HomeMy WebLinkAbout04-02-01MINUTES OF THE REGULAR MEETING OF THE COMMON COUNCIL OF THE CITY OE JEFFERSONVILLE The Common Council of the City of Jeffersonville met in regular session in the Multi-Purpose Room in the City County Building, Jeffersonville, Indiana on the 2nd day of April 2001. Mayor Tom Galligan, with Clerk Treasurer Peggy Wilder at the desk, called the meeting to order at 7:00 PM. Mayor Galligan asked that all those in attendance stand while Councilperson Ellis gave the invocation. He then asked all those present to join him in the Pledge of Allegiance. The roll was called and those Councilpersons present were Barbara Wilson, Ron Ellis, Run Grooms, and Rob Waiz and Denny Frantz. Councilperson Vicki Conlin was absent. Also in attendance was Anne Made Galligan, City Attorney. The minutes of the March 19, 2001 were presented for discussion. Councilperson Wilson asked that the date for Family Fest be corrected. Councilperson Wilson then made a motion that the minutes with the corrections be passed, seconded by Councilperson Walz, passing unanimously. The Council with no changes adopted the Agenda. Clerk and Treasurer Peggy Wilder presented the Claims for approval. Councilperson Ellis questioned the claim for the Animal Shelter. Councilperson Merkley made a motion that the claims be approved, seconded by Councilperson Frantz. Councilpersons Merkley, Frantz, Wilson, Walz and Grooms voted in favor, with Councilperson Ellis voting no. There was no public comment. Committee Reports Budget and Finance: Councilperson Walz asked that the changes discussed with the Animal Shelter Salary Ordinance be placed on the next agenda. Bank Building Committee: Council President Merldey told the Council that he expected to have a report from the Director of Redevelopment by the next Council meeting. Ordinances Ordinance 2001-OR-10, an Ordinance of Additional Appropriation for Fire Department Salaries was presented for the second reading. Council President Les Merkley made a motion that Ordinance 2001-OR-10 be approved on the second and third reading, seconded by Councilperson Waiz, passing unanimously. Resolutions Resolution 2001-R-10, A Resolution Utilizing Keystone Consulting Services, Inc. As A Software System Vendor For The City Of Jeffersonville was presented for consideration. Clerk Treasurer Peggy Wilder explained that this needed to be passed because the Keystone format had changed from Doss to a Windows Operating System. The State Board of Accounts requires ail changes in forms to be approved. Council President Merkley made a motion to pass the Resolution, seconded by Councilperson Ellis, passing unanimously. Council Comments Councilperson Grooms asked if the Board of Public Works Minutes were still being put in the Council Packets. Clerk Treasurer Peggy Wilder told the Council that she would check on this and make sure that the minutes of the Board of Public Works were included. Councilperson Grooms also had questions regarding the Prescription Drag Program. The Council then had a discussion regarding the changes in the Insurance Program. Councilperson Wilson commented that Warder Park was changing quickly. She hopes that it will be finished as quickly as it looks like it will be. Mayor Gailigan assured her that construction was on schedule. The Mayor also informed the Council that the Terraced Lawn was moving along nicely as well. Councilperson Frantz commented that he was concerned over the stop loss portion of the insurance being raised from $45,000 to $75,000. The Council then had a general discussion regarding the changes in the insurance. Mayor Galligan asked that everyone take a moment to remember Clyde Muncy, the long- time companion of First Deputy Clerk Barbara Hollis. He said that he appreciated Clyde and his contribution to the community. His thoughts and condolences are with Barbara, and asked that we keep her in our prayers during this difficult time.
