HomeMy WebLinkAbout04-16-01COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA APRIL 16, 2001 The Conanon Council of the City of Jeffersonville met in regular session in the Multi-Purpos~ Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 16th day o~ April, 2001. The meeting was called to order by Mayor Thomas R. Galligart, with Clerk and Treasure] Peggy Wilder at the desk. Also present were City Attorney Anne Made Galligan, and Deputy Clerk Barbara Hollis. Mayor Galligan welcomed all in attendance, asking all those present to stand aSl Councilperson Ron Ellis gave the invocation. Mayor Galligan asked all those present to join him 'in the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Denny Frantz, Rob Waiz, Barbara Wilson, Run Grooms, and Vicki Conlin_ Absent: None. Mayor Galligan presented the minutes of the meeting of April 2, 2001 for consideration by the Council. Following a correction Councilperson Wilson made the motion to approve the mmute¢ as corrected, seconded by Council President Merkley, passing on a voice vote. , Council President Merkley asked to move agenda item #12 to #9. Councilperson Coniin made the motion to approve the revised agenda, seconded by Cotmcilperson Grooms, passing unanimously. Clerk and Treasurer Wilder presented the claim list, for consideration by the Council.! Councii President Merkley made the motion to approve the claims as presented, seconded b~ Councilperson Wa[z, passing unanimously. PUBLIC COMMENT: Ms. Victoria James, a resident of 204 Martin Circle, appeared before the Council requesting' help. There is a business being nm in her residential neighborhood. Mechanic work is being don~ on cars late at night. Mayor Galligan will get a police officer and visit the neighborhood following: the meeting. Councilperson Ellis has seen work being done in this location. Attorney Galligan noted: a citation has been issued by the Board of Public Works. April l6,2001 Page 2 of AGENDA ITEMS: Resolution No. 2001-R-11, A Resolution Approving Statement Of Benefits For Purposes Of Property Tax Abatement (Chemtmsion, Inc.) was presented for consideration. Mr. Dave Duggins,! Director of Redevelopment explained this is a correction of a previous Resolution due to a chang~ in law. CoUncilperson Ellis made the motion to pass Resolution No. 2001-R-11, seconded by Councilperson Grooms, passing on a voice vote. Resolution No. 2001-R- 12, A Resolution Of Interest In Purchasing The Property Located At 1613 East Eighth Street, Jeffersonville f/k/a Eastlawn School was introduced. Mayor Galligan sai! it is important to help the community, explaining the programs offered at this building. The City w'~ be acting only as a facilitator for CASI. The rent collected will go toward principle and interest. A Board will be set up to oversee maintenance. Councilperson Grooms attended a meeting and wa under the impression the City would not own the building. Mayor Galligan said it is preferred to hok~ the mortgage. Attorney Galligan does not believe the City can cosign. She further explained this i! not the last time the Council will have to act on this. This Resolution is a statutory step. Follo win} discussion, Council President Merkley made the motion to remove the last paragraph, seconded by Councilperson Conlin, passing unanimously. Councilperson Conlin stated it is great for social service, agencies to act as a one-stop agency. This will be a benefit to the community. Councilperson Elli! made the motion to pass Resolution No. 2001-R-12, seconded by Councilperson Conlin, passin~ unanimously. Councilperson Grooms asked if there are plans for the land. Mayor Galligan said ye~ there are plans to use the land for recreation~ ~,, Ordinance No. 2001-OR-1 I, An Ordinance Amending Certain Portions Of Ordinance N~. 2000-OR-39 was presented for consideration. Clerk Treasurer Peggy Wilder explained the change!. Cou)incilperson Waiz advised the Council the Finance Committee is in favor °f this cbT.g~- Councilperson Waiz then made the motion to pass Ordinance No. 2001'OR-11 on the first rea m~, seconded by Councilperson Frantz, failing on the following roll call vote: Ayes: Councilpersons Frantz, Waiz, and Conli~ Nays: Councilpersons Merkley, Ellis, Wilson, and Grooms. April 16, 2001 Page 3 of Councilperson Conlin feels it is important to take the mconmaendation of committees. Councilpersor Fmntz agrees. Clerk Treasurer ¥~rdder explained things between the Clerk Treasurer's Office and thc Animal Shelter are better. The remover in employees has been tremendous· Ordinance No. 2000-OR-40, An Ordinance Fixing A Schedule Of Rates And Charges To B~ Collected By The City Of Jeffersonville, Indiana, From Users And Owners Of Property Served B~ The Storm Water Utility Of Said City, Other Matters Connected Therewith And Amending Ordinances In Conflict Herewith was presented for the third reading. Councilperson Conlin mad~ the motion to pass Ordinance No. 2000-OR-40 on the third reading, seconded by Councilperso~ Waiz Councilperson Ellis explained he initially supported this Ordinance. He has been looking al the impact on the elderly and low income households and can no longer support passage, ana ' ' assessment cbxnging he cannot add an increase at this time. The effective date for the Ordinance July 1, 2001. The funds collected will be a part of the sewer funds and claims will be approved ' the Drainage Board. Councilperson Conlin said this is a hard decision to make but if the decision i! not made the City will be in even bigger trouble· She wishes prior Councils had acted on the matter[ Ordinance 2000-OR-40 passed on the following roll call vote: Ayes: Councilperson Merkley, Frantz, Waiz, Wilson, Grooms, and Conlim Nays: Councilperson Ellis. Mayor Galligan thanked the Council for passage as it will help the community tremendouslf. COUNCIL COMMENTS: Councilperson Wilson inquired about a request for a traffic signal for Mainstream. Mayo~ Galligan stated the funds are not available. Councilperson Ellis said Mr. Curry had mentioned he would spend personal money on a signal. Conncilperson Ellis has been working on a Ordinance for the towing and storage of vehicle~ distributing a copy to the Council. He asks the Council to review this before the next meeting and request it be placed on the agenda for the next meeting. ' I Council President Merkley announced a workshop for May 14 at 7:30· He also annotmce~ the Evening News will be receiving an award fi:om the State Department Of Commerce --in 18.
