The Common Council of the City of Jeffersonville, Indiana met in regular session m'the

The meeting was called to order by Mayor Thomas R. Galligan, with Clerk Trea er

Peggy Wilder at the desk. Also present were City Attorney Anne Marie Galligan, and Del~uty
Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those presen~t to

stand as Reverend Larry Martin gave the invocation. Mayor Galligan then asked all tt~°se
present to join him in the pledge of allegiance to the flag. from the
Reverend Martin introduced Jonathon Hayke and a group of students
Philippines. The group performed several songs for the Council.
The roll was called and those present were; Councilpersons Les Merkley, Ron llis,
Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms, and Vieki Conlin.
Absent: None.
Councilperson Waiz made the motion to approve the agenda as presented, seconde~ by
Councilperson Merkley, passing unanimously.
Mayor Galligan presented the minutes of the meeting of May 20, 2002 for consider~/tion

Clerk Treasurer Wilder presented the claim list for consideration by the Cotthcil.

PUBLIC COMMENT:
Mr. Larry Wilder, Chairman of the Jeffersonville Bi-Centennial Committee appeared
before the Council with a review of the planned activities. Chairman Wilder informedI!the
Council the Jeffersonville F.O.P. has donated $12,000 for the celebration~ Samples of the b[ads
that will be thrown during the parade were given to the Council.

AGENDA ITEMS:
Mr. Dustin White, Assistant to the Mayor, appeared before the Council to invite all to the
meeting on June 6, 2002 at 8:00 A.M. to hear the report f~Om Hyatt Palrna Consulting Ifor
downtown. Mr. White then informed the Council of a meeting that took place regard?g
Landsden Park Pool. The community with the cooperation of the City is working to open the
pool. anlc
Resolution No. 2002-R-18, A Resolution Of The Jeffersonville Common Co il
Describing Jeffersonville Floating Stage Project And Requesting Funds From The Clark-Fl~Yd
Counties Convention And Tourism Bureau was presented for consideration. Mayor Galli~an
stated his best estimate ora cost to do is between $8,000 and $10,000. The City will hav~ to
store it in the winter and that may be a cost. Councilperson Conlin made the motion to pass
Resolution No. 2002-R-18, seconded by Councilperson Waiz. Councilperson Grooms made'lthe
motion to amend the 5th paragraph to indicate funding thru Jeffersonville Floating Stage ~ark

funds over the initial investment would come from. Mayor Galligan said he did not know What
the cost will be, and there is no way to know until the initial cost of the barge is known. MAyor
Galligan is hoping for corporate sponsors. Councilperson Grooms asked if this will beI!the
responsibility of the Council. Mayor Galligan explained it would be the Mayor and Boar~l! of
Public Works working with the Parks Department. Councilperson Grooms then made the mo{tion!
to further amend the Resolution in paragraph 3 to Parks & Recreation "will" raise and acquire
additional funds, seconded by Councilperson Conlin. The motion to amend passed on a votle! of
6-1. Councilperson Ellis voted no. The motion to pass Resolution No. 2002-R-18 as amerlded
passed on a vote 0£5-2. Councilpersons Ellis and Wilson voted against passage.
Clerk Treasurer Wilder presented Resolution No. 2002-R-20, A Resolution To Adve ~tise
For An Additional Appropriation (General Fund - Hospitalization), explaining the need for
passage. Clerk Treasurer Wilder asked the Council to schedule a workshop to review funding! of
hospitalization. Councilperson Conlin questioned the stop loss staying the same. Councilpe~son!
Waiz and Mayor Galligan explained it was a vote of the Board of Public Works and Sal~ety.
Councilperson Grooms made the motion to pass Resolution No. 2002-R-20, seconded by
Councilperson Waiz, passing unanimously.

COUNCIL AND MAYOR COMMENTS:
Councilperson Merkley reminded the Council of the Bi-Centennial Parade on Thur: i~aY
at 6:00 P.M. The council will ride on the old fire track. I
Councilperson Ellis asked when work on the budget will start. Clerk Treasurer Wilder
would like to discuss a budget calendar at the workshop.
Councilperson Wilson asked all not to forget the Concerts In The Park.
Councilperson Grooms asked Mayor Galligan to commem on the problem of frs.
Rockey on Sharon Drive. Mayor Galligan said the problem has not been resolved, saying aRer-!
the fact variances are not approved. Councilperson Waiz said he and Building Commissi0ner!
Gavin went to the property and determined it is off by 4 inches. The property will be surveyed.
Councilperson Ellis asked is there is an Ordinance for contractors in this type of situation. ~ity
Attorney Galligan said it could be put on the books but it would be hard to enforce.
Council President Frantz set the workshop for Monday, June 10, 2002 at 6:00 P.M. i~ the
Mayor's Conference Room.
Mayor Galligan said the new Aquatic Center is a "big hit". Parking has been a protc em.
Mayor Galligan said Scott Funeral Home is a nice addition to Jeffersonville. The work on ~ 0th
Street is ready to start. There will be detours and stopped traffic. The l0th and Spring Street area
will be closed to lay pipe within the next 30 days.
There being no further business to come before the Council, the meeting was adjo~ led
