COUNCIL PROCEEDINGS OF THE
COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
October 15, 2001
The Common Council of the City of Jeffersonville, Indiana met in regular session in
Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana at 7:00 P.
on the 15th day of October, 2001.
The meeting was called to order by Council President Les Merkley with Deputy C1
Barbara Hollis at the desk. Council President Merkley welcomed all in attendance, asking
those present to stand as Councilperson Ron Ellis gave the invocation. Council Presid
Merkley then asked all those present to join him in the pledge of allegiance to the flag.
The roll was called and those present were; Councilpersons Les Merkley, Ron E!
Denny Frantz, Rob Wa[z, Barbara Wilson, Ron Grooms, and Vicki Conlin.
Absent: None.
Councilperson Conlin made the motion to approve the agenda as presented, seconded
Councilperson Wilson, passing on a vote of 6-0. Council President Merkley did not vote.
Council President Merkley presented the minutes of the meeting of September 17, 2~
for consideration by the Council. A correction in the spelling of Vogler was reques

seconded by Councilperson Grooms, passing on a vote of 5-0-1. Councilperson Col
abstained and Council President Merkley did not vote. Council President Merkley presented
minutes of the meeting of September 27, 2001 for consideration of the Council. Councilper
Wilson made the motion to approve the minutes of September 27, 2001 as presented, secon
by Councilperson Conlin, passing on a vote of 6-0. Council President Merkley did not v

There was no public comment.
AGENDA ITEMS:
Couneilperson Frantz explained the employee flu shot program cost would be betw,
$700 and $1,000. Discussion followed regarding funding this program. Agent of Rec,
Culpepper Cooper said it was appropriate to pay for this program with Non-Reverting He~
Insurance funds. He further explained providing flu shots can save health 'insurance
workman's comp claims. Councilperson Grooms made the motion to provide flu shots
employees, providing payment from the Non-Reverting Health Insurance Fund, seconded
Councilperson Coulin, passing on a vote of 5-0. Councflperson Ellis voted present and Corn
President Merkley did not vote. Councilperson Grooms encouraged all to get a flu shot as s~

Memorandum With Respect To The Bonds; Authorizing Agreements To Secure Further
Payment Of Said Bonds; And Authorizing Other Actions In Connection With The Issuanc~

Councilperson Coulin made the motion to pass Ordinance No. 2001-OR-33 on the first
second readings, seconded by Councilperson Wilson passing onavote orS-0. Council Presk
Merkley did not vote.
Councilperson Conlin informed the Council the City of Jeffersonville has been awarde
$100,000 grant for the purchase of a fire truck. This will go toward the purchase of a 754
quint. Chief Smith explained the procedure for bidding. The goal is to use this truck in the ~[
area. Engine House #3 will house the truck until a new house can be build. Fire Chief Sn
asked the Council to commit $37,500 per year fi.om the Cumulative Capital Development F~
for this purchase. Councilperson Grooms made the motion to commit $37,500 t~om the 21
Cumulative Capital Development Fund, payable when necessary, seconded by Councilper
Conlin passing on a vote of 5-0. Council President Merkley did not vote.
Chief Smith said the current anthrax threat is a concern and his department is prepare~
deal with it. He doe not want to cause panic, his concern is with "copy cats" and "wannal~
Chief Smith explained a successful rescue of a potential "bridge jumper" this past Friday.

next meeting agenda.

Council president Merkley explained the need for passage of Ordinance No. 2001-£
34, An Ordinance Repealing Section 92.06 Of The Code Of Ordinances Of The City
Jeffersonville, Indiana," And Establishing Opening Burning Regulations For The City
Jeffersonville, Indiana. Following discussion, Councilperson Cordin made the motion to
Ordinance No. 2001-OR-34 on the first reading, seconded by Councilperson Waiz, passing
vote of 6-0. Council President Merkley did not vote.
COUNCIL AND MAYOR COMMENTS:
Council President Merkley announced "Halloween Downtown" will be Monday, Oct
29, 2001 fxom 6:00 P.M. to 8:00 P.M. The Council will participate. Council President Merl~
is in receipt of a letter fi:om the Falls Of The Ohio Lewis and Clark committee requestin
$1,000 donation. He will put this on the agenda for the next meeting.
Councilperson Grooms referred to a letter included in the packet from John Hartsl
requesting help in funding an Early Warning Systen~ Councilperson Grooms appreciated
Foundation participation and he would like to help in some way other than fmancial.
Deputy Clerk Hollis informed the Council the public Tax Commission hearing for
2002 budget will be at 8:30 A.M., Thursday, October 18, 2001. This is a public hearing and
are welcome.
There being no further business to come before the Council, the meeting was adjour
