COMMON COUNCIL OF THE CITY
OF JEFFERSONVILLE, INDIANA
MARCH 5, 2001
The Common Council of the City of Jeffersonville met in regular session in the
Multi-Purpose Meeting Room in the City-County Building, Jeffersonville, Indiana, at
7:00 P.M. on the 5th day of March, 2001.
Mayor Thomas R. Galligan, with Deputy Clerk Sharon Wilder at the desk, called
the meeting to order. Also present was Sharon King substituting for Barbara Hollis.
Mayor Galligan welcomed all in attendance, asking those present to stand as
Councilperson Ron Ellis gave the invocation. Mayor Galligan asked all those present to
join him in the pledge of allegiance to the flag.
The roll was called and those present were Councilpersons Les Merkley, Run
Ellis, Denny Frantz, Rob Waiz, Barbara Wilson, Ron Grooms. Vicki Conlin arrived at
7:30 p.m. after attending a Boy Scout meeting.
Absent: None.
Council President Merkley stated that the report of the Council Attorney
Committee should be added to the agenda. Conncilperson Grooms made the motion to
approve the Agenda as amended, seconded by Councilperson Wilson, passing
unanimously.
Deputy Clerk Sharon Wilder presented the claim list for consideration by the
Council. Following explanations and discussion, Councilperson Waiz made the motion
to approve the claims as presented, omitting the claim from Dr. Gough, seconded by
Council President Merkley, passing unanimously.
PUBLIC COMMENT:
There was no public comment.
Mayor Galligan recognized members of Mr. Bill Wilson's Government class from
Jeffersonville High School.
AGENDA ITEMS:
Resolution No. 2001-R-6, Appropriation from the General Fund for Fire
Department Salaries was presented for consideration by the Council. After explanation
and discussion, Council President Merkley made the motion to pass Resolution No. 2001-
R-6, seconded by Councilperson Conlin, passing unanimously.
Resolution No. 2001-R-7, A Resolution to Establish A City Court Cash Change
Fund was presented for consideration to the Council. After explanation and discussion,
Council President Merkley made the motion to pass Resolution No. 2001-R-7, seconded
by Rob Waiz, passing unanimously.
Anne Marie Galligan, City Attorney reviewed the Agreement for Professional
Services between the City of Jeffersonville and the Historic Landmarks Foundation.
Council President Merkley requested a resolution approving the contract be placed on the
next council agenda.
Resolution No. 2001-R-8, A Resolution regarding a Payment in Lieu of Taxation
for Participation in The Jeffersonville Urban Enterprise Zone Program was presented for
consideration to the Council. David Duggins, Redevelopment Director, explained that he
is requesting Council approval regarding a payment in lieu of taxation for participation in
The Jeffersonville Urban Enterprise Zone. Councilperson Conlin made the motion to
pass Resolution No. 2001-R-8, seconded by Councilperson Waiz, passing unanimously.
Ordinance No. 2001-OR-8, An Ordinance for Additional Appropriation from The
General Fund Common Council Human Relations in the amount of $2,000.00 was
presented to the Council for consideration. Following explanation and discussion,
Councilperson Grooms made the motion to pass Ordinance No. 2001-OR-8 on the first
reading, seconded by Councilperson Conlin, passing unanimously.
Councilperson Waiz made the report from the Committee on Council Attorney.
He reported that attorney Dawn Elston had been selected as Council Attorney and the
salary had been agreed to at the sum of $375.00 per month, based on five hours, and
$75.00 per hour for additional services. Council President Merkley made the motion to
approve the contract on the council attorney as presented, seconded by Councilperson
Waiz, passing unanimously. Council President Merkley noted that this was the same
contract as previously approved with the exception that Council Attorney Elston would
not attend council meeting unless requested to attend.
COUNCIL COMMENTS:
Council President Merkley received a letter from attorney Mike Gillenwater and
requested this matter be placed on the next council agenda.
Councilperson Frantz announced that Sara Nord has received the All American
award and requested the City make the appropriate signs available to honor Ms. Nord.
Mayor Galligan told the Council that signs honoring Sara Nord are already in place in the
City.
Councilperson Conlin shared her recent experience with the Tiger Cub Scout
Group made up of first and second graders. She told the Council that the Tiger Cub's
were interested in drainage issues and having a Mall in Jeffersonville. Councilperson
Conlin also told the Council that the Tiger Cub's would like to attend a future meeting to
be recognized by the Council. The Tiger Cub's were invited to attend a future council
meeting.
Mayor Galligan announced that City Engineer Bob Miller was scheduled to
undergo surgery Tuesday, March 6, 2001 and requested prayer for Mr. Miller. Mayor
Galligan also announced that road maintenance along Jeffersonville-Charlestown Pike
and that Jeff Pike at Holman's Lane was in the process of being re-aligned.
There being no further business to come before the Council, Councilperson
Conlin made the motion to adjourn at 8:00 P.M., seconded by Councilperson Grooms,
passing unanimously.
