Signature ~ Date Title :d COUNCIL PROCEEDINGS OF THE COMMON COUNCIL OF THE CITY OF JEFFERSONVILLE, INDIANA MARCH 19, 2001 The Common Council of the City of Jeffersonville met in regular session in the Multi-PurposI Meeting Room in the City-County Building, Jeffersonville, Indiana, at 7:00 P.M. on the 19th day of March, 2001. The meeting was called to order by Mayor Thomas R. Galligan, with Clerk and Treasure Peggy Wilder at the desk. Also present were City Attorney Anne Marie Galligan, and Deputy Clef Barbara Ho[lis. Mayor Gailigan welcomed' all in attendance, asking all those present to stand a Councilperson Ron Ellis gave the invocation~ Mayor Galligan asked all those present to join him the pledge of allegiance to the flag. The roll was called and those present were Councilpersons Les Merkley, Ron Ellis, Dera Frantz, Rob Walz, Barbara Wilson, Ron Grooms, and Vicki Conlin. Absent: None. Mayor Galligan presented the minutes of the February 26, 2001 meeting for consideration b the Council. Councilperson Wilson made the motion to approve the minutes as presented, seconde by Council President Merkley, passing unanimously. Mayor Galligan presented the minutes of th meeting of March 5, 2001 for consideration by the Council. Councilperson Wilson made the motio to approve the minutes as presented, seconded by Councilperson Conlin, passing unanimously. Council President Merkley made the motion to approve the agenda as presented, seconde by Councilperson Conlin. It was noted the Jeffersonville F.O.P. (Item 13) asked to be removed fro~ / the agenda~ Council President Merkley would like to leave the item on the agenda to discuss a lette~ regarding the F.O.P. The motion to approve the agenda passed unanimously. Clerk and Treasurer Wilder presented the claim list with one additional claim, fc consideration by the Council, Clerk and Treasurer Wilder explained the additional claim. The clah for FreuhaufTrailer Svcs. Inc. listed under Common Council was discussed. Following explanatior and discussion, Council President Merkley made the motion to delete the claim to Freuhauf Traile seconded by Councilperson Grooms, passing with Councilperson Conlin voting nay. Counc President Merkley then made the motion to approve the claims as amended and the additional clain Page 2 of seconded by Councilperson Waiz, passing with Councilpersons Conlin and Grooms voting nay. PUBLIC COMMENT: There was no public comment. COMMITTEE REPORTS: Councilperson Waiz reported the Budget and Finance Committee met and discussed ti Animal Shelter proposed salary ordinance amendment and the Venusofi proposal. The committe recommends one change in the salary ordinance amendment. This ordinance will be presented at future date. A meeting with Venusoft has been scheduled for April 5 to look at the program an discuss phase-in options. The hardware will be bid. Discussion followed. The committee also toure the old Citizen's Bank Building on March 7, 2001. They will meet again on March 21. There were no other committee reports. ORDINANCES: Ordinance No. 2001 -OR-08, An Ordinance Of Additional Appropriation (Common Council Human Relations) was presented. Council President Merkley made the motion to pass Ordinanc No. 2001-OR-08 on the second and third readings, seconded by Councilperson Waiz, passin unanimously. Ordinance No. 2001-OR-09, An Ordinance Changing The Zoning Map Designation Of, Certain Tract Of Property Being Part Of Letter "A" Survey No. 2 Of The Illinois Grant From Old City Residential To C1: Small To Medium Scale General Commercial was presented f( consideration. City Attorney Anne Made Galligan explained the area as well as infonvSng the Counc the Plan Commission recommended the change. Following all discussion, Councilperson Cordin mad the motion to pass Ordinance No. 2001-OR-09, seconded by Councilperson Grooms, passing wil Council President Merkley voting nay. Ordinance No. 2001-OR- 10, An Ordinance Of Additional Appropriation (General Fund - Fh Department Salaries) was presented as advertised. Councilperson Conlin made the motion to pa~ Ordinance No. 2001-OR-10 on the first reading, seconded by Council President Merkley, passir unanimously. RESOLUTIONS: Resolution No. 2001-R-09, A resolution Approving An Agreement For Professional Servic~ page 3 o~. was presented. City Attorney Galligan explained the agreement. Following discussion, Counc President Merkley made the motion to pass Resolution No. 2001-R-09, seconded by Councilperso: Grooms, passing with Councilperson Conlin voting nay. Council President Merkley noted it is police and fire contract renewal time, referencing a lette he distributed to each Councilperson. Councilperson Conlin suggests bringing Phil McCauley bae to help in this. City Attorney Galligan said there was a committee but Phil McCauley did most of th negotiations, noting it is hard to negotiate with a committee. Council President Merkley asked th Council to be thinking about this. Councilperson Grooms suggests a preliminary meeting to decid ifa negotiator is needed. Council President Merkley will contact the writer of the letter, Leo Blackwell. He will set up a meeting for April with local representatives. Councilperson Frm suggests inviting the firefighters to the meeting. Councilperson Grooms made the motion to condm a workshop with the Police and Fire to begin negotiations for a new contract, seconded by Counc President Merkley, passing unanimously. Clerk Treasurer Wilder has no report at this time, but does thank the Council for adding he to the agenda. COUNCIL COMMENTS: Coungilperson Wilson announced JeffFest will be held June ~ 2001. The golftoumamet will be June ~ w~th the art show June 9 and 10. The concerts in the park will begin in the middle May. Councilperson Grooms received a call from a concerned employee regarding a letter listi~ approved pharmacies. Councilperson Grooms believes any pharmacy in Clark County that contrac with Humana can honor prescriptions. Councilperson Grooms then asked all to observe a mome~ of silence in honor of Richard Wathen's life, noting this is a sad loss. Mr. Wathen was a dedicate public service. Council President Merkley reminded all of the public forum on the drainage fee that will t held at Jeff High next Monday at 7:00 P.M. Radio station 102.3 has tentatively scheduled broadcast their morning show from the City-County Building on May 2, 2001. Council Preside Merkley announced Clerk Treasurer Wilder has prepared a form to be completed as a memorandtr of committee meetings. Clerk Treasurer Wilder explained the form. Council President Merkl{ Page 4 of asked all Councilpersons to sign a sheet with their e-mail addresses. He then called attention to e article in the February 26, 2001 edition of National Cities Weekly, asking all to review the article o] e-gov. MAYOR'S COMMENTS: Mayor Galligan infonmd the Council the sod will be laid on the Terrace Lawn this 5veek, ar Warder Park renovations have been started. Two trees have been removed and the sidewalk is ou on one side. This should be done before the concerts in the park begin. A Taste of Jeffersonville scheduled for May 17, 2001. Mayor Galligan then explained the improvements that will be made 10m Street at the entrance to the City that will improve the drainage. Discussion followed regardin the 1-65 construction.
