion of the Greater Clark County School Corporation that the construction of the proposed facility, the location thereof, the number of employees to be employed therein, and all other matters stated in said report, will not affect the efficient operation of schools, or school business, within our juris- diction in any manner, and that this school corporation has no adverse interest to said proposal of the Jeffersonville Economic Development Commission. That pursuant to said negotiations, the land sought to be ac- quired will consist of approximately 4% acres, situated just outside the presen~ Corporate boundaries of the City of Jeffersonville, Indiana, on State Road No. 31-E. A building, consisting of approximately 50,000 square feet, for manufacturing, storage and distribu=ion of products would be constructed thereon. Both land and building are estimated =o cost $500,000.00. Upon reviewing said report, and being sufficiently advised in the premises, it is the opinion of the Clark County Plan Commission that the proposed facility is to be constructed upon land already zoned for industrial use; that there are adequate highways leading to and from said proposed facility; that the number of employees to be employed therein will not materially affect existing traffic patterns and use; that all needed public utilities are already available; that said proposed facility will not adversely affect the present and future efficient land use of adjacent and surrounding property, and that it would be in the best public interest that said facility be constructed and employment commenced as proposed in said report.
